NOTIFICATION
New Delhi , the 24th February 1972
S.O. 162 (E ) . In exercise of the powers conferred by clause (3 ) of article 77 of the Constitution , the President hereby makes the following rules further to amend the Government of India (Allocation of Business) Rules , 1961 , namely :-
1. ( 1 ) These rules may be called the Government of India (Allocation of Business ) Ninety - third Amendment ) Rules , 1972 .
(2 ) They shall come into force at once .
2. In the Second Schedule to the Government of India (Allocation of Business) Rules , 1961 , -
(1 ) Under the heading "MINISTRY OF DEFENCE (RAKSHA MANTRALAYA ) " , and sub -heading "DEPARTMENT OF DEFENCE PRODUCTION (RAKSHA UTPADAN VIBHAG ) " , after entry 19 the following entry shall be inserted , namely :-
" 19A . All matters connected with Aeronautics [ other than matters with which the Ministry of Tourism and Civil Aviation ( Paryatan aur Nagar Vimanan Mantralaya ) is concerned and matters relating to aerodynamics with its aeronautical aspects connected with the development of rockets in the field of space research with which the Department of Atomic Energy (Parmanu Oorja Vibhag) is concerned ] including
( a) development of the aeronautics industry and coordination among users ;

(b) coordination of research and development in the field of Aeronautics , including aircraft , missiles ;
(c) financial assistance to academic institutions , research laboratories , and other agencies or bodies for furtherance of studies and research in aeronautics .";
(2) under the heading " MINISTRY OF HOME AFFAIRS (GRIH MANTRALAYA) " ,
(a) after entry 5 the following entry shall be inserted , namely:-
"5A . Model Rules of Business for State Government ." ;
(b) for entry 43 , the following entry shall be substituted , namely :--
"43. Matters relating to the National Police Academy, the Central Detective Training School , the Central Finger Print Bureau , the Bureau of Police Research and Development , the National Civil Defence College and the National Fire Service College .";
(3) under the heading " MINISTRY OF LAW AND JUSTICE (VIDHI AUR NYAYA MANTRALAYA ) " , under sub -heading "C. DEPARTMENT OF JUSTICE ( NYAYA VIBHAG ) " , after entry 7 the following entries shall be added , namely : --
" 8. Creation of all India Judicial Services .
9. Conditions of service of District Judges and other Members of Higher Judicial Service of Union territories .";
(4) under the heading "MINISTRY OF STEEL AND MINES ( ISPAT AUR KHAN MANTRALAYA ) " ,
(a) under sub - heading " A. DEPARTMENT OF STEEL ( ISPAT VIBHAG ) " , ( 1 ) for entry 2 , the following entry shall be substituted , namely: -
" 2. Development of ore mines and coal washeries owned or managed by the Steel Plants." ;
(ii) in entry 5 , the following sub-entries shall be inserted at the end , namely :-
" (vi ) Engineering Projects ( India ) Limited.
(vii ) Hindustan Steel Works Construction Limited . " ;
(b ) under sub-heading " B. DEPARTMENT OF MINES ( KHAN VIBHAG ) " , after entry 4 , the following entry shall be inserted , namely : --
" 4A . Development of coal washeries other than those for which the Department of Steel ( Ispat Vibhag ) is responsible . " ;
(5) under the heading " DEPARTMENT OF COMPANY AFFAIRS ( KAMPANI KARYA VIBHAG ) . " ,
(a) for entry 3 the following entry shall be substituted namely:-
"3. Profession of Accountancy ( Chartered Accountants Act, 1949 ) ; Profession of Costs and Works Accountancy ( Cost and Works Accountants Act 1959 ) ; Profession of Company Secretaries (Institute of Company Secretaries of India ) . " ;
(b) for entry 6 the following entry shall be substituted , namely :-
"6. Monopolies and Restrictive Trade Practices Commission. " ;
(6) under the heading " CABINET SECRETARIAT (MANTRIMANDAL SACHIVALAYA ) " under sub- heading " B. DEPARTMENT OF PERSONNEL ( KARMIK VIBHAG ) " ,
(a) for the heading of Part VI the following heading shall be substituted, namely :-
"VI . Government -Employees Relations , including Staff Grievances and Welfare";
(b) in entry 38-
( i ) for sub-entry ( a) the following shall be substituted, namely :
"( a) Service associations of the industrial and non- industrial employees of the Government of India . " ; 4
(ii ) after sub - entry ( d ), the following sub -entry shall be inserted , namely:-- "(e) Other matters involving Government -Employees relations not specifically provided for under any other entry relating to the Department." ;

(c) for sub -entry ( e) of entry 40 the following sub -entry shall be substituted, namely :-
" ( e) Central Secretariat Service , Central Secretariat Stenographers ' Service and Central Secretariat Clerical Service ." ;
(d) for the heading of Part IX the following heading shall be substituted, namely :-
" IX. Career Planning and Manpower Planning" ;
( c) for entry 41 the following entry shall be substituted , namely : -
" 41. ( a ) General Policy questions regarding career planning and Manpower Planning for the All India and Central Government Services .
(b) All matters pertaining to career planning and Manpower Planning for the Indian Administrative Service , Central Secretariat Services , Indian Statistical Service and Indian Economic Service . "
