SUBJECT . Scheme for the licensing c Indian Cotton Textiles for export to France during the licensing year 1972-73 .
No. PN ( FRANCE LICENSING ) / 1 of 1972.-1 . The Scheme relates to export of all varieties of millmaue cotton " extiles excluding cotton vera from India to France during the Licensing Year 1st October 1972 to 30th September , 1973 .
2. Licences under the scheme shall be issued by the Office of the Joint Chief Controller of Imports & Exports , Bombay on the basis of quota certificate issued by The Cotton Textiles Export Promotion Council , Bombay , on first-come- first- served basis . The quota certificate will be issued on presentation by the exporters of firm contracts and a proforma invoice indicating , along with other details , the net weight in kgs . of the goods in the Form prescribed by Texprocil for the purpose .
3. For the purpose of exports and issuance of quota / licence , cotton textiles have been divided into the following two groups :
Group 1 : -
Cotton fabrics , grey or bleached mercerised or not .
GROUP I covers items classified under categories B , B1 , B2 , B3 , B4 , B5 , B6 , B7 , B8 , C and C1 .
Group II : -
Other cotton fabrics , made - up articles and miscellaneous articles of cotton:
GROUP II Covers items falling under categories C2 , C3 , C4 , C5 , C6 , C7 , D , D1 , D2 , D3 , D4 , E E1 , E2 , E3 , E4 , E5 , E6 , E7 , E8 . E9 , E10 , E11 , F , F1 , F2 , F3 and F4 .
Details of the items falling under the above categories are available with the Texprocil in the form of standardised categories and items falling under the same .
4. According to the agreement , imports of cotton textiles into France will be admitted by the competent French Authorities only on presentation of the Green Certificates issued by The Cotton Textiles Export Promotion Council , Bombay , on the basis of which French Authorities would issue import licence .
5. Licences sha'l be valid for shipment from any port in India .
6. Licences and quotas stransferable without the express consent in writing of the E.E.C. and Austria Textiles Licensing Advisory Committee .
7. A non - refundable charge of Rs . 2.30 per ton will be levied by The Cotton Textiles Export Promotion Council for the issue of quotas , subject to a minimum of Rs . 2.50 .
8. All quota holders shall have to submit a monthly report to The Cotton Textiles Export Promotion Council giving details of the shipment against indivi- dua licences issued to them . These statements should reach the Council by the 10th of the subsequent month .
9. The E.E.C.- Austria Textiles Licensing Advisory Committee shall ( a) super- vise the entire scherme (2 ) kawa over the performance from time to time (c) interpret and give decisions on various matters arising out of the operation of the scheme , and ( d ) make such changes in the scheme as the Committee deems fit from time to time . The Licensing Committee shall he empowered to frame rules and regulations from time to time , inter alia providing for the conditicas to be complied with by an applicant before he would be entitled to quotas . It shall also have the right to withhold or cancel quotas and reject applications for quotas without assigning any reasons .

विषय -लाइसेंस वर्ष 1972-73 के दौरान भारतीय सूती कपडे के फ्रांस को निर्यात के लिये लाइसेंस देने की योजना
संख्या पी एन ( फ्रांस लाइसेंसिंग ) /1. ,1972.-यह योजना लाइसेंस वर्ष 1 अक्तूबर , 1972 से 30 सितम्बर, 1973 के दौरान सूती धागे को छोड़ कर मिल निर्मित सूती कपडे सब किसमों के भारत से फ्रांस को निर्यात करने से सम्बन्धित है ।
2. इस योजना के अन्तर्गत लाइसेंस संयुक्त मुख्य नियंत्रक , आयात निर्यात , बम्बई द्वारा सूती वस्त्र निर्यात संवर्धन परिषद , बम्बई से जारी किए गये कोटा प्रमाणपत्र के आधार पर पहले आए सो पहले पाए के आधार पर जारी किये जाएंगे । नियार्तकों द्वारा फर्म , संविधाओं और अन्य व्यौरे के साथ टेक्सप्रोसिल द्वारा निर्धारित प्रपत्त्र में माल का किलों ग्राम में वास्तविक वजन दर्शाते हुए एक बीजक प्रपत्त्र प्रस्तुत करने पर कोटा प्रमाण- पत्र जारी किया जाएगा ।
3. निर्यातों और कोट/लाइसेंसों को जारी करने के लिये सूती वस्त्रों को निम्नलिखित वर्गों में विभक्त किया गया है :-
वर्ग 1 : सूती वस्त्र , भूरे या विरंजित रेशम्मी सा बनाया हुआ या बिना विरंजित रेशमी सा बना हुआ वर्ग 11 में नीचे लिखी श्रेणियों के अन्तर्गत वर्गीकृत मदें आती हैं :-
बी, बी 1 , बी 2 , बी 3 , बी 4 , बी 5 , बी 6 , बी 7 , बी 8 , सी और सी 1
वर्ग 2 अन्य सूती वस्त्र , तैयार सामग्री और सूत की विधि समाग्री:-
वर्ग 2 में नीचे लिखी श्रेणियों के अन्तर्गत आने वाली मदें आती हैं :-
सी2 , सी 3 , सी 4 , सी 5 , सी 6 , सी 7 , डी , डी 1 , डी 2 , डी 3 , डी 4 , ई, ई 1 , ई 2 , ई 3 , ई 4 , ई 5 , ई 6 , ई 7 , ई 8 , ई 9 , ई 10 , ई 11 , एफ , एफ 1 , एफ2 , एफ 3 , और एफ 4 ।
उपर्युक्त श्रेणियों के अन्तर्गत आनेवाली मदों का विवरण वस्त्र निर्यात संवर्धन परिषद् के यहां मानकीकृत वर्गीकरण के रूप में और उनके अन्तर्गत आने वाली मदों के रूप में उपलब्ध है ।
4. करार के अनुसार , फ्रांस में सूती वस्त्रों के आयात की अनुमति केवल सूती वस्त्र निर्यात संवर्धन परिषद् , बम्बई द्वारा जारी किये गये ग्रीन सार्टिफिकेट के प्रस्तुतीकरण पर ही फ्रांस के समर्थ प्राधिकारियों द्वारा दी जाएगी जिसके आधार पर फॉस के प्राधिकारी आयात लाइसेंस जारी करेंगे ।
5. लाइसेंस भारत के किसी भी पत्तन से पोतलदान के लिये वैध होंगे ।
6. ई ० ई ० सी० और आस्ट्रिया वस्त्र लाइतस सलाहकार समिति की लिखित रूप में स्पष्ट स्वीकृति के बिना लाइसेंस और कोटा हस्तान्तरणीय ।
दद्वारा प्रति टन 7. कोटा जारी करने के लिये सूती वस्त्र नियात य 2.50 रुपये के हिसाब से एक अत्रेय शुल्क वसूला जाएगा । इनकीनन शि 3.50 रुपये होगी ।

8. सभी कोटा धारी जिनको व्यक्तिगत लाइसेंस जारी किये गये हैं, उसके लिये उन्हें पोतलदान का विवरण देते हुए सुनी वस्त्र निर्यात संवर्धन परिषद को एक भासिक रिपोर्ट प्रस्तुत करनी पड़ेगी । ये व्यौरे परिषद् के पास अनुवर्ती माह की 10 तारीख तक पहुंच जाने चाहिएं ।
9. ई ० ई ० सी० आस्ट्रिया वस्व सलाहकार गमिति के ये कार्य होंगे ( क ) सम्पूर्ण योजना का पर्यवेक्षण करना, ( ख ) समय - समय पर कार्य पालन की निगरानी रखना, ( ग ) योजना के परिचालन से संबंधित उत्पन्न विभिन्न मामलों का विवेचन करना और निर्णय देना , तथा ( घ ) योजना में समय- समय पर ऐसे परिवर्तन करना जिसे समिति उपयुक्त समझे । कोटा प्राप्त करने के लिये पात्र बनने से पह ने की शर्तों का आवेदक से पालन कराने के साथ मात्र लाइसेंस समिति समय समय पर नियम तथा विनियम बनाने के लिये भी प्राचीकृत है । उसे यह भी अधिकार होगा कि वह कोटा को रोक ने या उसे रद्द कर दे और बिना किसी कारण के समनुदेशित किये ही कोटा के लिये दिये गये आवेदन पत्र रद्द करदे ।
10. सूती वस्त्र निर्यात संवर्धन परिषद का पता निम्नलिखित है :
