8.O. 216 (E ) .- The following Order made by the President on the 21st March , 1972 , is published for general information.-
THE NORTH - EASTERN AREAS REORGANISATION ( REMOVAL OF DIFFI- CULTIES ) ORDER NO . 1
In exercise of the powers conferred by section 87 of the North - Eastern Areas (Reorganisation ) Act , 1971 ( 81 of 1971 ) and of all other powers hereunto enabling , I, V. V. Giri , President of India , hereby make the following Order , namely :-
1. ( 1 ) This Order may be called the North - Eastern Areas Reorganisation (Removal of Difficulties ) Order No. 1 .
(2) It shall come into force at once .

2. The election to be held in pursuance of section12 of the North- Eastern Areas (Reorganisation ) Act , 1971 ( 81 of 1971 ) ( hereinafter referred to as the said Act ) to fill the seat allotted in the Council of States to the State of Meghalaya shall be held in accordance with the provisions of the Representation of the People Act , 1951 ( 43 of 1951 ) and the rules and orders made thereunder as if it were a bye- election to fill a casual vacancy in that House .
3. The election to be held to fill the seat allotted in the Council of States to the Union territory of Mizoram in pursuance of section 12 of the said Act by the electoral college for the Union territory under section 27A of the Representation of the People Act . 1950 ( 43 of 1950 ) , as amended by section 13 of the said Act and section 14 of the Government of Union Territories ( Amendment ) Act , 1971 (83 of 1971 ) , shall be held in accordance with the provisions of the Representation of the People Act , 1951 ( 43 of 1951 ) and the rules and orders made thereunder as If it were a bye - election to fill a casual vacancy in that House .

फा० प्रा० 216 ( प्र ) . राष्ट्रपति द्वारा दिनांक 21 मार्च , 1972 को बनाया गया निम्न- लिखित आदेश सर्वसाधारण की सूचना के लिए प्रकाशित किया जाता है ।
पूर्वोत्तर क्षेत्र ( कठिनाइयों का निराकरण ) श्रवेश सं ० 1
मैं , व ० वें ० गिरी, भारत का राष्ट्रपति, पूर्वोत्तर क्षेत्र ( पुनर्गठन ) अधिनियम , 1971 ( 1971 का 81 ) की धारा 87 द्वारा प्रदत्त शक्तियों और इस में समर्थ बनाने वाली सभी अन्य शक्तियों का प्रयोग करते हुए एतद्वारा निम्नलिखित आदेश करता हूं , अर्थात्:-
1 होगा । 1. ( 1 ) इस यादेश का नाम पूर्वोत्तर क्षेत्र ( कठिनाइयों का निराकरण ) श्रादेश संख्या
( 2) यह तुरन्त प्रभावी होगा ।
2. पूर्वोत्तर क्षेत्र ( पुनर्गठन ) अधिनियम, 1971 ( 1971 का 81 ) ( जिसे इसमें इसके पश्चात् उक्त अधिनियम कहा गया है ) की धारा 12 के अनुसरण में मेघालय राज्य को आवंटित राज्य सभा के स्थान को भरने के लिए किया जाने वाला निर्वाचन , लोक प्रतिर्ता धित्व अधिनियम , 1951 ( 1951 का 43 ) और तद्धीन बगाये गये नियमों और किए गए आदेशों के उपबन्धों के अनुसार किया जाएगा, मानो वह उस सदन में कोई आकस्मिक रिक्ति भरने के लिए उप - निर्वाचन हो ।

3. 3 . श्रधिनिक्स की धारा 12 के अनु ण में जिगर सत्र राज्य क्षेत्र को आवंटित राज्य सभा के स्थान को, उक्त अधिनियम की धारा 13 और संघ राज्य क्षेत्र शासन ( सशोधन ) अधिनियम, 1971 ( 1971 का 83 ) की धारा 14 द्वारा यथा संशोधित लोक प्रतिनिधित्व अधिनियम, 1950 ( 1950 का 43) की धारा 27-क के अधीन समत्र राज्य क्षेत्र के लिये निर्वाचकगण द्वारा , भरने के लिए किया जाने वाला निर्वाचन , लोक प्रतिनिधित्व अधिनियम , 1951 (1951 का 43) और तद्धीन बनाए गए नियमों और किए गए आदेशों के उपबन्धों के अनुसार किया जाएगा , मानो वह उस सदन में कोई रिक्ति को भरने के लिए उप - निर्वाचन हो ।
