The following Bill was introduced in the Rajya Sabha on the 21st August, 1972: -
BILL NO . XXVI OF 1972
A Bill to amend the Insecticides Act , 1968
BE it enacted by Parliament in the Twenty- third Year of the Republic of India as follows :-
1. (1 ) This Act may be called the Insecticides (Amendment) Act, 1972.
Short title an com- mence- (2) It shall be deemed to have come into force on the 1st day of ment. August ,1971 .
46 of 1968. 2. In sub -section ( 1) of section 9 of the Insecticides Act , 1968 ( herein- after referred to as the principal Act ) , --
Ainend- ment of section 9 .
(a) in the proviso , for the words " six months " , the words " seven- teen months" shall be substituted;
(b) after the proviso . the following further proviso shall be insert- >d, namely: --
"Provided further that where any person referred to in the preceding proviso fails to make an application under that proviso within the period specified therein , he may make such applica- tion at any time thereafter on payment of a penalty of one hundred rupees for every month or part thereof after the expiry of such period for the registration of each such insecticide "

3. In the proviso to sub section (1 ) of section 13 of the principal Act , for the words " three months " , the words " seventeen months " shall be substituted .
Amend- ment of section 13.
4. In the proviso to sub - section (1 ) of section 17 of the principal Act , for the words " under the provise " , the words " under any of the provisos" shall be substiluted .
Amend- ment of section 17.
Amend- ment of section 18 .
5. In section 18 of the princinal Act, in the Explanation , for the words "under the provise" , the words " nd are of the provisos " shall be subs- tituted.

STATEMENT OF GELTECTS AND REASONS
The proviso to sub -section ( 1) section 9 of the Insecticides Act , 1967 (hereinafter referred to as the Act ) , dequires very person engaged in the business of import or manu'acture of any insecticide immediately be- fore the commencement of that section,to make application to the Re- gistration Committee constituted under the Act withir a period of six months from such commencement for the registration of such insecticide . Under the proviso to sub - section of section 13 of the Act , every person ngaged in the business of manulomiuring or seiling, storting or exhibiting for sale or distributing any insecticide immediately before the commence- ment of that secton is required to make an application within a period of three months from such comnioneement for the grant of a licence to con- tinue such business . The aforesaid sections were brought into force on the 1st August, of 1971 , and applications for such registration or for the grant of a licence should have been made before the 31st of January , 1972 or the 31st October , 1971 , as the case may be . It has come to the notice of Governmet that a large nuinb of importers , manufacturers and other persons specified above had not applied for registration or for the grant of a licence , before the date applicable to them . In order to ensure that there is no dislocation in the manufacture , import or sale of insecticides, which will affect plant protection measures being taken against pest diseases , it is considered necessary to extend the time - limits specified in the provisos to sections 9 ( 1 ) and 13 ( 1 ) of the Act upto the 31st Decem- ber , 1972 and to make the necessary amendments in the Act restrospec- tively from the 1st August, 1971 .
2. The Bill seeks to achieve the above object .
