1. Import of Mineral Oils falling under S. Nos . 105 and 106 of Part IV and Kerosene and Motor Spirit falling under S. Nos . 18 and 19 of Part V of the I.T.C. Schedule .

Imports will be allowed in bulk on ad-hoc basis on the recommendation of the Ministry of Petroleum and Chemicals (Department of Petroleum ) and will be canalised through the Public Section agency . Please see Section III of this book . Import of Motor Spirit ( S. No. 19 / V ) will not be permitted .
2. Import of Mineral Waxes , Greases and Petroleum Jellies , etc. , falling under S. No. 8 of Part V of the I.T.C. Schedule .
(a) The requirements of actual users for paraffin wax and micro crystalline wax will be met by imports through the public sector agency . Please see Section III of this Book .
(b) Greases other than Petroleum Jellies ( S. No. 8 / V ) -Import of only special grades and types of greases , which are not currently manufactured in the country and are essentially required , will be allowed on the recommendations of the Ministry of Petroleumum and Chemicals ( Department of Petroleum) and will be canalised through the public sector agency . Please see Section III of this Book . and
( c) The Import of only special types of petroleum jellies will be allowed and canalised through a public sector agency . The release orders will be issued to the actual users for meeting the requirement of Defence Services , and pharma- ceutical and drug industry , on the recommendation of the D.G.T.D. and the Ministry of Petroleum and Chemicals ( Department of Petroleum ) . Please see Section III of this Book .
3. Import of Mineral Oils not otherwise specified , falling under S. No. 17 of Part V of the I.T.C. Schedule .
( a) Import of the following items will be allowed against specific import licences and will be canalised through the public sector agency , on the recommen- dations of the Ministry of Petroleum and Chemicals ( Department of Petroleum ) , New Delhi: -
( 1 ) Transformer oil .
( 11 ) Insulating ofl .
(iii ) Cutting Oil .
( iv) Mineral Colza Oil
(v ) Shock Absorber Oil .
(vi ) Heat Transfer Oil .
(vii ) Impregnating Oil for electric paper and board insulators ,
(vili ) Light Process Oil for light coloured rubber goods .
(ix) Mineral Oil for manufacture of insecticides .
(x) Special Graphited Oil for lubrication of glass moulds .
(xi ) Paraffin , napthanic or Aromatic Rubber Plasticisers .

(b) Import licences for Aviation Specialities will be granted to the Oil Com- Ministry of Petroleum and Chemicals panies on the recommendation of the (Department of Petroleum ) , New Delhi.
(c) Import of Liquid Paraffin ( including medical Liquid Paraffin ) will be allowed to actual users on a restricted basis and also canalised through a Govern- ment agency , against specific licences issued for this product.
(d) Import of White Oil will be allowed to actual users in consultation with the Ministry of Petroleum and Chemicals ( Department of Petroleum ) , Deuhi . New
(e) Import of Textile Finishing Oils , Textile Fire Oils and Batching Oll for fibres will not be permitted .
Issue of import licences for Mineral Oils not otherwise specified falling under S. No. 17 of Part V of the I.T.C. Schedule , is also subject to such conditions as may be imposed and such instructions as may be issued from time to time by the Ministry of Petroleum and Chemicals ( Department of Petroleum ) , New Delhi .

4. Imports of Lublicating Oils falling under S. No. 20 of Part V.
The import of base lublicating oils in bulk for the grades that are not manu- factured locally , will be canalised through a Government agency against licences specifically issued for these items . In special cases , however , the import for special types of lubricating oils in bulk as well as specified packed grades of lubricating oils may be allowed on an ad -hoc basis on the recommendation of the Ministry of Petroleum and Chemicals ( Department of Petroleum ) , New Delhi . Please also see Section Ill of this Book in respect of items , import of which is canalised through the public sector agency .
5. No request for the grant of a licence for any back period for any of the items falling underunder serial numbers 8 , 17 and 20 of Part V of the I.T.C..C . Schedule will be considered .considered .
6. Spindle lubricating oil imported under S. No. 20 / V should conform to a minimum standard of 30 seconds at 80C ( Red wood No. 1 , vizcosity ) with a closed flash point ( Pensky Martens ) of a minimum of 140C . The import of spindle oll of a lower viscosity and flash point will not be allowed agagainst licences for lubricating oll falling under S. No. 20/V .
7. The importers of White Oil will be required to submit to the State Govern- ments concerned in whose jurisdiction the sales are made , a statement of sales and stocks together with the undertakings , in original obtained from the purchasers that they will not use the oil for adulteration purposes , by the 15th of the month succeeding the month to which it relates , failing which action will be taken under the I.T.C. regulations . The form and manner in which the information is required to be furnished can be obtained from the Ministry of Petroleum and Chemicals ( Department of Petroleum ) , New Delhi .
8. Licences for import of Crude Oil will be granted to the Refining Oil Com- pames for bulk import of Crude Oil either directly or through a Government agency, on the recommendation of the Ministry of Petroleum and Chemicals (Department of Petroleum ) , New Delhi ,
9. Separate applications should be Imports , New Delhi , as follows:- submitted to the Chief Controller of
I. Serial Nos . 105 , 106 / IV of the Schedule and Serial Nos . 18/ V of the Schedule:-
Public sector agency should apply for bulk licences ,
II . Serial No. 8 - Part V of the Schedule [ ( vide para 2 ( b ) ) . For Greases .
III . Serial No. 17-Part V of the Schedule .
IV. Serial No. 20 -Part V of the Schedule ( vide para 4 ) . For Lubricating Oils .
*N.B.- By Crude Oils is meant all natural liquid products , consisting mainly hydrocarbons , which have undergone no treatment other than settling (decantation) dehydration , desalting , or stabilisation , to which no products have been added other than those previously recovered by physical methods in the course of these treatments .

खनिज तेल , मिट्टी का तेल, मोटर स्प्रिट ग्रीम और स्नेहक तेल-अप्रैल 1972- मार्च 1973 के लिए लाइसेंस नीति ।
1. श्रायात व्यापार नियंत्रण अनुसूची के भाग 4 की क्रम संख्याएं 105 तथा 106 के अन्तर्गत भाने वाले खनिज तेल और भाग 5 की क्रम संख्याएं 18 और 19 के अन्तर्गत आने वाले मिट्टी के तेल और मोटर स्प्रिंट का आयात ।
श्रायातों की अनुमति पैट्रोल और रसायन मंत्रालय ( पैट्रोल विभाग ) की सिफारिश पर अम्बार में तदर्थ आधार पर दी जाएगी और ये मार्वजनिक क्षेत्र अभिकरण के माध्यम से सरणीबद्ध किए जाएंगे । कृपया इस पुस्तक का खण्ड 3 देखिए । मोटर स्प्रिट ( क्रम संख्या 19/5 ) के आयात की अनुमति नही दी जाएगी ।
2. श्रायात व्यापार नियंत्रण अनुसूची के भाग 5 की क्रम सं ० 8 के अन्तर्गत आने वाले खनिज मोम, ग्रीस और पैट्रोल अवलेह आदि का निर्यात ।
(क) पैराफिन मोम और माइक्रोक्राइस्टेलिन मोम के लिए वास्तविक उपयोक्ताओं की आय- श्यकताएं सार्वजनिक क्षेत्र अभिकरण के माध्यम से आयातो द्वारा पूरी की जाएंगी । कृपया इस पुस्तक का खंड 3 देखिये ।
(ख) पैट्रोल अवलेह ( क्रम सं ० 8/5 ) से भिन्न ग्रीस-विशेष वर्गों और किस्मो के ग्रीस- जिनका वर्तमान समय में देश में निर्माण नहीं होता और जिनकी अनिवार्य रूप से आवश्य- कताएं हैं , के श्रायात की अनमति पैट्रोल और रसायन मंत्रालय , ( पैट्रोल विभाग ) की मिफारिश पर दी जाएगी और इसे सार्वजनिक क्षेत्र अभिकरण के माध्यम से सरणीबद्ध किया जाएगा । कृपया इम पुस्तक का खण्ड 3 देखिए ।
( ग ) केवल विशेष किस्म के पैट्रोल अवलेह के आयात की अनुमति दी जाएगी और इसे सार्व- जनिक क्षेत्र अभिकरण के माध्यम से सरणीबद्ध किया जाएगा । महा निदेशालय , तकनीकी विकास और पैट्रोल तथा रमायन मंत्रालय ( पैट्रोल विभाग ) की सिफारिशो पर रक्षा सेवाओ और औषधीय तथा भेषज उद्योग की आवश्यकताओं को पूरा करने के लिए रिहाई आदेश वास्तविक उपयोक्ताओ को जारी किए जाएगे । कृपया इस पुस्तक का खंड 3 देखिए ।
3. आयात व्यापार नियंत्रण अनुसूची के भाग 5 की क्रम संख्या 17 के अन्तर्गत आने वाले खनिज तेल जो अन्यथा विशिष्टिकृत नही है, उनका आयात ।
(क) निम्नलिखित मदो का आयात पैट्रोल श्रीर रसायन मंत्रालय (पंट्रोल विभाग ) नई दिल्ली की सिफारिशो पर विशेष आयात लाइसेसों के आधार पर अनुमित किया जाएगा और यह सार्वजनिक क्षेत्र अभिकरण के माध्यम से सरणीबद्ध किया जाएगा
( 1) ट्रासफार्मर तेल ।
( 2) इंसुलेटिंग तेल ।
( 3) कटिंग तेल ।
( 4) खनिज कालजा तेल ।

( 5 ) शाक एब्जौर्बर तेल ।
( 6 ) हीट द्वांसफर आयन ।
( 7 ) इलैक्ट्रिक कागज तथा बोर्ड इन्मूलेटर्स के लिए इम्प्रंगनेटिंग तेल ।
( 8 ) हल्के रंग वाले रबड़ माल के लिए हल्के संसाधन तेल ।
( 9) कृमिनाशक के निर्माण के लिए खनिज तेल ।
( 10) ग्लास मोल्ड को चिकना बनाने के लिए विशेष ग्राफाइटिड तेल ।
( 11) पाराफिन, नेपथेनिक अथवा एरोमेटिक रबड़ प्लास्टिसाइजर । कृपया इम पुस्तक का खण्ड 3 देखें ।
( ख ) विमानन विशेष विषयों के लिए तेल कम्पनियों को आयात लाइसेंस, पेट्रोलियम और रसायन मंत्रालय ( पैट्रोलियम विभाग ) , नई दिल्ली की सिफारिश पर स्वीकृत किए जाएंगे ।
( ग) वास्तविक उपयोक्ताओं को लिक्विड पाराफ्नि ( मेडिकल लिक्षिक पाराफिन सहित) के आयान की स्वीकृति प्रतिबंधना के आधार पर दी जाएगो और इस उत्पाद के लिए जारी किए गए विशिष्टि लाइसेंसों के मद्दे इमे मरकारी अभिकरण के माध्यम से सरणी- बद्ध भी किया जाएगा ।
( घ ) वास्तविक उपयोक्ताश्रों की सफेद तेल के आयात को स्वोकृति पेट्रोलियम ओर रसायन मंत्रालय (पेट्रोलियम विभाग ) , नई दिल्ली के साथ परामर्श करने पर श्री जाएगी ।
(ङ) सूनी कपड़े को परिष्कृत करने वाले तेल, सूती रेशे के लिए तेल तथा मैचिंग तेल के श्रायात को स्वीकृति नहीं दी जाएगी ।
आयात व्यापार नियंत्रण अनुसूची के भाग 5 की क्रम संख्या 17 के अन्तर्गत आने वाले खनिज तेल , जो अन्यथा विशिष्टिकृत नहीं है इनके लिए लाइसेंस जारी करना भी पेट्रोलियम और स्पायन मंत्रालय ( पेट्रोलियम विभाग ) , नई दिल्ली द्वारा लगाई जाने बाली गौं तथा समय समय पर जारी किए जा सकने वाले अनुदेशों के श्रधोन है ।
4. भाग 5 की क्रम सं ० 20 के अन्तर्गत आने वाले स्नेहक के आयात ।
तेल के ऐसे ग्रेडम जो स्थानीय निर्मित नहीं है उनके लिए भारी माला में अपरिष्कृत स्नेहक का आयात, विशेषतः इन मदों के लिए जारी किए गए आयात लाइसेंसों के मद्दे सरकारी अभिकरण के माध्यम से सरणीबद्ध किया जाएगा । लेकिन , विशेष मामलों में, स्नेहक के विशेष पैकेड ग्रेडों के साथ- माथ भारी मात्रा में विशेष किस्म के स्नेहक के श्रायात की स्वीकृति पेट्रोलियम और रसायन (पेट्रोलियम विभाग ) , नई दिल्ली द्वारा तदर्थ आधार पर दी जा सकती है । कृपया उन मवों के सम्बन्ध में भी जिनका आयात सार्वजनिक क्षेत्र अभिकरण द्वारा सरणीबद्ध है इस पुस्तक का खंड 3 देखें ।
5. आयात व्यापार नियंत्रण अनुसूची के भाग 5 की क्रम संख्याएं 8, 17 तथा 20 के अन्तर्गत आने वाली किसी भी मदे के लिए किसी भी पूर्वगामी अवधि के लिए लाइसेस प्रदान करने के आवेदन पर बिचार नही किया जाएगा ।

6. क्रम मं ० 20/5 के अन्तर्गत आयातित घुरी स्नेहक कम से कम 60 सी पर 36 सेकिन्ड्म ( रेड-बुक संख्या 1 , विस्कासिटी ) के स्टेन्डर्ड के क्लोज्ड फ्लैश पुआन्ट के साथ ( पेन-स्काई मार्टन्स ) कम से कम 140 के अनुकूल होने चाहिए । क्रम सं ० 20/5 के अन्तर्गत आने वाले स्नेहक के लिए जारी किए गए लाइसेंसों के मद्दे कम चिपचपाहट के धुरी तेल तथा फ्लैश पुआइन्ट के आयात की स्वीकृति नहीं दी जाएगी ।
7. सफेद तेल के आयातकों के लिए यह आवश्यक होगा कि वे उम मम्बद्ध राज्य सरकार को जिसके अधिकार क्षेत्र में बिक्री की गई है , उस खरीददार से प्राप्त किए गए मूल बचन-पत्त्र की प्रति के माथ बिक्री तथा स्टाक के विवरण के साथ उस माह के आगामी माह की 15 तारीख तक जिससे यह सम्बन्धित है , प्रस्तुत करे कि वे तेल को मिलावट प्रयोजनो के लिए प्रयोग नहीं करेंगे । और ऐमान करने की स्थिति में आयात व्यापार नियंत्रण विनियमों के अन्तर्गत उनके प्रति कार्रवाही की जाएगी । वह प्रपन्न तथा विधि जिसमें उपर्युक्त जानकारी दी जानी है पेट्रोलियम और रमायन मंत्रालय ( पेट्रोलियम श्रनुभाग) नई दिल्ली से प्राप्त किया जा सकता है ।
8. तेल साफ करने वाली कम्पनियो को या तो सीधे और या सरकारी अभिकरण के माध्यम से अपरिष्कृत तेल के भारी मात्रा में आयात के लिए पेट्रोलियम और रमायन ( पेट्रोलियम विभाग ) नई दिल्ली की सिफारिश करने पर अपरिष्कृत तेल के आयात के लिए लाइसेंस स्वीकृत किए जाएंगे ।
9. निम्नलिखित अनुमार , मुख्य नियंत्रक, आयात- निर्यात को पृथक आवेदनपत्र भेजे जाने चाहिए:-
1. अनुसूची के भाग चार की क्रम संख्याएं 105 , 106 तथा अनुसूची के भाग 5 की क्रम संख्या 18
सार्वजनिक क्षेत्र अभिकरण को भारी लाइमेमो के लिए आवेदन करना वाहिए ।
2 ग्रीस के लिए अनुसूची का भाग 5 क्रम संख्या 8 [ पारा 2 (बी) देखे ]
3 अनुसूची का भाग 5-- क्रम मख्या 17 ।
4. श्रनुसूची का भाग 5- क्रम संख्या 20 ( देखिए कंडिका 4 ) स्नेहक के लिए ।
कृपया विशेष ध्यान दें :-अपरिष्कृत तेल का तात्पर्य उन सभी प्राकृतिक तरल उत्पादो से है जिनमे मुख्यतया हाइड्रोकार्बन हो और जिन पर निर्जलन जमाव ( निथारने ) डीमाल्टिंग अथवा स्थिरीकरण को छोड कर किसी किस्म की अभिक्रिया न की हो और जिनमें अभिक्रिया के दौरान भौनिक विधि द्वारा पूर्व प्राप्त किए गए के अलावा कोई अन्य उत्पाद न मिलाया गया हो ।
