8.O. 642 ( E ) /15/IDRA/72.-Whereas the Central Government is of the opinion that there has been substantial fall in the volume of production in respect of cotton textiles manufactured in the industrial undertaking known as M/ s . Kerala Lakshmi Mills Ltd. Trichur , for which, having regard to the economic condi- tions prevailing , there is no justification ;
Now, therefore in exercise of the powers conferred by section 15 of the In- dustries (Development and Regulation ) Act , 1951 ( 65 of 1951 ) the Central Gov- ernment hereby appoints for the purpose of making full and complete investi- gation into the circumstances of the case , a body of persons consisting of;-

का ० था ० 642 ( अ ) / 15/ आई ० डी ० आर ० ए ० / 72 .--यतः केन्द्रीय सरकार की यह राय है कि मैसर्स केरल लक्ष्मी मिल्स लि ० , त्रिचर नामक औद्योगिक उपक्रम में निमित सूती वस्त्रों के संबन्ध में उत्पावन के परिमाण में भारी गिरावट हुई है जिसके लिए विद्यमान आर्थिक स्थितियों को घेखते हुए कोई औचित्य नहीं है ।
अतः अब उद्योग ( विकास तथा विनियमन ) अधिनियम , 1951 ( 1951 का 65) की धारा 15 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार मामले की परिस्थितियो की समग्र तथा पूर्ण जांच करने के प्रयोजनार्थ निम्नलिखित व्यक्तियो के एक निकाय की एतद्वारा नियुक्ति करती है :--
