ORDER
New Delhi , the 18th September 1972
as S.O. 607 ( E ) / 15 / IDRA/ 72 . Whereas the industrial undertaking known Messrs . Bharat Barrel and Drum Manufacturing Company Private Limited , Bombay, is engaged in the scheduled Industry , namely the metallurgical industry;
And , whereas , it has come to the notice of the Central Government that the volume of production of the articles manufactured in the said industrial under- taking had been gradually going down and the production has now come to a standstill consequent upon the closure of the said industrial undertaking by the management , for which , having regard to the economic conditions prevailing , there is no justification ;
And , whereas , the Central Government is of the opinion that it is expedient to take urgent measures to remedy the situation arising out of the closure of the said industrial undertaking and to ensure that the production in the said scheduled industry does not suffer to the detriment of the public interest ;

Now, therefore , in exercise of the powers conferred by section 15 of the In- dustries ( Development and Regulation ) Act , 1951 ( 65 of 1951 ) , the Central Gov- ernment hereby appoints , for the purpose of making of full and complete investi- gation into the circumstances of the case , a body of persons consisting of:-

2. Shri P. M. Naik , Joint Director of Industries , Government of Maharash- tra, Aurangabad .
3. Shri J. M. Guha , Deputy Petroleum Officer , Ministry of Petroleum and Chemicals , New Delhi .
4. Shri J. S. Iyer , Senior Cost Accounts Officer , Ministry of Finance , New Delhi ,
2. The said body shall submit its report within four weeks from the date of publication of this Order in the Official Gazette .

का० श्रा ० 607 ( अ ) / 15/ आई ० डी० आर ० ए ० / 72 : यतः मैसर्स भारत बेरल एण्ड इम मैन्युफैक्चरिंग कम्पनी प्राइवेट लिमिटेड; बम्बई नामक औद्योगिक उपक्रम अनुसूचित उद्योग अर्थात् धातुकर्मीय उद्योग में लगा हुआ है ;
और यत्तः केन्द्रीय सरकार की जानकारी में यह आया है कि उक्त औद्योगिक उपक्रम में विनि मित वस्तुओं के उत्पादन का परिमाण धीरे धीरे कम होता जा रहा है और प्रबन्ध मण्डल द्वारा उक्त औद्योगिक उपक्रम के बन्द किए जाने के परिणामस्वरूप उत्पादन में अब बिल्कूल गतिशेष, जिसकी विद्यमान श्रार्थिक स्थिति को देखते हुए कोई औचित्य नहीं है , आ गया है ;
और यतः केन्द्रीय सरकार की राय है कि उक्त औद्योगिक उपक्रम के बन्द हो जाने से उत्पन्न परिस्थिति के उपचार और यह सुनिश्चित करने को कि उक्त अनुसूचित उद्योग में उत्पादन लोकहित पर प्रतिकूल रूप में न गिरे तुरन्त कार्यवाही करना समीचीन है ;
अतः अब उद्योग ( विकास तथा विनियमन ) अधिनियम 1951 ( 1951 का 15) की धारा 15 के द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय मरकार भामले की परिस्थितियों का पूर्णरूपेण अन्वेषण करने के प्रयोजन से एतद्वारा निम्नलिखित व्यक्तियों से बना एक निकाय नियुक्त करती है
