ORDER
New Delhi , the 17th August 1972
GAR . 375 ( E ) . În exercise of the powers conferred by section 79 of the North- Eastern Areas ( Reorganisation ) Act , 1971 ( 81 of 1971 ) , the Central Government hereby makes the following Order , namely :-
1. ( 1 ) This Order may be called the North - Eastern Areas ( Reorganisation ) (Mizoram and Arunachal Pradesh ) ( Adaptation of Laws on State and Concurrent Subjects ) Order , 1972 .
(2) It shall be deemed to have come into force on the 21st day of January , 1972 .
2. In its application to the Union territories of Mizoram and Arunachal Pradesh , the Motor Vehicles Act , 1939 ( 4 of 1939 ) , shall until altered , repealed or amended by a competent Legislature or other competent authority, have effect subject to the adaptations and modifications specified in the Schedule to this Order .

THE SCHEDULE
In the Motor Vehicles Act , 1939 ( 4 of 1939 ) , ---
( 1 ) after section 29B , the following section shall he inserted , namely: --
' 29C . Transitional provision regarding assignment of fresh registration mark on account of the reorganisation of Assam.- Where a motor vehicle registered in the State of Assam before the 21st January , 1972 , has been assigned a registration mark , which , by reason of the reorganisa- tion of that State under the North- Eastern Areas ( Reorganisation ) Act , 1971 ( 81 of 1971 ) , has ceased on that day to be in accordance with the Sixth Schedule, then , notwithstanding anything contained in sub - section ( 1 ) of section 29 , the owner of the vehicle shall , within a period of twelve months from that day, apply to the registering authority within whose jurisdiction the vehicle then is , for the assign- ment of a new registration mark and shall present the certificate of registration to that registering authority and thereupon , the other provisions of section 29 shall apply to the vehicle as they apply to a motor vehicle on removal from one State to another State . " ;
( 2 ) in the Sixth Schedule , after the entry relating to " Laccadive , Mimcoy and Amindivi Islands " , the following entries shall be inserted , namely :-

सा० का ०नि ० 375 ( श्र) . पूर्वोत्तर क्षेल ( पुनर्गठन ) अधिनियम , 1971 ( 1971 का 81 ) की धारा 79 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय सरकार, एतद्वारा निम्नलिखित आदेश करती है , अर्थात्:-
1. ( 1 ) इस आदेश का नाम ५ वातर क्षत्त्र ( पुनगठन ) ( माजाराम तथा अरुणाचल प्रदेश ) ( राज्य और समवर्ती विषयों पर विधियों का अनुकूलीकरण ) आदेश , 1972 होगा ।
( 2) यह 1972 की जनवरी के 21 वें दिन को प्रवृत्त हुआ समझा जाएगा ।
2. मोजोराम तथा अरुणाचल प्रदेश संघ राज्य क्षेत्रों को उसके लागू होने में मोटर यान अधिनियम , 1939 ( 1939 का 4) जब तक किसी सक्षम विधान मण्डल या अन्य सक्षम प्राधिकारी द्वारा परिर्तित, निरसित या संशोधित न किया गया हो, तब तक इस आदेश की अनुसूची में विनिर्दिष्ट अनुकूलीकरणों और उपान्तरणों के अधीन रहते हुए , प्रभावी होगा ।

अनुसूची
मोटर यान अधिनियम , 1939 ( 1939 का 4 ) में,
( 1 ) धारा 29 व के पश्चात् निम्नलिखित धारा अन्तः स्थापित की जायगी , यर्थान--
" 29 ग. असम के पुनर्गन के कारण नए रजिस्ट्रीकरण चिन्ह देंने के सम्बन्ध में अस्था- यी उपवस्थ. जहां असम राज्य में 21 जनवरी, 1972 के पूर्व रजिस्टर किए गए क्रिसी मोटर यान को रजिस्ट्रीकरण चिह्न दिया गया है , जिसका पूर्वोत्तर क्षेत्र ( पुनर्गठन ) अधिनियम , 1971 ( 1971 का 81 ) के अधीन उस राज्य के पुर्न- गठन के कारण उस दिन में छठी अनुसूची के अनुभार होना खत्म हो गया है , वहां धारा 29 की उपधारा ( 1 ) में अन्तविष्ट किसी बात के होते हुए भी, यान का स्वामी, उस दिन में 12 मास की अवधि के भीतर, जिसकी अधिकारिता के भीतर वह यान अब है, उम रिजस्ट्रीकर्ता प्राधिकरी को, उसे नया रजिस्ट्रीकरण चिह्न देने के लिए आवेदन करेगा और उभ रजिस्ट्रोकर्ता प्राधिकारी को रजिस्ट्री करण का प्रमाणपत्र प्रस्तुत करेगा; और तदुर्पार धारा 29 के अन्य उपबन्ध, उस यान को वैसे ही लागू होंगे जैस वे एक राज्य में दूसरे राज्य को किसी मोटर यान के स्थानान्तरण पर लागू होते हैं । "
( 2 ) छडी अनुसूची में " लकादीव , मिनिकोय तथा अमीनदीवी द्वीप समूह " से सम्बन्धित प्रविष्टि के पश्चात् निम्नलिखित प्रविष्टियां अन्तः स्थापित की जाएंगी , अर्थात:-- मीजोराम . जैड आर अरुणाचल प्रदेश ...... ढ आर " ।
