MINISTRY OF INDUSTRIAL DEVELOPMENT
ORDER
New Delhi , the 28th July 1972
S.O. 509 ( E ) / 15A / IDEA / 72 .-- Whereas M / s . Krishna Silicate and Glass Works Limited, Calcutta , owning an industrial undertaking , is being wound up under the supervision of the Calcutta High Court and the business of this company is not being continued ;
And whereas the Central Government is of the opinion that it is necessary , in the interests of the general public , and, in particular, in the interests of production of the articles manufactured in the said industrial undertaking , to investigate into the possibility of running or restarting the aforesaid industrial undertaking ;
And, whereas , on an application under Section 15A of Industries ( Develop- ment & Regulation ) Act being made by the Central Government to the Calcutta High Court praying for permission to make an investigation into such possibility , the Calcutta High Court has by an order dated the 10th July , 1972 , granted the requisite permission ;
Now , therefore , in exercise of the powers conferred by Section 15A of the Industries (Development and Regulation) Act, 1951 ( 65 of 1951 ) , the Central Government hereby appoints , for the purpose of making an investigation into

the possibility of restarting the aforesaid industrial undertaking , a body of per- sons consisting of :

1. Dr. S. P. Verma , Industrial Adviser , Directorate General of Technical Development , Ministry of Industrial Development .

2. Shri A. Bose , Special Officer and Ex - officio Secretary , Sick and Closed Industries Department , Government of West Bengal , Calcutta.
3. Shri S. R. Mallya , Senior Cost Accounts Officer , Ministry of Finance , New Delhi .
4. Shri R. M. Choubey , Deputy Manager ( Tech . ) Industrial Reconstruction Corporation of India 19 , Netaji Subhas Road , Calcutta - 1 .
2. The above body shall submit its report to the Central Government within a period of six weeks from the date of publication of this Order in the Official Gazette .
3. This Order is in supersession of the Order of the Government of India in the Ministry of Industrial Development No. 76 ( E ) / 15 /IDRA/ 72 ( 2 ) , dated the 31st January , 1972 ,

का० श्रा ०500 ( अ) / 15ए/ माई ० डी प्र.२० ए ०/ 72.--यतः मैसर्स कृष्णा सिलिकेट एण्ड ग्लान वर्क्स लिमिटेड , कलकत्ता, जो एक ऐसे उपक्रम का स्वामी है, जिसका , कलकत्ता उच्च न्यायालय के पर्यवेक्षण के अधीन परिसमापन कर दिया गया है और इस कंपनी का कारबार अब नहीं चल रहा है;
और यतः केन्द्रीय सरकार की 'राय है कि जन साधारण के हित में , और , विशेषकर , उक्त औद्योगिक उपक्रम में विनिर्मित वस्तुओं के उत्पादन के हित में उपर्युक्त औद्योगिक उपक्रम को चालू रखने या फिर से चलाने की संभावना का अन्वेषण करना आवश्यक है ;
और यतः ऐसी संभावना का अन्वेषण करने की अनुशा के लिए प्रार्थना करते हुए केन्द्रीय सरकार द्वारा कलकत्ता उच्च न्यायालय को उद्योग ( विकास और विनियमम ) अधिनियम , की धारा 15 क के अधीन श्रावेदन दिए जाने पर कलकत्ता उच्च न्यायालय ने 10 जुलाई, 1972 के श्रादेश द्वारा अपेक्षित अनुज्ञा दे दी है ।
अतः अब उद्योग ( विकास और विनियमन ) अधिनियम, 1951 ( 1951 का 65 ) की धारा 15क द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार उपर्युक्त श्रौद्योगिक उपक्रम को फिर से चलाने की संभावना का अन्वेषण करने के प्रयोजन के लिए , एक निकाय नियुक्त करती है जिसमें निम्नलिखित व्यक्ति होंगे--

2. उपरोषत निकाय , राजपत्र में इस आदेश के प्रकाशन की तारीख से छः सप्ताह की अर्वाध के भीतर केन्द्रीय सरकार को अपनी रिपोर्ट प्रस्तुत करेगा ।
3. यह आदेश भारत सरकार के औद्योगिक विकास मंत्रालय के आदेश सं ० 76 (६०)/ 15/ प्राई ० डी ० आर ० ए ० / 72 ( 2 ) , तारीख 31 जनवरी , 1972 को अतिष्ठित करता है ।
