G.S.R. 271 ( E ) .-Whereas by section 79 of the North - Eastern Areas ( Reorganisa- tion) Act, 1971 ( 81 of 1971 ) , the Central Government is empowered , by Order , to make such adaptations and modifications of any law in relation to the Union territory of Arunachal Pradesh . as may he necessary or expedient for the purpose of facilitating the application of such law in relation to that. Union territory;
Now, therefore , in exercise of the powers conferred by the said section 79 , the Central Government hereby makes the following Order , namely : - -
THE NORTH- EASTERN AREAS ( REORGANISATION ) ( ARUNACHAL PRADESH ) ADAPTATION OF LAWS ( No. 2 ) ORDER , 1972
1. (1 ) This Order may be called the North - Eastern Areas ( Reorganisation ) (Arunachal Pradesh ) Adaptation of Laws ( No. 2 ) Order , 1972 .
(2 ) It shall be deemed to have come into force on the 21st day of January , 1972.
2. ( 1 ) In this Order , " appointed day " means the 21st day of January, 1972 .
(2) The General Clauses Act , 1897 , applies for the interpretation of this Order as it applies for the interpretation of a Central Act .
3. As from the appointed day, the Regulations mentioned in the Schedule to this Order shall , until altered , repealed or amended by a competent Legislature or other competent authority . have effect subject to the adaptations and modifica- tions directed by the Schedule .
4. Whenever an expression mentioned in columu 1 of the Table below occurs (otherwise than in a title or preamble or in a citation or description of a Regu- lation ) in any Regulation mentioned in the Schedule to this Order , then . in the

application of that Regulation to the Union territory of Arunachal Pradesh , or , as the case may be , to any part thereof , unless the context otherwise requires , there shall be substituted therefor the expression set opposite to it in column 2 of the said Table , and there shall also be made in any sentence in which that ex- pression occurs , such consequential amendments as the rules of grammar may require.

5. The provisions of this Order , which adapt or modify any Regulation so as to alter the manner in which , the authority by which , or the Regulation under or in accordance with which any powers are exercisable , shall not render invalid any notification , order , permission , award , commitment , attachment , rule or regu- lation , duly made or issued , or anything duly done , before the appointed day ; and any such notification order , permission , award , commitment , attachment , rule , regulation or thing may be revoked , varied or undone in like manner , to the like extent and in the like circumstances as if it had been made , issued or done after the commencement of this Order by the competent authority and under and in accordance with the provisions then applicable to such a case .

After section 1 , insert-
" 1A . Definition. In this Regulation , " Administrator " means the Administrator of the Union territory of Arunachal Pradesh appointed by the President under article 239 of the Constitution ." .
THE ASSAM FRONTIER ( ADMINISTRATION OF JUSTICE REGULATION, 1945 (No. 1 or 1945 )
Section 2.- For " the Governor " means the Governor of Assam " " , substitute "Administrator " means the Administrator of the Union territory of Arunachal Pradesh appointed by the President under article 239 of the Constitution. '.

नई दिल्ली, 3 मई, 1972
सा० का ० नि० 271 (अ) यतः पूर्वोत्तर क्षेत्र ( पुनर्गठन ) अधिनियम, 1971 ( 1971 का 81 ) की धारा 79 द्वारा केन्द्रीय सरकार को , आदेश द्वारा, अरुणाचल प्रदेश संघ राज्य क्षेत्र के संबंध में किसी विधि के ऐसे अनुकूली करणों और उपान्तरणों को करने के लिए , जो उस संघ राज्य क्षेत्र के संबंध में ऐसी विधि को लाग करने में सुकर बनाने के प्रयोजन के लिए आवश्यक या समोवीन हो, सशक्त किया गया है ;
अतः, अब उक्त धारा 79 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय सरकार, निम्नलिखित आदेश एतद्वारा करती है , अर्थात्:--
पूर्वोत्तर क्षेत्र ( पुनर्गठन ) ( अरुणाचल प्रदेश ) विधियों का अनुकूलीकरण ( संख्या 2 )
आदेश , 1972
1. ( 1 ) इस आदेश का नाम पूर्वोतर क्षेत्र ( पुनर्गठन) (अरूणाचल प्रदेश ) विधियों का अनुकूलीकरण ( संख्या 2) आदेश, 1972 होगा ।
( 2 ) यह 1972 की जनवरी के 21 वें दिन को प्रवृत हुआ समझा जाएगा ।
2. ( 1 ) इस आदेश में , " नियत दिन " से 1972 की जनवरी का 21 वां दिन अभिप्रेत है ।
( 2 ) साधारण खण्ड अधिनियम , 1897 जैसा वह किसी केन्द्रीय अधिनियम के निर्वचन के लिये लागू होता हो , वैसा ही इस आदेश के निर्वचन के लिये लागू होता है ।
3. नियत दिन से ही इस आदेश की अनुसूवी में उल्लिखित विनियम, जब तक किसी सक्षम विधान मंडल या अन्य सक्षम प्राधिकारी द्वारा परिर्वार्तत , निरसित या संशोधन न किए गए हों, तब तक अनुसूत्री द्वारा निर्दिष्ट अनुकूलीकरणों और उपान्तरणों के अधीन रहते हुए प्रभावी होंगे ।
4. जब कभी नीचे की सारणी के स्तंभ 1 में उल्लिखित कोई पद ( किसी विनियम के किसी नाम या उद्देशिका में या किसी प्रोद्धरण या वर्णन में से अन्यथा ) इस आदेश की अनुमूत्री में उल्लिखित किसी विनियम में आता हो, तव, उस विनियम के , यथास्थिति, अरूणाचल प्रदेश संघ राज्यक्षेत्र या उसके किसी भाग को लागू होने में , जब तक कि संदर्भ से अन्यथा अपेक्षित न हो, उसके लिये उक्त सारणी के स्तंभ 2 में , उसके सामने दिया गया पद प्रतिस्थापित किया जाएगा , ओर किसी वाक्य में जिसमें वह पद आता हो, ऐसे पारिणामिक संशोधन भी किए जाएंगे , जो व्याकरण के नियमों द्वारा अपेक्षित हों ।

5. इस आदेश के उपबन्ध , जो किसी विनियम को इस प्रकार अनुकूलित या उपांतरित करते हैं ताकि वह रीति, जिसमें , वह प्राधिकारी , जिससे , या वह विनियम , जिसके आधीन या जिसके अनुमार , किन्हीं शक्तियां प्रयोगतव्य हैं , परिवर्तित हो, नियत दिन से पूर्व , सम्यक् रूप से की गई या निकाली गई किसी अधिसूचना , आदेश , अनुज्ञा, अधिनिर्णय , सुगुर्देगी, कुर्की, नियम या विनियम , या सम्यक् रूप से की गई किसी बात को अविधिमान्य नहीं बनायेगे ; और ऐसी कोई अधिसूचना, आदेश , अनुज्ञा , अधिनिर्णय , सुपुर्दगी, कुर्की, नियम, विनियम या बात, वैसी ही रीति में, वैसे ही विस्तार तक , और वैसी ही परिस्थितियों में प्रतिसंङ्कुत , फेरफारित या अकृत की जा सकेगी, मानों वह सक्षम प्राधिकारी द्वारा और ऐसे मामले को तब लागू उपबंधों के अधीन और उनके अनुसार इस आदेश के प्रारंभ के पश्चात् बनाई गई थी , जारी की गई थी या की गई थी ।

धारा 1 के पश्चात , अंतः स्थापित करें ----
" 1 क परि राषाट्स विनियम में, 'प्रशासक ' से संविधान के अनुच्छेद 239 के अधीन राष्ट्रपति द्वारा नियुक्त अरूणाचल प्रदेश संघ राज्य क्षेत्र का प्रशासक अभिप्रेत हैं । "
असम सीमांत (न्याय का प्रशासन ) विनियम , 1945 (1945 का सं ० 1 )
धारा 2- " राज्यपाल " से असम का राज्यपाल अभिप्रेत है' के स्थान पर " प्रशासक " से संविधान के अनुच्छेद 239 के अधीन राष्ट्रपति द्वारा नियुक्त अरुणाचल प्रदेश संघ राज्यक्षेत्र का प्रयासक अभिप्रेत है ।

धारा 2 -खण्ड ( क ) को खण्ड ( कक ) के रुप में पुनराक्षरित करें, और इस प्रकार पुनराक्षरित खण्ड के पूर्व , अंतःस्थापित करें : --

धारा 2-- खण्ड ( क ) को खण्ड ( कक ) के रूप में पुनराक्षरित करें और इस प्रकार पुनराक्षरित खण्ड के पूर्व अंतः स्थापित करे :--
" (क) 'प्रशासक ' से संविधान के अनुच्छेद 239 के अधीन राष्ट्रपति द्वारा नियुक्त अरूणाचल प्रदेश संघ राज्यक्षेत्र का प्रशासक अभिप्रेत है ; ।
