ORDER
New Delhi , the 11th October 1972
S.O. 652 ( E ) . Whereas the industrial undertaking known as the Pearl Scooters . 425-427 , Industrial Area - A, Ludhiana - 2 , is engaged in the scheduled industry namely , the automobile industry ;
And whereas it has come to the notice of the Central Government that the volume of production of Scootercttes in the said industrial undertaking had been gradually going down and that no Scooterettes were produced during the vear 1972 , for which having regard to the economic conditions prevailing , there is no justification ;
And whereas the Central Government is of opinion that it is expedient to take urgent measures to remedy the situation arising out of the gradual fall in the production of Scooterettes InIn the said industrial undertaking and to ensure that production of vehicles in the sald scheduled industry does not suffer to the detriment of the public interest ;

Now, therefore , in exercise of the powers conferred by section 15 of the Indus- tries (Development and Regulation ) Act , 1951 ( 65 of 1951 ) , the Central Govern . ment hereby appoints , for the purpose of making a full and complete investigation into the circumstances of the case , a body of persons consisting of :-

का ० प्रा ० 652 ( अ ) -यतः पर्ल स्कूटर्स , 425-427 , इण्डस्ट्रियल एरिया- ए , लुधियाना-2 , नामक औधोगिक उपक्रम अनुसूचित उद्योग , अर्थात् अटोमोबाइल उद्योग , में लगा हुआ है ;
और यतः केन्द्रीय सरकार की जानकारी में यहें आया है कि उक्त औद्योगिक उपक्रम में स्कूटरेट्स के उत्पादन का परिमाण धीरे- धीरे कम होता रहा है और वर्ष 1972 में किसी भी स्कूटरेटस का उत्पादन नहीं हुआ, जिसका विद्यमान आर्थिक स्थिति को ध्यान में रखते हुए कोई औचित्य नहीं है ;
और यतः केन्द्रीय सरकार की राय है कि उक्त श्रौद्योगिक उपक्रम में स्कूटरेट्स के उत्पादन में उत्तरोत्तर हृाम से उत्पन्न परिस्थिति के उपचार और यह सुनिश्चित करने के लिए कि उक्त श्रनुमूचित उद्योग में यानों के उत्पादन में ऐसी कमी न हो जिससे लोक हित को हानि पहुंचे , सुरन्त उपाय करना समीचीन है ;
अतः अब , उद्योग ( विकास और विनियमन ) अधिनियम, 1951 ( 1951 का 65 ) की धारा 15 द्वारा प्रदत्त शक्तियो का प्रयोग करते हुए , केन्द्रीय सरकार , इस मामले की परिस्थितियों का पूरी तरह से अन्वेषण करने के प्रयोजन के लिए एतद्वारा एक निकाय नियुक्त करती है, जिसमें निम्नलिखित व्यक्त्ति होंगे :--
