SUBJECT . Committee of Review of Rehabilitation Work in West Bengal-Re- constitution of .
No. 1 ( 4 ) / 72 - COR-- The question of reconstitution of the Committee of Review of Rehabilitation Work in West Bengal which was set up, vide Government of India in the Department of Rehabiltation Resolution No. 5 ( 21 ) /66 - RE . dated the 6th January . 1967 , has been under consideration the Government of India for sometime past . It has now been decided to reconstitute the Committee . The composition of the Committee as reconstituted will be as under : -

2. There is no modification of the terms of reference of the Committee , The existing terms of reference are reproduced below: -
( a ) To evaluatue the working and results of rehabilitation programmes / measures undertaken in West Bengal for the benefit of old migrants after the Residuary Assessment in 1961-62 .
( b ) To consider the methods of stepping up the performance of the opera- tional staff , the lines of re - orientation of existing schemes , patterns of assistance and modes of financing for ensuring speedy and effec- tive rehabilitation of old migrants covered under the Residuary Ass- essment .
( c ) To recommend measures including financial assistance in respect of the old migrants for the following:-
( i ) development of colonies ;
( ii ) acquisition of land for resettlement of P.L. Home families ;
( iii ) rehabilitation loans to those covered in the assessment of the Residuary Problem;
( iv) technical training and industrial schemes;
( d) To asses the nature and magnitude of the problem created by ' new migrants' ( migrants who have come to India after 1st January , 1964 ) who have remained in West Bengal and to recommend to the extent necessary , financial assistance for their technical training , employ- ment , educational and medical facilities .
( e ) To examine the functioning of Home and Infirmaries in West Bengal with particular reference to the following : -
( i ) Introduction of economically oriented schemes for speedy rehabili- tation of the rehabilitable Home families .
( ii ) Existing patterns of expenditure of Homes / Infirmaries ;
( iii ) Measures for the education of childern particularly beyond the middle standard ; and
( iv ) Arrangements for satisfactory accommodation of inmates of Homes and Infirmaries including repairs to existing structures .

NOTE . In making therr recommendations the Committce will pay due regard to the essential needs of the displaced people , prevailing standards of the general population and the available resources of the Govern- ment .
3. Other terms and conditions of the Government of India Resolution quoted above , as amended from time to time , will remain unaltered .

विश्यः--पश्चिम बंगाल में पुनर्वास कार्य की समीक्षा समिति का पुनर्गठन
संख्या 1 ( 4 ) / 72- स रीक्षा समिती भुनर्वास विभाग , भारत सरकार के सकल्प संख्या 5 ( 21 ) / 66 - आर० ई ० दिनांक 6 जनवरी 1967 द्वारा स्थापित पश्चिम बंगाल में पुनर्वास कार्य की समीक्षा समिति के पुनर्गठन का प्रश्न पिछने कुछ समय से भारत सरकार के विचाराधीन रहा है । अब समिति को पुनर्गठित करने का निर्णय किया गया है । पुनर्गठित समिति की रचना निम्नलिखित प्रकार में होगी

3 समिति के वर्तमान त्रिचारार्थ विना मे काई मगावन नहा हुना है । वतमान विचारार्थ विजयो को नोचे उदधृन किया जाता हे
(क) 1961-62 के अवशिष्ट निर्धारण के पश्चात् पश्चिम बगाल मे पराने प्रवा- सियो के हित के निए किए गए नुनर्वास कार्यक्रमो/ उपायो की कार्यप्रणाली तथा उनके परिगामो का मु याकन करना ।
( ख ) परिचालक वर्ग के कार्य मे प्रगति लाने की नगालो , वर्तमान योजना को नया रूप देने को दिशा , महायता के स्वरूप तथा वित्तीय सहायता देने की प्रगाली पर विचार करना ताकि अवशिष्ट निर्वारण के अन्तर्गत आने वाले गुराने प्रत्रामियो का शीघ्र नथा प्रभात्रो डग से सुनर्वाप सुनिश्चित किया जा सके ।
(ग) गुराने त्रनालिया के मम्बन्ध मे वित्तीय पहायना सहित निलिखित उपाय। की शिफारश करना
( i ) "म्नियो का विकास ,
(ii ) जानी दानित्व हाइवाने परियार। हा बनाने के जिए भूमि अर्जन ( iii ) अत्रगिट समस्या के निधरिग के प्रन्तर्गत आने वालो के लिए नुनर्वास ऋण ( iv) तरुनोको प्रशिजग तथा ओद्यागिक योजनाए ।
( घ) उन ' नए र वासियों' के कारण ( वे प्रवासी जो 1 जनवरी, 1964 के पश्चात्र भारत आए है ) जो पश्चिम बंगाल मे ही रह गए है उत्पन्न हुई ममस्या के स्त्रम्स तथा विस्तार का पता लगाना ओर उनके तकन । की परिक्षण , रोजगार , शिक्षा तथा चिकित्मा सम्बन्धी सुविधाओ के निए आवश्यक सीमा तक वित्तीय सहायता की सिफरिश करना ।
( ड ) निम्ानिविताना का विशेष ध्यान रखने हुए पश्चिम बगात मे गृहो ओर अ क्तालो को कानत्र गालो की जान करना
( i ) गृहो मे रह रहे नुक्रम ग्राग्य परिवारो का शीघ्र सुनर्वास करने के लिए मितव्ययी योजना को प्रारम्भ करना ।
( ii ) गृहो/ अशक्तानो पर हान वाले खर्च या वर्तमान स्वरूप ।

( iii ) बच्चों की शिक्षा के लिए आप विशेषकर मिडिल स्तर के ऊपर के लिए; और
(iv) वर्तमान इमारतों की मरम्मत सहित गृहो और अशतालयों में रहने वालों के लिए संतोषजनक आवास की व्यवस्था करना ।
टिप्पणी.-- प्रपनी सिफारिशें प्रस्तुत करने समय समिति विस्थापित व्यक्तियो की अनिवार्य आवश्यकताओं , सामान्य जनता के वर्तमान स्तर तथा सरकार के उपलब्ध साधनों का विशेष ध्यान रखेगी ।
4. समय समय पर किए गए संशोधनों सहित ऊपर उद्धत भारत सरकार के संकल्प से संबंधित अन्य शर्त तथा प्रतिबन्ध अपरिवर्तित रहेंगे ।
आदेश
प्रादेश दिया जाता है कि संकल्प को प्रतिलिपि निम्नलिखित को भेज दी जाए:-- 1 . समिति के सदस्य ।
2 . भारत सरकार के मंत्रालय । विभाग ।
3. योजना आयोग , प्रधान मंत्री सचिवालय , मंत्रिमंडल सचिवालय तथा राष्ट्रपति के निजी तथा सैनिक सचिव ।
4. राज्य सरकारों । संघ प्रशाशित क्षेत्रों के भुख्य सचिव ।
यह भी आदेश दिया जाता है कि इस संकल्प को सर्व साधारण की जानकारी के लिए भारन के राजपत्र में प्रकाणित कर दिया जाए ।
