SUBJECT - Issue of import licences for raw materials , components and spares to actual users ( both in the large and small scale sector ) engaged in industries other than priority industries for the period April 1971- March , 1972.
No. 64 - ITC ( PN ) / 72 .--Attention is invited to import policy for the grant of licences for import of raw materials , components and spares to actual users engaged in industries other than priority industries as contained in the Import Trade Control Policy ( Red Book- Vol . I ) for the period April 1971- March , 1972 , according to which the actual users are eligible to the grant of import licences for the period April 1971-March 1972 after they have utilised their licences for the period 1970-71 upto the specified extent as indicated in the policy .

2. It has been decided that in the case of actual users to whom licence ( s ) for the period 1970-71 had been issued after 31st December , 1971 , they will be con- sidered eligible for grant of licence for raw materials , components and spares against their applications for the period 1971-72 , if they utilise their licence ( s ) for 1970-71 upto the prescribed extent within a period of three months from the date of issue of the licence and their application for 1971-72 is otherwise in order and complete having been received before 1st April , 1972. If an applicant is unable to utilise the licence for 1970-71 within the time as indicated , his applica- tion for 1971-72 will be treated as for the period 1972-73 and dealt with accord- ingly , if the application is otherwise in order .
3. The items sought to be imported will in any case be scrutinised by the licensing authority with reference to the import policy in force at the time of issue of import licence .

विषय: अप्रैल , 1971-- मार्च , 1972 के दौरान प्राथमिकता प्राप्त उद्योगों से भिन्न उद्योगों में लगे हुये वास्तविक उपयोक्ताओं ( बड़े तथा छोटे पैमाने क्षेत्र दोनों के ) को कच्चे माल , सं प्रटको और फालतू पुर्जों के लिए आयात लाइसेंस जारी करना ।
संख्या 64- श्राई ० टी० सी० पी० एन ० ) / 72 प्राथमिकता प्राप्त उद्योगों से भिन्न उद्योगों में लगे हुये वास्तविक उपयोक्ताओं को कच्चे माल, संवटकों और फालतू पुर्जों के आयात के लिए लाइसेंस प्रदान किये जाने के लिये अप्रैल , 1971-- मार्च, 1972 , अवधि के लिये आयात व्यापार नियंत्रण नीति ( रेड बुक वा ० 1 ) में तथा निहित आयात नीति की ओर ध्यान आकृष्ट किया जाता है , जिसके अनुसार, नीति में यथा संकेतिक विशिष्टि कृत सीमा तक 19-10-71 की अवधि के लिये वास्तविक उपयोक्ताओं ने अपने लाइसेंसों का उपयोग कर लिया है, उसके बाद वे अप्रैल , 1971--मार्च , 1972 की अवधि के लिए आयात लाइसेंस दिए जाने के लिये पात्र हैं ।
2. यह निश्चय किया गया है कि उन वास्तविक उपयोक्ताओं के मामले में जिनको 31-12-1971 के बाद 1970-71 की अवधि के लिए लाइसेंस जारी किया गया था ( थे ) , उनको 1971-72 की अवधि के लिये उनके अध्वेदनों पर कच्चे माल , संत्रटकों तथा फालतू * पुर्जों के लिये लाइसेंस प्रदान किए जाने की पात्रता पर विचार किया जाएगा, बशर्ते कि1970-71 के लिए अपने लाइसेंसों का उपयोग लाइसेंस जारी होने की तारीख से तीन माह की अवधि के भीतर निर्धारित सीमा तक़ कर लेते हैं और 1971-72 के लिए उजके आवेदन - पत्त्र अन्यथा रूप से सही THE GAZETTE OF INDIA EXTRAORDINARY

तथा पूर्ण रूप में 1-4-72 तक प्राप्त किए गए हैं । यदि एक आवेदक सांकेतिक समय के भीतर 1970-71 के लिए लाइसेंस का उपयोग कर में असमर्थ है, तो 1971-72 के लिए उसके आबदन को यदि वह अन्यथारूप से ठीक है, तो 1972-73 के लिए समझा जाएगा और तदनुसार ही उस पर विचार किया जाएगा ।
3. आयात किए जाने के लिए मांगी गयी मदों की जांच लाइसेंम प्राधिकारी द्वारा लाइसेंस जारी करते समय--लागू आयात नीति के संदर्भ में की जायेगी ।
