SUBJECT. Import policy for actual users in the small scale sector for the period April 1972-March 1973-Ad hoc allocation of nickel [ S. No. 48 ( a ) / Ι . ]
No. 158- ITC ( PN ) /72.-Attention is Invited to the import policy for nickel [S. No. 48 ( a) / I ] as given in Section II of the Import Trade Control Policy ( Red Books-Vol . I) for Aprilpril 1972 - March 1973 , according to which nickel is a'lowed to actual users through the M.M.T.C.
2. In order to enable the small scale industries to increase their production . it has been decided to make additional allocation of imported nickel to actual users in the small scale sector for the period April 1972-March 1973. The addi- tional allocation will be made only to those units which are eligible for obtaining release order for nickel under the current import policy for actual users . The extent to which such additional allocation of nickel will be made upto 25 per cent of the value of raw materials and components to which the unit is entitled as an actual users during April 1972-March 1973 or Rs . 25,000 , whichever is lower . In the case of units engaged in the priority industries , the additional

allocation for nickel will be calculated on the above basis on each application for raw materials and components made during April 1972-March 1973 subject to the overall maximum limit of Rs . 25,000 for the year April 1972-March 1973 . No unit will be eligible to an additional allocation of nickel beyond the maximum limit of Rs . 25,000 during April 1972 - March 1973 .
3. No formal separate applications should be made for grant of additional allocation of nickel under this Public Notice but a request for the additional quantity in writing will be required . On receipt of such a request , the licensing authorities concerned will allow the additional allocation in respect of nickel against the applications for raw materials / components made by the small scale industrial units ( priority and non -priority ) during April 1972-March 1973 . Similarly in cases where the applications have already been disposed of by the licensing authorities , they will on receipt of a request for additional quantities issue additional release orders for nickel as admissible under this Public Notice .
4. These allotments will not increase the entitlement of the concerned units for imported raw materials in subsequent periods .

विषय .--अप्रैल , 1972 मार्च , 1973 अवधि के लिए लघु पैमाने क्षेत्र के वास्तविक उपयोक्तानों के लिए आयात नीति-निकल के लिए तदर्थ आबंटन [ क्रम सं ० 48 (ए )/1]
संख्या 153 - श्राई ० टी ० सी ० ( पीएन ) / 72.--अप्रैल, 1972 मार्च, 1973 के लिए आयात व्यापार नियंत्रण नीति ( रेडबुक वा ० 1 ) के खंड 2 में दिये गये के अनुसार निकल [क्रम सं ० 18 (ए ) / 1 ] के लिए आयात नीति की ओर ध्यान आकृष्ट किया जाता है जिसके अनुसार धातु तथा खनिज व्यापार निगम के माध्यम से वास्तविक उपयोक्ताओं के लिए निकल स्वीकृत है ।
2. लघु पैमाने उद्योग श्रपना उत्पादन बढा सक , इसे ध्यान में रखकर अप्रैल , 1972- मार्च , 1973 अवधि के लिए लघु पैमाने उद्योगों में लगे हुए वास्तविक उपयोक्ताओं को आयातित निकल का अतिरिक्त आबंटन करने के लिए निश्चय किया गया है । अतिरिक्त निकल का आबंटन केवल उन्हीं एककों को किया जायेगा जो वास्तविक उपयोक्ताओं के लिए वर्तमान आयात नीति के अंतर्गत निकल के लिए रिहाई आदेश प्राप्त करने के लिए पात्र हैं । जिस सीमा तक निकल के इस तरह का अतिरिक्त आबंटन किया जायेगा वह अप्रैल, 1972 मार्च, 1973 के लिए वास्तविक उपयोक्ताओं के रूप में एकक जिस सीमा तक कच्चे माल और संघटकों के लिए अधिकारी हैं उसके मूल्य के 25 प्रतिशत तक या 25,000 रुपये तक-इनमें जो भी कम है , होगा । प्राथमिकता प्राप्त उद्योगों में लगे हुए एककों के मामले में , निकल के लिए अतिरिक्त आबंटन का परिकलन अप्रैल , 1972~ नार्च, 1973 अवधि के लिए कच्चे माल मौर संघटकों के लिए किये गये प्रत्येक आवेदन पत्न पर उपर्युक्त श्रधार पर किया जायेगा जो अप्रैल , 1972 मार्च , 1973 के लिए 25,000 रु ० की कुल अधिकतम सीमा के अधीन है । अप्रैल , 1972- मार्च, 1973 के लिए कोई भी एकक 25,000 रु ० की अधिकतम सीमा से अधिक निकल के अतिरिक्त आबंदन के लिए पात्र नहीं होगा ।

3 इम मार्वजनिक गुचना के अतर्गत निकल के अतिरिक्त आबंटन की स्वीकृति के लिए किसी प्रकार का अलग से औपचारिक आवेदन पत्र नही दिया जाना चाहिए , लेकिन अतिरिक्त मात्रा के लिए आवेदन लिखित रूप मे देने की जरूरत होगी । इस प्रकार के आवेदन की प्राप्ति पर , अप्रैल , 1972- मार्च, 1973 के लिए लघु पैमाने उद्योग एककों (प्राथमिकता प्राप्त और गैर-प्राथमिकता प्राप्त ) द्वारा कच्चे माल/ सघटको के लिये दिये गये आवेदन पत्नों के मद्दे निकल के सम्बन्ध में सबद्ध लाइसेस प्राधिकारी अतिरिक्त आबंटन की स्वीकृति देगे । इसी तरह , उन मामलो मे भी जहा लाइमेस प्राधिकारियों द्वारा पहले ही श्रावेदन निपटा दिये जा चुके है , अतिरिक्त मात्रा के लिए किये गये अनुरोध की प्राप्ति पर वे इस सार्वजनिक सूचना के अनुसार यथा अनुमेय निकल के लिए अतिरिक्त रिहाई आदेश जारी करेंगे ।
4. ये आबंटन तत्सम्बन्धी अवधियो में आयातित कच्चे माल के लिए संबद्ध एकको की हकदारी की वृद्धि नही करेगे ।
