SUBJECT.-Address and jurisdiction of the Iron and Steel Control Authorities .
No. 51 - ITC ( PN ) / 72 .--Attention is invited to paragraph 5 in Chapter I of the Import Trade Control Hand Book of Rules & Procedure , 1972-73 , published under the Ministry of Foreign Trade Public Notice No. 48 - ITC ( PN ) / 72 , dated 3rd April , 1972 , which contains the names of licensing authorities and their jurisdiction
2. According to sub -paragraph 3 ( 1 ) ( vii ) of the aforesaid Chapter I , applica- tions for import of iron and steel and ferro alloys from actual users ( Non -DGTD units and SSI units ) situated in the State of Uttar Pradesh will be entertained by Deputy Chief Controller of Imports and Exports , Kanpur . The Deputy Chief Controller of Imports and Exports , Kanpur will entertain such appplications only for the licensing periods April 1972 - March 1973 and onwards . Applications for the earlier licensing periods will continue to be dealt with by the Iron and Steel Control Licensing Office at Faridabad . All correspondence in respect of the earli- er applications should , therefore , be addressed to the licensing office at Faridabad .
(503) 3. The name of the Asstt . Iron and Steel Controller , Faridabad has been changed to "The Deputy Chief Controller of Imports & Exports ( Iron & Steel ) , Faridabad " . This office will continue to have the same jurisdiction for issue of licences , except that the work pertaining to import applications received rom actual users ( Non -DGTD and SSI ) situated in the State of Uttar Pradesh for the period April 1972 - March 1973 and onwards has been transferred to the office of the Deputy Chief Controller of Imports and Exports , Kanpur , The office of the Deputy Chief Controller of Imports and Exports ( Iron & Steel ) , Faridabad will also deal with applications for import of iron and steel and ferro alloys from public sector industrial undertakings borne on the books of the DGTD . In this connection , attention is invited to paragraph 5 ( 2 ) ( iv ) of the aforesaid Chapter I.
addres 4. The office of the Deputy Iron and Steel Controller , Bombay has been merged with the office of the Joint Chief Controller of Imports and Exports , Bombay . The import applications should , therefore , be addressed to the Joint Chief Con- ller of Imports & Exports ( Iron and Steefron and Steel Division ) , Central Government Offi- ces New Building, North West Wing , New Marine Lines , Church Gate , Bombay. The licensing jurisdiction of the office has not been changed. troller
5. The office of the Deputy Assistant Iron and Steel Controller , Madras , has been merged with the office of the Joint Chief Controller of Imports and Exports , Madras . Applications for licences should , therefore , be addressed to the Joint Chief Controller of Imports & Exports ( Iron(Iron and Steel Division ) , 5th Floor , Laboratory Block , Customs House Building , Madras- I . The licensing jurisdiction, of the office has not been changed .
6. The licensing jurisdiction of the office of the Joint Chief Controller of Imports & Exports ( Iron & Steel Division ) , 4 , Esplanade East , Calcutta - 1 , has not been changed, except that the work pertaining to the applications for import of iron and steel and ferro alloys from public sector industrial undertakings horne on the books of the DGTD , New Delhi for the licensing periods April 1972- March , 1973 and onwards has been transferred to the office of the Deputy Chief. विषय :-लोहा तथा इस्पात नियंत्रण प्राधिकारियों का पता तथा अधिकार क्षेत्र ।
सं ० 51 - श्राई ० टी ० सी ० ( पो ० एन० ) / 72.-विदेश व्यापार मंत्रालय की सार्वजनिक सूचना सध्या 48- आईटीसी पीएन / 72, दिनांक 3-4-72- के अन्तर्गत आयात व्यापार नियंत्रण नियम तथा कार्य -विधि हैंडबुक 1972-73 के अध्याय 1 की कंडिका 5 की ओर ध्यान आकृष्ट किया जाता है जिसमें लाइ- सेंस प्राधिकारियों के नाम और उनके क्षेत्राधिकार निहित हैं ।
2. उपर्युक्त अध्याय 1 की उप-कंडिका 5 ( 1 ) ( 7 ) के अनुसार उत्तर प्रदेश राज्य में स्थित वास्तविक उपयोक्तओं ( गैर - महानिदेशक तकनीकी विकास एककों तथा लघु पैमाने उद्योग एककों द्वारा लोहा तथा इस्पात तथा लोह मिश्र धातुओं के आयात के लिए आवेदन पत्न पर विचार उप- मुख्य नियंत्रक आयात - निर्यात , कानपुर द्वारा किया जाएगा । उप-मुख्य नियंत्रक, श्रायात-निर्यात कानपुर ऐगे आवेदन पत्तों पर केवल अप्रैल , 1972- मार्च , 1973 तथा श्रागे की अवधियों के लिए विचार करेगा । इससे पूर्व की अवधियों के लिए आवेदन पत्रों पर लोहा तथा इस्पात नियंत्रक , लाइ- रॉस कार्यलय. फरीदाबाद द्वारा विचार किया जाता रहेगा । इसलिए , पूर्व के आवेदन पत्नों के संबंध में फरीदाबाद लाइसेंस कार्यालय के नाम में सभी पत्राचार किया जाना चाहिए ।
3. फरीदाबाद के सहायक लोहा तथा इस्पात नियंत्रक के नाम को बदल कर "उन- मुख्य नियंत्रक आयात-निर्यात ( लोहा तथा इस्त्रात ) फरीदाबाद " कर दिया गया है । उत्तर प्रदेश स्थित वास्तविक उपयोक्ताओं ( गैर- महानिदेशक तकनीकी विकास तथा लघु पैमाने उद्योग ) से अप्रैल, 1972 -मार्च , 1973 तथा उसने आगे की अवधियों के लिए प्राप्न आयात आवेदन पत्रों से संबंधित उस कार्य को छोडकर जो उन -मुख्य नियंत्रक , आयात- निर्यात कानपुर को हस्तान्तरित कर दिए गए हैं ; लाइसेंस जारो करने के लिए इस कार्यालय का क्षेत्राधिकार वही बना रहेगा । उप-मुख्य नियंत्रक, आयात-निर्यात ( लोहा तथा इस्पात ) का कार्यालय, फरीदाबाद महा निदेशक तकनीकी विकास की सूची में आए हुए , सार्वजनिक क्षेत्र औद्योगिक प्रक्रनों से लोहा तथा इसान तथा लौह- मिश्र धातुओं के आयात के लिए प्राप्त आवेदन पत्रों पर भी विचार किया करेगा । इस संबंध में पर्युक्त अध्याय 1 की कंडिका 5 ( 2 ) ( 4) को ओर ध्यान आकृष्ट किया जाता है ।
4. उन लोहा तथा इस्पात नियन्त्रक के कार्यालय बम्बई को संयुक्त मुख्य नियंत्रक , श्रायात- निर्यात के कार्यालय , बम्बई के साथ मिला दिया गया है । इसलिए, श्रयान आवेदन पत्नों को संयुक्त मुख्य नियंत्रक, आयात - निर्यात ( लोहा तथा इस्पात प्रभाग ) केन्द्रीय सरकारो कार्यलय , न्यू बिडिंग , नार्थ वेस्ट विंग , न्यू मेरिन लाइंस, चर्च गेट , फोर्ट , बम्बई के नाम में भेजा जाना चाहिए । कार्यालय के लाइसेंस क्षेत्राधिकार को बदला नहीं गया है ।
5. उप सहायक लोहा तथा इस्त्रात नियंत्रक के कार्यालय , मद्रास को संयुक्त मुख्य नियंत्रक श्रायात- निर्यात के कार्यालय मद्रास के साथ मिला दिया गया है । इसलिए , लाइसेंसों के लिए आवे दन पक्षों को संयुक्त मुख्य नियंत्रक, आयात-निर्यात ( लोहा तथा इस्पात प्रभाग ) , पांचवीं मंजिल , लैबोरेट्री ब्लाक, कस्टम हाउस बिल्डिंग , मद्रास 1 के नाम में भेजा जाना चाहिए । कार्यालय के लाइसेंस क्षेत्राधिकार को बदला नहीं गया है ।
6. सिवाए इसक कि महानिदेशक तकनीकी विकास, नई दिल्ली की किताब में आए हुए सार्वजनिक क्षेत्र औद्योगिक प्रक्रमों से अप्रैल , 1972-मार्च 1973 और आगे की लाइसेंस अवधियों के लिए लोहा तथा इस्पात तथा लौह मिश्र धातुओं के आयात के लिए आवेदन पत्रों से संबंधित उस कार्य को छोड़ कर जो उप मुख्य नियंत्रक आयात- निर्यात ( लोहा तथा इस्पात ) के कार्यालय, फरीदा बाद को हस्तांतरित कर दिया गया है , संयुक्त मुख्य नियंत्रक , आयात- निर्यात ( लोहा तथा इस्पात प्रभाग ) के कार्यालय , 4 , एस्प्लेनेड स्टि, कलकत्ता- 1 के लाइसेंस क्षेत्राधिकार में कोई परिवर्तन नहीं किया गया है ।
