ORDER
New Delhi , the 30th September 1972
G.S.R. 422 ( E ) .--Whereas it appears to the Central Government that it is necessary and expedient so to do for securing the equitable distribution of the essential commodity, namely , fertiliser ;
Now , therefore , in exercise of the powers conferred by section 3 of the Essential Commodities Act , 1955 ( 10 of 1955) , the Central Government hereby directs that the manufacturers specified in the Schedule given below:
( 1) shall sell to the registered fertiliser dealers in the State mentioned in column 1 of the said schedule , fertiliser of the description and quan- tity mentioned therein and during the period 1st October to 30th November , 1972 ; and

(2) shall submit to the Central Government and the State Governments mentioned in column 1 of the said schedule a statement by the 15th day of every month containing therein-
( 1 ) the quantity of fertiliser despatched to various dealers in the States , mentioned in column 1 with the dates of despatch during the previous month ; and
( ii ) the quantity of fertiliser which the said manufacturers propose to despatch to the various dealers in the State, mentioned in column 1 in the succeeding month .

सा ० का ० ति ० 422 ( अ) -यतः केन्द्रीय सरकार को ऐमा प्रतीत होता है कि भावश्यक वस्तु, अर्थात उर्वरक का साम्य-पूर्ण वितरण करने के लिये ऐसा करना आवश्यक तथा समीचीन है ;
अतः अत्र, आवश्यक वस्तु प्रधिनियम, 1955 ( 1955 का 10 ) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्रीय सरकार एतद्वारा वह विदेश देती है कि निम्नलिखित अनुसूची में विनिविष्ट विनिर्माता: -
( 1 ) तथाकथिन अनुपूत्रो के स्तम्भ 1 में उल्लिखित राज्यों में रजिस्ट्रीकृत उर्वरक व्यवहारियों को उक्त अन्मूची में उल्लिखित उर्वरक तथा माता को पहली अक्तूवर से 30 नवम्बर , 1972 की अवधि के दौरान बेचेंगे ; और
( 2) केन्द्रीय तरकार और तथाकथित अनुपूची के सम्म 1 में उल्लिखित राज्य सरकार प्रत्येक मान की 15 तारीख तक एक विवरण प्रस्तुन करेंगे, जिसमें निम्नलिखित होगा: -
( i ) स्तम्भ 1 में उल्लिखित राज्यों के विभिन्न व्यवहारियों को पूर्व मास में भेजे गये उर्वरक की मात्रा , उनकी प्रेषण की तारीखों सहित ; और SEC. 3 ( 1 ) ]

( ii ) स्तम्भ 1 में उल्लिखित राज्यों के विभिन्न व्यवहारियों को उत्तरवर्ती मास में उक्त विनिर्माता , जिस उर्वरक को भेजने की प्रस्थापना करता है , उसकी मात्रा ।
