SURJET . Sale of goods imported by foreign participants in the Third Asian International Prade fair 1972. New Delhi .
No. 178 - ITC ( PN ) / 72 .-- Attention is invited to the Ministry of Foreign Trade Public Notice No. 170 - ITC ( PN ) / 72 , dated the 25th November , 1972 which lays down the procedure for sale of goods imported by foreign participants in the Third Asian International Trade Fair 1972 being held in New Delhi from 3rd November , 1972 to 17th December , 1972 .
2. It has been provided in paragraphs 2 and 3 of the aforesaid Public Notice that the imported goods of a value not exceeding U.S. $ 50,000 can be sold by each foreign participant directls to actual users holding valid import licences for the goods in question . The sale of goods in excess of U.S. $ 50,000 in value but subject to the foreign participant's quota , can be sold by fore gn participants either to the State Trading Corporation , New Delhi , or to actual users holding valid import licences through the State Trading Corporation , as provided in paragraph 4 of the sard Public Notice .

Actual users willing to purchase the goods from the fore gn participants in accordance with the aforesaid Public noticce who do not hold valid import licences but whose applications for import licences for the goods ought to be purchased ars pending with the licensing or the spenso- ring authorities , should intimare the particulars of such pending applications to the Chief Control- ler of Imports and Exports ( Lxhibition Cells , Udyog Bhavan , New Delhi , Arrangements will te made to finalisefinalise the applications , in question , expeditiously and to issue the import licences , it otherwise permissible under the normal policy in force , to enable the actual users concerned to purchase the goods imported by foreign participants in the Third Asian International Trade Fair 1972.
4. Actual users willing to purchase the goods from the foreign participants in accordance with the aforesaid Public Notice , who do not hold valid import licences and who have also not yet applied for import licences for the goods in question , are advised to submit their applications for the grant of import licences . Arrangements have been made to fibalise such applications expendi- tiously and issue licences , if otherwise permissible under the normal policy in force , to enable the actual usresconcerned to purchase the goods imported by foreign participants in the Third Asian International Trade Fair 19721972. The Import applications in these cases should be submitted by the applicants in accordance with the normal prescribed procedure through the sponsoring authorities concerned . In order to expedite the disposal of these applications , it has been decided that , in the case of small scale industrial units , the State Directors of Industries and other sponsoring authorities should forward the import applications with their recommendatons direct to the Chief Controller of Imports and Exports ( Exhibition Cell) , Udyog Bhavan , New Delhi . Such applications need not be routed through the Development Commissioner , Small Scale Industries , New Delhi .

विषय -विदेशी भागीशरो द्वारा ग्रायानिन माल की तृतीय एशियाई विश्व व्यापार मेला , 1972 नई दिल्ली में बिसी ।
मख्या 178 - आई ० टी० सी० ( पी ० एन ० ) / 72-विदेश व्यापार मन्त्रालय की सार्वजनिक सूचना सं ० 170-श्राई ० टी० मी० ( पी एन ) / 72 दिनाक 25 नवम्बर , 1972 की और ध्यान दिलाय जाना है जिसमें 3 नवम्बर , 1972 से 17 दिसम्बर , 1972 तक नई दिल्ली में लगे तुतीय एशियाई विश्व व्यापार मेला , 1972 में विदेशी भागीदारो द्वारा श्रायातित माल की बिक्री के लिए क्रिया विधि निर्धा- रित है ।
2. पूर्वोक्त मार्बजनिक सूचना के पैरा 2 और 3 मे वह निदिष्ट किया गया है कि प्रत्येक बिदेशी भागीदार द्वारा अधिक मे अधिक 50,000 यू० एम ० डालर का आयातित माल विषयाधीन माल के लिए वैद्य आयात लाइसेसो के धारक बास्तविक उपभोक्ताओ को सीधे बेचा जा सकता है । मूल्य मे 50,000 यू ० एम ० डालर से अधिक का माल होता है किन्तु यह माल विदेशी के कोटे के अधीन हो तो उसकी बिक्री , जैसा कि उक्त सार्बजनिक सूचना के पैरा 4 मे या तो राज्य व्यापार निगम , नई दिल्ली को राज्य व्यापार निगम के माध्यम से वैद्य श्रायात लाइसैसो के धारक वास्तविक उपभोक्ताओ को विदेशी भागीदारी द्वारा की जा सकती है । भागीदार निर्दिष्ट है IN DIA

3 ऐसे वास्तविक उपभोक्ता जो उपर्युक्त सार्वजनिक सूचना के अनुमार विदेशी भागीदारो मे माल खरीदने के इच्छक है और जिनके पाम वैद्य आयात लाइमेस नही है किन्तु खरीदे जाने वाले माल के लिए आपात लाडमेंमो मे सम्वधिन उनके आवेदन पत्र, लाइमेस अथवा प्रायोजक प्राधिकारियो के पास निलम्बित पड़े है, उन्हें चाहिए कि दे ऐसे निलम्बित पडे हुए आवेदन पत्त्रो के ब्यौगे मे मुख्य नियत्रक, आयात-निर्यात ( प्रदर्शनी कक्ष ) उद्योग भवन नई दिल्ली को अवगत कराए ।
विषयाधीन आवेदन पत्रो को शीघ्र श्रतिम रूप देने के लिए यदि ये लागू सामान्य नीति के अंतर्गत अन्यथा रुप से अनुमेय है ना आयात लाइसेंस प्रदान करने के लिए व्यवस्थाए की जाएगी, जिम मे कि सबद्ध वास्तविक उपभोक्ता ननीय एशियाई विश्व व्यापार मेला 1972 में विदेशी भागीदारो द्वारा भायातिल माल को खरीदने में समर्थ हो सकें ।
4. ऐसे वास्तविक उपभोक्ता जो उपर्युक्त मार्वजनिक सूचना के अनुसार विदेशी भागीदारो से माल खरीदने के इच्छुक है किन्तु उनके पास वैद्य आयात लाइसेंम नही है , और उन्होने विषयाधीन माल के लिए आयान लाइमसो के लिए , अभी तक आवेदन पत्त्र नही भेजा है उन्हें परामर्श दिया जाता है कि वे आयात लाइसेस के लिए आवेदन पत्र प्रस्तुत करे । ऐसे आवेदन पत्रो को शीघ्र ही अतिम रूप देने के लिए जो मामान्य लागू नीति के अतर्गत अन्यथा रुप से अनुमेय है, आयात लाइसेस जारी करने के लिए व्यवस्थाए कर दी गई है जिससे कि सबद्ध वास्तविक उपभोक्ता तृतीय एशियाई विश्व व्यापार मेला , 1972 मे विदेशी भागीदारा द्वारा आयातित माल को खरीदने में समर्थ हो सकें । ऐसे मामलो मे , आवेदको द्वारा श्रायात श्रावेदन पत्र सामान्य निर्धारित क्रिया-विधि के अनुसार मवद्ध प्रयोजक प्राधिकारियो के माध्यम से प्रस्तुत किए जाने चाहिए । ऐसे आवेदन पत्रों के शीघ्र निपटान के लिए यह निश्चय किया गया है कि लघु पैमाने के औद्योगिक एकको के मामले में राज्य उद्योग निदेशको तथा अन्य प्रयोजक प्राधिकारियो को चाहिए कि वे अपनी सिफारिश के साथ आवेदन पत्तो को सीधे मुख्य नियत्वक, आयात निर्यात ( प्रदर्शनी कक्ष ) उद्योग भवन, नई दिल्ली को भेजें । ऐसे आवेदन पत्ना को लघु पैमाने उद्योगो के विकाम आयुक्त के माध्यम से भेजना आवश्यक नही है ।
