8.0 . 569 ( E ) -Whereas the Naga National Council ( hereinafter referred to as the Council ) -
( i) has openly declared as its objective the formation of an independent Nagaland , comprising the State of Nagaland and the adjacent Naga- inhabited areas of Assam , Manipur and Arunachal Pradesh ( herein- after referred to as the sald areas) ;
( 11) has raised an armed force , namely , the so- called Naga Army , and has set up, and is using , the organisations specified in the Schedule below to achieve the saidsaid objective and to bring abouabout the secession of the said areas from the Union of India ;
(iii) is , in furtherance of i's objective aforesaid , employing the so - called Naga Army in attacking the Security Forces , the Civil Government and the citizens in he said areas and indulging in ac's such as arson , looting, intimidation of the civil population and forcible collection of funds and food - stuffs ;
OP (iv) has . to achieve its objective aforesaid , maintained contacts , through the so - called Federal Government Nagalard with foreign countries . with a view to securing Anancial and armed assistance and training facilities for the so - called Naga Army ; and

(v) has instigated, advised and aided certain individuals and groups in the north - eastern region of India , with the object of developing a co- ordinated insurgencyinsurgency movement to achieve secession of the said region from the Union of India;
And whereas the Central Government is of opinion that for the reasons afore said, the Council and the other organisations specified in the Schedule below are unlawful associations ;
And whereas the Central Government is further of opinion that because of the repeated acts of violence and attacks of the so - called Naga Army on the Security Forces and on the civil population , it is necessary to declare the Council and the other organisations afonaforesala to bebe unlawful with immediate effect ;
Now , therefore , in exercise of the powers conferred by sub - section ( 1 ) of section 3 of the Uniawful Activities ( Preven ion ) Act , 1967 ( 37 of 1967 ) , the Central Government hereby declares to Naga National Council and the other organisations specified in the Schedule below, to be unlawful associations and in exercise of the rowers conferred by the proviso to sub - section ( 3 ) of that section directs that this notification shall , subject to any order that may be made under section 4 of the said Act, have effect from the date of its publication in the Official Gazette .

सा० प्रा० 569(श्र) -पतः नागा राष्ट्री ? परिषद ( जो इसके द्वारा परिपत्र के रुप में निर्दिष्ट है ) --
( i) ने नागालैण्ड राज्य और अमम मतिर प्रौर अरुणाचल प्रदेश (जो इपके बाद उक्त क्षेत्रों के रूप में विदिष्ट है ) के सोपवर्ती क्ष में, जिनमें नागारहत हैं, को मिलाकर एक स्वतन्त्र नागालैण्ड बनान के अपने उद्देश्य की खुले रूप से घोषणा की है ;
( ii) ने तथाकथित नागा आर्मी नामक एक सशस्त्र बल तैयार किया है भौर नोचे डोग ई ग्राची में निर्दिष्ट में15ों को स्थानित किया है । भौर वह उक्त उद्देश्य को प्राप्त करने तथा उक्त क्षेत्रों को भारत संथ से अलग करन के लिए उनका उपयोग कर रही है;
( iii) अपने उपर्युक्त उद्देश्य के अनुसरण में , तथाकथित नागा झार्मी को सुरक्षा बलों सिविल सरकार और उस क्षेत्र के नागरिकों पर आक्रमण करने तथा लुटमार आदि करने और स्थानीय सिविल जनता को भयभीत करने और उससे जबरदस्तो धन बोर प्रागन सामग्री इकट्ठा करने के लिए उपयोग कर रही है ;
( iv) ने , उपर्युक्त उद्देश्य की मूर्ति के लिए , तथा कथित 'फैडरल गवर्नमेंट भ्राफ नागालैण्ड के माध्यम से ग्रार्थिक और शस्त्र संबंधो सहायता और तयार्का त नागा भार्मी के प्रशिक्षग की सुविधाएं प्राप्त करने क। दष्टि से विदशों के साथ सम्पर्क बनाये हुए हैं; और THE GAZETTE OF INDIA EXTRAORDINARY

( v) ने, उक्त पूर्वी क्षेष को भारत संघ से पृथक करने के लिए एक समन्वित आम्दोलन कराने के प्रयोजन से उक्त क्षेत्र में कुछ व्यक्तियों और बलों को उकसाया है , उन्हें सलाह दी है और सहायता थी है ;
और यतः केन्द्रीय सरकार का वह मत है कि उपर्युक्त कारणों से परिषद गौर नीचे की अनुसची में निर्दिष्ट अन्य संगठन गैर -कानूनी संगठन है;
और यतः केन्द्रीय सरकार का यह भी मत है कि निरन्तर हिंसापूर्णकायों और सुरक्षा बलों और सिविल जनता पर तथाकथित नागा श्रार्मीद्वारा बार- बार आक्रमणों के कारण परिषद और उपर्युक्त अन्य संगठनों को तत्काल प्रभावी रूप से गैर- कानूनी घोषित करना आवश्यक है ;
अतः, अब गैर -कानूनी गतिविधियां ( निरोध ) अधिनियम 1967 ( 1967 फा 37 ) की धारा 3 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार नागा राष्ट्रीय परिषद और नीचे दो गई अनन्वी में निर्दिष्ट अन्य सगठनों को एतदद्वारा गैर- कानूनी संगठन घोषित करती है और उप्त धार की उपधारा ( 3 ) के परन्तुक द्वारा प्रवत शक्तियों का का प्रयोग करते हुए यह अनुदेश देती है कि उक्त अधिनियम की धारा 4 के अधीन जारी किये जाने वाले किसी श्रादेश की सीमा के पध्याधीन रहते हुए यह अधिसूचना मरकारी राजपत्र में प्रकाशित होने की तारीख से प्रवृत्त होगी ।
