New Delhi , the 22nd January 1973
5.O. 39 ( E ) /15/IDRA/73.-Whereas the industrial undertaking known as Messrs International Rubber Manufacturing Company, Calcutta , is engaged in the sche- duled industry , namely , the rubber goods industry ;
And whereasit has come to the notice of the Central Government that the production of the articles manufactured in the said industrial undertaking has come to a standstill consequent upon the closure of the said industrialtrial undertaking by the management , for which , having regardto the economic conditions prevailing , there is no justification ;
And whereas the Central Government is of the opinion that it is expedient to take urgent measures to remedy the situation arising out of the closure of the said industrial undertaking and to ensure that the production in the said scheduled industry does not suffer to the detriment of public interest ;
Now, therefore , in exercise of the powers conferred by section 15 of the Indus- tries (Development and Regulation) Act, 1951 ( 65 of 1951 ) , the Central Government

hereby appoints , for the purpose of making a full and complete investigation into the circumstances of the case , a body of persons consisting of:-

Shri B. B. Dutta , Manager , Industrial Reconstruction Corporation of India Limited , Calcutta .
Shri S. K. Chakraborty , Deputy Director of Industries ( Research ) , Govern- ment of West Bengal , Calcutta ,
2. The said body shall submit its report within six weeks from the date of publication of this Order in the Official Gazette.

का ० आ ० 39 ( अ) / 15/ आई ० डी ० आर ० ए ० / 73.-यतः मैसर्स इटरनेशनल रबर मन्युफैक्चरिग कम्पनी, कलकत्ता नामक औद्योगिक उपक्रम, अनुसूचित उद्योग , अर्थात् , रबर सामान उद्योग में लगा हुआ है ;
और यतः केन्द्रीय सरकार की जानकारी में यह आया है कि उक्त औद्योगिक उपक्रम में विनिर्मित वस्तुओं के उत्पादन में प्रबंध मण्डल द्वारा उक्त श्रौद्योगिक उपक्रम के बंद किए जाने के परिणामस्वरुप गतिशेष , जिसका विद्यमान आर्थिक स्थिति को देखते हुए कोई औचित्य नहीं है , आा गया है ;
और यतः , केन्द्रीय सरकार की यह राय है कि उक्त औद्योगिक उपक्रम के बंद हो जाने से उत्पन्न परिस्थिति के उपचार और यह सुनिश्चित करने को कि उक्त अनुसूचित उद्योग में उत्पादन लोक हित पर प्रतिकूल रुप में न गिरे तुरंत कार्यवाही करना समीचीन है ;
अतः , अब , उद्योग ( विकास और विनियमन ) अधिनियम, 1951 ( 1951 का 65 ) की धारा 15 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार , मामले की परिस्थितियों का पूर्ण रुपेण अन्येाग करने के प्रयोजन से, एतद्वारा निम्नलिखित व्यक्तियों से बना एक निकाय नियुक्त करती है:-
