FOREIGN TRAVEL TAX
New Delhi , the 11th September 1972
G.S.R. 406 ( E ) . In exercise of the powers conferred by clause ( a) of section 46 of the Finance ( No. 2) Act ( 32 of 1971 ) the Central Government , being satisfied that it is necessary in the public interest so to do , hereby makes the following further amendment in the notification of the Government of India in the Ministry of Finance (Department of Revenue and Insurance ) No. 5 / F . No. 389 - TR ( FTT ) / 71 , ( G.S.R. 1455 ) . dated the 1st October , 1971 , namely : -

In the Schedule annexed to the sald notification , for S. No. 2 and the entries relating thereto , the following shall be substituted , namely : -

'2 Scientists ( other than those participating in meetings where humanities are discussed and those doing research or engaged in teaching humanities )
Production of a certificate from the authority mentinoned below to the effect that the person claiming the exemption is a scientist or an engineer sponsored by a University- Institution engaged in scientific research and approved by the Central Government in this behalf and the purpose of the journcy is for participation in an approved international conference , seminar or meeting .
Officer/ authority to issue the certificate
Institution /Colleges under :
(a) Ministry or Department of the Central Government
An officer not below the rank of a Deputy Secretary to be designated by the concerned Ministry/Department .
Registrar of the University.
(b) University
Deputy Secratary (Establishment of Council of Scientific and Industrial Research .
(c) Council of Scientific and Industrial Research
(d) Other Institutes / institutions not specifically covered above .
By an officer designated by the Department / Ministry of the Central Government , concerned with the subject - matter of research /teaching at the Institution , Institute or Ministry of Education . "

जी ० एस ० आर ० 406 (अ ) वित्त ( सं ० 2) अधिनियम , 1971 ( 1971 का 32 ) की धारा 46 के खण्ड ( क ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्रीय सरकार, अपना यह समाधान हो जाने पर कि ऐसा करना लोकहित में आवश्यक है , भारत सरकार के वित्त मंत्रालय ( राजस्व और बीमा विभाग ) की अधिसूचना सं ० 5/फा ०सं ० 389 -टी श्रार ( एफटीटी ) / 71 (सा ०का ०नि ० 1455 ) , तारीख 1 अक्तूबर , 1971 में एतद्वारा निम्नलिखित और संशोधन करती है, अर्थात्:-

उक्त अधिसूचना से उपाबद्ध सारणी में क्रम सं ० 2 और उससे सम्बन्धित प्रविष्टियों के स्थान पर , निम्नलिखित प्रतिस्थापित किया जाएगा , अर्थात् : --

" 2 वैज्ञानिक ( ऐसे वैज्ञानिकों से भिन्न जो ऐसे अधिवेशनों में भाग लेते हैं जहां मानवशास्त्र पर विचार-विमर्श किया आप्ता है और ऐसे वैज्ञानिकों से भिन्न जो अनुसंधान कर रहे हैं या जो मानव शास्त्र के अध्यापन में लगे हैं ।
निम्नलिखित प्राधिकारी से इस प्रभाव का प्रमाणपत्र पेश करना कि छूट का दावा करने वाला व्यक्ति ऐसे विश्वविद्यालय/ संस्था द्वारा प्रायोजित वैज्ञानिक या इंजीनियर है जो वैज्ञानिक अनुसंधान में लगी है और जो इस निमित्त केन्द्रीय सरकार द्वारा अनुमोदित है और यात्ता का प्रयोजन किसी अनुमोदित अन्तर्राष्ट्रीय सम्मेलन , सेमीनार या अधि- वेशन में भाग लेना है ।
प्रमाणपत्र देने वाला अधिकारी/प्राधिकारी निम्नलिखित के अधीन संस्था/ महाविद्यालय
(क) केन्द्रीय सरकार के मंत्रालय या विभाग ऐसा अधिकारी जो उपसचिव की रैंक से कम का न हो और जो सम्पृक्त मंत्रालय / विभाग द्वारा पदाविहित किया जाए ।
(ख) विश्वविद्यालय
विश्वविद्यालय का रजिस्ट्रार ।
( ग ) वैज्ञानिक और औद्योगिक अनुसंधान परिषद् उपसचिव , ( स्थापन ) , वैज्ञानिक और औद्योगिक अनुसंधान परिषद् ।
(घ ) अन्य संस्थान/ संस्थाएं जो विनिर्दिष्टतः उपरोक्त के अन्तर्गत नहीं आती ।
केन्द्रीय सरकार के विभाग/ मंत्रालय द्वारा पदा- विहित किसी ऐसे अधिकारी द्वारा जो संस्था, संस्थान या शिक्षा मंत्रालय में अनुसंधान/ अध्यापन की विषयवस्तु से सम्बन्ध रखता है ।"
