New Delhi , the 10th April , 1972
G.S.R. 243 ( E) -In exercise of the powers conferred by section 15 of the Government Savings Banks Act , 1873 ( 5 of 1873 ) and of all other powers hereunto enabling , the Central Government hereby makes the following rules further to amend the Post Office Savings Banks Rules , 1965 , namely :-
1972 . 1. These rules may be called the Post Office Savings Banks ( Fourth Amendment) Rules ,
2. In the Post Office Savi135 31153 R123 , 1955 , in the Table below rule 3 , for item (2) , the following item shall be substituted , namely : -
"(3 ) Public Account .
( i) Alocal authority Without limit or a lawfully cons-
One in res- pect of each authority orbody.
titured association , institution , or other body for the encour- agement of thrift or for the mututal bene- fit of its members .
One or two per- sons authorised for the purpose either jointly or severally at the option of the authority or body.
Without limit
One in res- pect of each school or college.
Jointly by a representative of the manage- ment and by the Inspector defined in the ( ii ) A High School or Intermediate College referred to as an ins- titution within the meaning of the Uttar Pradesh High Schools

and Intermediate Colleges (Payment of Salaries of Teachers and other Emplo- yees) Act , 1971 (Uttar Pradesh Act 24 of 1971) , jointly with the Inspector as defined in the said Act for payment of salarics of its teachers and other employees .
Uttar Pradesh High Schools & Intermediate Colleges ( Pay- ment of Sala-. rics of Tea- chers and other Employees) Act , 1971 (Uttar Pradesh Act 24 of 1971) , Or suchother officer as may be autho- rised by the Inspector in that behalf or by a represen- tative of the management alone if duly authorised that effect by to the Inspector, or by the Ing- pector himself by such or other officer ag . may be autho- rised by him in that behalf " ,

सा० का ० नि० 243 (भ ) सरकारी बचत बैंक अधिनियम , 1873 ( 1873 का 5 ) की धारा 15 द्वारा प्रदत्त शक्तियों का और इस सम्बन्ध में उसे समर्थ बनानें वाली सभी अन्य शक्तियों का प्रयोग करते हुए , केन्द्रीय सरकार , डाकघर बचत बैंक नियम, 1965 में और संशोधन करने के लिए.
एतद्वारा निम्नलिखित नियम बनाती है, अर्थात् :-
1. इन नियमों का नाम डाकघर बचत बैंक ( चतुर्थ संशोधन ) नियम , 1972 होगा ।
2. डाकघर मचत बैंक निक्ष्म , 1965 में, नियम 3 के नीचे की सरणी में, मद ( 3 ) के स्थान पर , निम्नलिखित मव प्रतिस्थापित की जाएगी, अर्थर्थात्:-
हरेक प्राधिकारी या प्राधिकारी ( i ) मितव्ययिता
" ( 3 ) लोक लेखा
को कोई सीमा
नहीं ।
निकाय की बावत एक ।
या निकाय के विकल्प पर संयुक्ततः या पृथकतः इस प्रयो- जन के लिए प्राधि-- कृत एक या दो व्यक्ति ।
प्रोत्साहित करने के लिए या अपने सदस्यों के पार- स्परिक फायदे के लिए कोई स्थानीय प्राधिकारी या कोई विधिपूर्वक गठित संगध , संस्था , या अभ्य निकाय ।

कोई सीमा नहीं हरेक स्कूल या कालेज की बाबत एक ।
( ii ) उसके अध्यापकों और अन्य कर्मचारियों के वेतनों के संदाय के लिए उत्तर | प्रदेश हाई स्कूल और इंटर- मीडिएट कालेज ( अध्यापकों और अन्य कर्मचारियों के बेतनों का संदाय ) अधिनियम, 1971 ( 1971 का उत्तर प्रदेश अधिनियम, 24 ) में यथा परिभाषित निरीक्षक के साथ , उक्त अधिनियम के अर्थ के अन्तर्गत किसी संस्था के रूप में निर्दिष्ट कोई हाई स्कूल या इंटर- मीडिएट कालेज , संयुक्ततः
प्रबन्ध-मडंल के किसी प्रति निधि द्वारा और उत्तर प्रदेश हाई स्कूल और इंटरमीडिएट कालेज (अध्यापकों और अन्य कर्मचारियों के वेतनों का संदाय ) अधिनियम , 1971 ( 1971 का उत्तर प्रदेश अधिनियम , 24) में यथा परिभाषित निरीक्षक द्वारा संयुक्त या निरीक्षक द्वारा उस निमित्त प्राधिकृत अन्य अधिकारी द्वारा या यदि निरीक्षक द्वारा तदर्थक समय्क रूप से प्राधिकृत किया गया हो तो प्रबंध मंडल के किसी प्रतिनिधि द्वारा अकेले ही , या स्वयं निरीक्षक द्वारा य उसके द्वारा उस निमित्त प्राधिकृत अम्य अधिकारी द्वारा" ।
