ORDER
New Delhi , the 5th September 1972
S.O. 576 ( E ) / 15 / IDRA/ 72 . Whereas the industrial undertaking known as M/ s . Shama Forge Company Limited , Bhopal, is engaged in the scheduled industry , namely , the Metallurgical Industry;
And whereas it has come to the notice of the Central Government that the volume of production of the articles manufactured in the said industrial under- taking had been gradually going down and the production has now come to a standstill consequentent upon the closure of the said industrial undertaking by the management for which , having regard to the economic conditions prevailing, there is no justification;
And whereas the Central Government is of the opinion that it is expedient to take urgent measures to remedy the situation arising out of the closure of the said industrial undertaking and to ensure that the production in the said sche- duled industry does not suffer to the detriment of the public interest ;
Now , therefore , in exercise of the powers conferred by section 15 of the In- dustries ( Development and Regulation) Act , 1951 ( 65 of 1951 ) , the Central

Government hereby appoints , for the purpose of making a full and complete investigation into the circumstances of the case , a body of persons consisting of: -
Chairman
1. Shri M. Behl , Director of Industries , Government of Madhya Pradesh , Bhopal ,
Members
2. Shri S. S. Tomar , Industrial Advisor , Directorate General of Technical Development , New Delhi .
3. Shri H. C. Sharma , Assistant Manager , Industrial Finance Corporation of India , New Delhi .
The said body shall submit its report within six weeks from the date of publication of this Order in the official Gazette .

आदेश
नई दिल्ली, 5 सितम्बर , 1972
का ० श्र ०576 ( अ ) / 15/ आई डी आर ए./ 72.-यतः मैसर्स शमा फोर्ज कम्पनी लिमिटेड, भोपाल नामक औद्योगिक उपक्रम अनुसूचित उद्योग अर्थात्, धातुकर्मीय उद्योग में लगा हुआ है ;
और यतः केन्द्रीय सरकार की जानकारी में यह आया है कि औद्योगिक उपक्रम में विनिर्मित वस्तुश्रों के उत्पादन का परिमाण धीरे- धीरे कम होता रहा है और प्रबन्ध मण्डल द्वारा उक्त औद्योगिक उपक्रम के बन्द किए जाने के परिणामस्वरूप उत्पादन में अब बिल्कुल गतिरोध , जिस का विद्यमान आर्थिक दशाओं को देखते हुए कोई औचित्य नहीं है , आ गया है ;
और यतः केन्द्रीय सरकार की राय है कि उक्त श्रौद्योगिक उपक्रम के बन्ध हो जाने से उत्पन परिस्थिति के उपचार , और यह सुनिश्चित करने को कि उक्त अनुसूचित उद्योग में उत्पादन लोक हित पर प्रतिकूल रूप में न गिरे तुरंत कार्यवाही करना समीचीन है ;
अतः , अब उद्योग ( विकास और नियमन ) अधिनियम , 1951 ( 1951 का 15 ) की धारा 15 द्वाश्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार , मामले की परिस्थितियों का पूर्णरूपेण अन्वेषण करने के प्रयोजन से एतद्वारा निम्नलिखित व्यक्तियों से बना एक निकाय नियुक्त करती है :-
अध्यक्ष 1. श्री एम ० बहल , निदेशक उद्योग , मध्यप्रदेण सरकार, भोपाल ।
सदस्य श्री एम ० एस ० तोमर, औद्योगिक सलाहकार , तकनीकी विकास महानिदेशालय, नई दिल्ली ।

3. श्री एच ० मी ० शर्मा सहायक प्रबन्धक , भारतीय औद्योगिक वित्त निगम , सदस्य नई दिल्ली ।
2. उक्त निकाय इस आदेश के राजपत्र में प्रकाशन की तारीख में छः मप्ताह के भीतर अपनी रिपोर्ट प्रस्तुत करेगा ।
