New Delhi , the 8th May 1972

S.O. 346 ( E ) .- Whereas a vacancy has occurred in the Council of States due to the resignation of Shri Abdul Qalyum Ansari , a member elected to the Council of States from Bohar , before the expiration of his term of office;

Now , therefore , in pursuance of the provisions of sub - section ( 1 ) of Section 147 of the Representation of the People Act , 1951 , the Election Commission hereby calls upon the elected members of the Legislative Assembly of the State of Bihar to elect , in accordance with the provisions of the said Act and of the rules and orders mmade thereunder a person to fill the vacancy so caused before the 29th May, 1972 ( Monday ) .

एस ०प्रो ० 346 ( अ ) -यतः, बिहार से राज्य सभा के लिए निर्वाचित सदस्य श्री अम्बुल कय्यूम अंसारी के द्वारा अपनी पदावधि के अवसान से पूर्व त्याग पत्तन दे दिए जाने के कारणराज्य सभा में एक स्थान रिक्त हो गया है;

श्रतः , अब , लोक प्रतिनिधि व अधिनियम, 1951 की धारा 147 की उपधारा ( 1 ) के उपबन्धों के अनुसर में, निर्वाचन आयोग बिहार राज्य की विधान सभा के निर्वाचित सदस्यों से एतद्वारा यह अपेक्षा करता है , कि वे ऐसे हुई रिक्ति को भरने के लिए 29 मई, 1972 ( सोमवार) से पूर्व, उक्त अधिनियम के और तद्वीन बनाए गए नियम और आदेशों के उपबन्धों के अनुसार एक व्यत्रित निर्वाचित कर छ ।

Ν.Ο. 347 ( Ε ) . In pursuance of the provisions of sub - section ( 1 ) of section 39 of the Representation of the People Act , 1951 , the Election Commission hereby appoints for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - BR/ 4 / 72 ( 1 ) , dated the 8th May , 1972 :-

(a) the 15th May , 1972 ( Monday ) , as the last date for making nominations ;

(b) the 16th May , 1972 ( Tuesday ) , as the date for the scrutiny of nomina- tions;

(d ) the 26th May , 1972 ( Friday ) , as the date on which a poll shall, if necessary , be taken ; and

(e) the 29th May , 1972 ( Monday ) , as the date before which the election shall be completed .

एस० श्री 347 ( अ. )-लोक प्रतिनिधित्व, अधिनियम , 1951 की धारा 39 की उप - धार। ( 1 ) के उपबन्धों के अनुसरन में, निर्वाचन भायोग अपनी अधिसूचना सं ० 100/ रा ० स ० -बिहार/ 4/ 72 (1 ) (1) तारीख 8 मई, 1972 के अनुसरण में , रा.य सभा के लिए होने वाले निर्वाचन के बारे में, --

15 मई, 1972 ( सोमवार) ;

(क ) नामनिर्देशन करने के लिए अन्तिम तारीख

16 मई, 1972 ( मंगलवार ; ) (ख) नामनिर्देशनों कीं संवीक्षा की तारीख

18 मई, 1972 (बृहस्पतिवार);

(ग) श्रभ्यर्थितायें वापस लेने की अन्तिम तारीख

26 मई, 1972 ( शुक्रवार ) ; तथा ( घ ) वह तारीख जिसको यदि श्रायः यक हो तो मतदान होगा

(ङ) वह तारीख जिसके पूर्व निर्वाचन समाप्त कर दिया जाएगा 29 मई, 1972 ( सोमवार )

In pursuance of section 56 of the Representation of the People Act , 1951 , the Election Commission hereby fixes the hours from 11.00 a.m. to 4.00 p.m. as the hours during which a poll shall, if necessary , be taken for the election to the Council of States to be held in pursuance of its notification No. 100 - GS- BR / 4 / 72 ( 1 ) , dated the 8th May , 1972 .

एस० श्रो० 348 (थ) . लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 56 के अनुसरण में, निर्वाचन आयोग अपनी अधिसूचना सं ० रा ० स०-बिहार/ 4/ 72 ( 1 ) , तारीख 8 मई , 1972 के अनुसरण में, राज्य सभा के लिए होने वाले निर्वाचन के लिए 11 बजे पूर्वाह्न से 4 बजे अपराह्न तक का समय उस समय के रूप में एतद्वारा नियत करता है जिसके दौरान यदि आवश्यक हुया तो, मतदान होगा ।

In pursuance of the provisions of section 21 of the Representation of the People Actfi , 1951 , the Election Commission , in consultation with the Gov- ernment of Bihar , hereby designates the Secretary , Bihar Legislative Assembly , as the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100 / CS- BR/ 4 / 72 ( 1 ) , dated the 8th May, 1972 .

एस ० श्र१० 349 ( अ) लोक प्रतिनिधित्व अधिनियम , 1951 की धार 21 के उपबन्धों के अनुसरण में, निर्वाचन आयोग , बिहार सरकार के पर.मर्श से , अपनी अधिपूचना सं ० 100/ २०० स०- बिहार/ 4/ 72 ( 1 ) , तारीख 8 मई, 1972 के अनुसरण में , र।ज्य सभा के लिए होने वाले निर्वाचन के लिए सचिव , बिहार विधान सभा को रिटर्निंग ऑफिसर के रूप में एतद्‌द्वार। पदानिहित करता है ।

In exercise of the powers conferred by sub - section ( 1 ) of section . 22 ofof the Representation of the People Act , 1951 , the ElectionElection CommissionCommission hereby appoints the Joint Secretary , Bihar Legislative Assembly , to assist the Returning Officer for the election to the Council of States to be held in pursuance of its noti- fication No. 100 / CS- BR/ 4 / 72 ( 1 ) , dated the 8th May , 1972 , in the performance of his functions .

एस ०प्रो० 350 ( अ ) . लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 22 की उपधार ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन आयोग अपनी अधिसूचना सं ० 100 / रा ० स०- बिहार / 4/ 72 ( 1 ) , तारीख 8 मई, 1972 के अनुसरण में, राज्य सभा के लिए होने वाले निर्वाचन के लिए , संयुक्त सचिव बिहार विधान सभा को, रिटर्निग आफिसर की उसके कृत्यों के पालन में सहायता करने के लिए एतदद्वारा नियुषत करता है ।
