IMPORT TRADE CONTROL
New Delhi , the 26th April , 1972
SUBJECT . Import of raw materials , components and spares by priority units in the small sector during April 1972- March 1973 .
No. 60 - ITC ( PN ) /72.-Attention is invited to the provisions contained in Appendix 68 in Section V of the Import Trade Control Policy ( Red Book- Vol . I ) for April 1972- March 1973 regarding import of raw materials , components and spares by S.S.I. units in the priority sector for the period April 1972 -March 1973 .
2. The following points are clarified in this connection :-
( a) The existing units should make their import applications for raw materials and components on the basis of consumption and for import of spares , in the usual manner as laid down in Section I of the Red Book (V (Vol . I ) for April 1972 -March 1973 .
(b ) The new / proposed units should apply for import of raw materials , components and spares on the basis of value of machinery in the manner as indicated in paragraphs 4-6 of the aforesaid Appendix 68 . This will enable new units to meet their requirements pending assess- ment of capacity .

(c) Except in the case of I.D.A. industries , applications for steel and non- items should be made separately to the respective licensing authorities . The existing units have to apply direct to the licensing authority concerned whereas new / proposed units have to apply through the sponsoring authority .
3. The existing and new units can also separately apply for assessment of their capacity under paragraphs 2 and 3 of the aforesald Appendix 68. The procedure to be followed in this regard will be as under:-
( i ) The application for assessment of capacity should reach the sponsoring authority concerned by 15th May , 1972 .
( ii ) The information required for the purpose of assessment is indicated in the Annexure to the said Appendix 58 which should be furnished in duplicate byby the applicant in the form of a statement duly signed by him .
( iii ) No application fees will be payable in respect of application for assess- ment of capacity .
4. The assessment of capacity will be made both in respect of steel and non- steel items and the value in respect of each set of limits i.e. , steel and non - steel will be indicated separately along with the description of items permissible for import.

विजय. अप्रैल, 1972--मार्च, 1973 के दौरान लघु पैमाने क्षेत्र के प्राथमिकता प्राप्त एककों द्वारा कच्चे माल , संघटकों तथा फालतू पुर्जों का आयात ।
संख्या 60 -प्राई ० टी० सी० पी० एन ० )/ 72.- अप्रैल , 1972-- मार्च , 1973 के लिए आयात व्यापार नियंत्रण नीति ( रेडबुक वा ० 1 ) के खंड 5 के परिशिष्ट 68 में अप्रैल , 1972-- मार्च , 1973 अवधि के लिए प्रथमिकता प्राप्त क्षेत्ल के लघु पैमाने उद्योगों के एककों द्वारा कच्च माल , संघटकों तथा फालतू पुर्जों के श्रायात के लिए निहित व्यवस्थाओं की भोर ध्यान आकृष्ट किया जाता है ।
2. इस संम्बन्ध में निम्नलिखित बातें स्पष्ट की जाती हैं:--
( क) वर्तमान एककों को चाहिए कि वे कच्चे माल और संघटकों के आयात के लिए उपयोग के आधार पर और फालतू पुर्जों के आयात के लिए अप्रैल , 1972--मार्च , 1973 के लिए रैडबुक ( वा ०1 ) के खंड 1 में यथा निर्धारित सामान्य विधि के अनुसार अपने श्रयात आवेदन पत्र भेजें ।
( ख) नए/ प्रस्तावित एककों को चाहिए कि वे उपर्यु त परिशिष्ट 68 की कंडिका 4 से 6 में संकेतित किए गए के अनुसार कच्चे माल संघटकों तथा फालतू पुर्जों के श्रायात के लिए मशीन के मूल्य के आधार पर आवेदन करें । यह नए एककों को क्षमता के मूल्यांकन की लम्बित आवश्यकताओं को पूरा करने के लिए ममर्थ बनाएगा ।

(ग) आई० डी० ए ० उद्योगों के मामले के अतिरिक्त , इस्पात तथा गैर इस्पात मदों के लिए आवेदन , सम्बद्ध लाइसेंस प्राधिकारियों को अलग अलग किए जाने चाहिएं । वर्तमान एककों को सम्बद्ध लाइसेंस प्रधिकारी को सीधे आवेदन करना चाहिए जबकि नए प्रस्तावित एककों को प्रायोजक प्राधिकारी के माध्यम से आवदन करना चाहिए ।
3. वर्तमान तथा नए एकक उपयुक्त परिशिष्ट 68 की कंडिका 2 तथा 3 के अधीन अपनी क्षमता के मूल्यांकन के लिए अलग अलग आवेदन भी कर सकते हैं । इस सम्बन्ध में जो क्रियाविधि अपनाई जाएगी वह इस प्रकार है: -
( 1 ) क्षमता के मूल्यांकन के लिए आवेदन -पत्र सम्बद्ध प्रायोजक प्राधिकारी को 15-5-1972 तक पहुंच जाने चाहिए ।
( 2 ) मूल्यांकन के प्रयोजन के लिए अपेक्षित जानकारी जो उपर्युक्त परिशिष्ट 68 के लिए अनुबन्ध में संकेतित है, आवदक द्वारा विधिवत् हस्ताक्षरित विवरण की दो प्रतियों के रूप में प्रस्तुत की जानी चाहिए ।
( 3 ) क्षमता के मूल्यांकन के लिए आवेदन -पत्तों के लिए कोई आवेदन शुल्क नहीं लिया जाएगा ।
4. क्षमता का मूल्यांकन इस्पात तथा गैर इस्पात दोनों के संम्बन्ध में मूल्य किया जायगा और मदों के प्रत्येक सेट अर्थात् इस्पात तथा गैर इस्पात के सम्बन्ध में मूल्य को, श्रायात के लिए स्वीकृत मदों के विवरण के साथ अलग अलग संकेतित किया जाएगा ।
