New Delhi , the 23rd September 1972
8.0 . 621 ( E ) /15/IDRA/72.-Whereas the industrial undertaking known 28 Messrs , Shamsher Sterling Cable Corporation Limited, Bombay , is engaged in the scheduled industry , namely , the e'ectrical equipment Industry ;
And whereas it has come to the notice of the Central Government that the volume of production of the articles manufactured in the said industrial under- taking had been gradually going down and the production has now come to a standstill consequent upon the closure of the said industrial undertaking by the management, for which , having regard to the economic conditions prevailin is no justification; prevailing , there
And whereas the Central Government is of the opinion that it is expedient to take urgent measures to remely the situation arising out of the closure of the sald industrial undertaking and to ensure that the production in the said scheduled industry does not suffer to the detriment of public interest ;

Now , therefore , in exercise of the powers conferred by section 15 of the Indus- tries ( Development and Regulation ) Act , 1951 ( 65 of 1951 ) , the Central Govern- ment hereby appoints , for the purpose of making a full and complete investigation into the circumstances of the case , a body of persons consisting of :
Chairman
Shri K. N. Ramaswami , Industrial Adviser , Directorate General of Technical Developinent , New Delhi .
Members
Dr. V. V. Kale , Joint Director , Directorate of Industries , Government of Maharashtra Bombay.
Shri M. P. Kulkarni , Assistant Manager , Industrial Finance Corporation of India, Bombay .
2. The said body shall submit its report within four weeks from the date of publication of this Order in the Official Gazette .

आदेश
नई दिल्ली , 23 सितम्बर , 1972
का ० श्र ० 621 ( श्र) / 5/ आई श्रार ए/ 72--यतः मसर्स शमशेर स्टलिंग केबल कारपोरेशन लिमिटेड , बम्बई नामक औद्योगिक उपक्रम अनुसूचित उद्योग , श्रर्थात् वैद्युत् उपस्कर उद्योग में लगा हुआ है ;
और यनः , केन्द्रीय सरकार को जानकारी में यह आया है कि उक्त औद्योगिक उपक्रम में विनिर्मित वस्तुओं के उत्पादन का परिणाम धीरे धीरे कम होता रहा है और प्रवन्ध मंडल द्वारा उक्त औद्योगिक उपक्रम बन्द किये जाने के परिणामस्वरूप उत्पादन में अब बिल्कुल गतिरोध जिसका विद्यमान आर्थिक स्थिति को देखते हुये कोई औचित्य नहीं है , आ गया है ;
और यनः केन्द्रीय सरकार को राय है कि उक्त औद्योगिक उपक्रम के बन्द हो जाने से उत्पन्न परिस्थिति के उपचार, और यह सुनिश्चित करने के लिये कि उक्त अनुसूचित उद्योग में उत्पादन लोक हिन पर प्रतिकून रूप में न गिरे तुरन्तु कार्यवाही करना समीचीन है ;
अनः , अब, उद्योग ( विकास और विनियमन ) अधिनियम, 1951 ( 1951 का 55) की धारा 15 द्वारा प्रदत्त शस्त्रियों का प्रयोग करते हुये केन्द्रीय सरकार, मामले को परिस्थितियों का पूर्णरूवेन अन्वेषण करने के पत्रोजन मे, एनद्वारा निम्नलिखित व्यक्तियों से बना एक निकाय नियुक्त करनी है :
