SUBJECT Licensing conditions pertaining to French Special Credit for Fast Breeder Test Reactor Project of the Department of Atomic Energy , 1972-73 .
No. 9 - IIC ( PN ) / 73 . The condition governing the issuance of import licences pertaining to French Special Credit for Fast Breeder Test Reactor Project of the Department of Atomic Energy , 1972-73 as given in Appendix to this Public Notice are notified for the information of the trade .
APPENDIX
PREAMBLE.- This Special Credit of the value of FF 35.00 million has been given for the requirement of the Department of Atomic Energy for its Fast Breeder Test Reactor Project , the total foreign exchange cost of which is esti- mated at FF 55.00 million . The balance of FF 20.00 million will be imputed against the normal annual French Credit ( Project portion ) .
1. Import Licence.--One Iraport licence on CIF basis will be issued for the whole amount of FF 35.00 million , except the amount to be utilised under the French Suppliers ' Credit . vide , para 2 below . The licence will be valid for placement of order for 3 years . It may be revalidated , if so requested , for a very limited time on the basis of justification that has to be forwarded by the project authorities .

2. Ordering . Orders may be placed on the French suppliers on the basis of prm prices according to the requirements of the project within the vanany period of the import licence referred to in para 1 above.
Under the Credit Agreement , Government of India have the option to substi- tute Buyers ' Credit by Suppliers ' Credit if such a course is foundto be more beneficial . It has , therefore , been considered necessary that Department of Atomic Energy should invite quotations 1rom French Suppliers for supply of equipment on credit terms mentioned below: Down payment upto 5 per cent of the contract value ; repayment of the balance over a period of 10 years com- mencing six months after the completion of the shipments and interest rate of 6 per cent , per annum , free of Indian income tax , inclusive of financing charges if any . The Departinent of Atomic Energy should also invite quotations on ine basıs of payment terms , indicated in para 6 below . On the basis of this data , Government of India will decide the mode of financing the imports , and advise the importer on the mode he may adopt . In the event of electing for Suppliers' Credit , licensing conditions pertaining to such credit arrangement will be issued separately .
3. Terms of Contracts . A contract shou'd be placed in French Francs on a C & F basis and should clearly indicate FOB price and Freight of the contract value separately for each element . The insurance will be taken out with any Indian Insurance Company and the payment for insurance will be made only in rupees . The ocean freight can be covered under French Credit only if the goods have been shipped on a French flag vessel . The value of import should be reckoned at present at the Central rate of one French Franc = Rs . 1,422 .
The above rate of exchange is , however , subject to revision if and when the IMF fixes a dillerent parity between the Indian Rupee and French Franc .
a 4. Origin of goods. The goods should be of French origin unless a part thereol is permuted by the French authorities to be of non - r'rench origın . A stipulation as to the origin of goods should be invariably incorporated to the contracts entered into with the French Suppliers and wherever necessary letter evidencing approval of the French authorities to the third country im- ports should accompany the contract . However , if considered necessary , goods can be permitted to be shipped from non - French ports . If such a course Action is considered advisable the reasons therefor should be clearly explained while forwarding the contracts to the Department of Economic Affairs for approval . of
5. Payment terms . ( i ) Advance Payments . An advance payment of 5 per cent of the price of the supplies can be provided at the time of the contract coming into eſtect , unless any other terms are settled between the buyers and the sellers , in accordance with the normal international commercial practice in this matter , for the particular type of goods concerned .
However , where an amount higher than 5 per cent is to be provided for pay- ment as an advance , prior upproval of the Department of Economic Affairs should be obtained , with full justification , before any commitments are made .
(ii) Other payments . Apart from the amount of down payment, it is per- missible to pay the balance amount at the time of last shipment of equipment under the contract , or at the time of completion of erection or on commission- ing of the plant , or pro rata according to the value of goods covered by each shipment , on the basis of the shipping schedule .
6. Condition to be stipulated in the contract . The contract should suitably incorporate the terms and conditions set out below , apart from those considered necessary by the contracting parties , to make it eligible for being financed under the French Credit: ---
(1 ) That the contract is subject to the approval of the Indian and French authorities for financing under the French Credit in terms of the Indo - French Financial Protocol according to which the French Credit would be a combination of a French Treasury loan and a Buyer's Credit . Each contract will be financed to the extent of 45 per cent from the Treasury Loan and 55 per cent from the Buyers ' Credit or Bank Credit ,
( ii ) That the suppliers , or their banks will be paid from the French Treasury loan upto the first 45 per cent of the value of the contract and for [ PART I- SEC . 1 ]

the remaining 55 per cent , payment to them will be made from the Buyer's Credit , in accordance with condition 12 below .
( iii ) That the suppliers should present the payment documents in quadrup- licate , ( this may be increased if the importer needs more than one set to the Banque National de Paris , 16 , Boulevard Des Italians , Paris or the Banque Francaire du Commerce Exterieur , 21, Boulevard Hussaman, Paris ( se me ) , as the case may be , which will arrange for making the necessary payment itself , or through any other agency in France . The presentation of payment documents by the Franch suppliers should be prescribed in each contract . illustrative list of the documents is given in the Annexure I. An
(iv) That the contract value is broken down into FOB cost and Freight elements , separately .
(v) That the terms of payment , e.g. amount payable on the contract becom- ing effective , and that payable against ject etc. , are set out in precise terms , .... of pro- ine sche- dule of deliveries/ payments .
7. Customary Guarantee. The importer may arrange for obtaining any customary guarantee ( s ) which may be necessary for safeguarding his interest .
8. Submission of Contract Documents. Within 20 days of the placing or orders , the importer should sera a letter accompanied by the following docu- ments to the Ministry of Finance , Department of Economic Affairs (WE I) Section ) , North Block , New Delhi .
( i ) Ten. certifed copies of the contract and any further amendment ( s ) duly executed in English language and signed by both the Indian rmporter and the French supplier . The order placed by the importer will not be construed to corstitute a contract without its acceptance by the French suppliers . Where the Suppliers ' acceptance letter is in Frer and Eh translation of the letter should be provided . In case , where a contract has not been executed , as a single document , 10 certifed copies of both the importer's order and suppli . ers' acceptance thereof , alongwith amendment ( s ) , if any , should be letters exchanged between the importer and the supplier , a consoli- dated contract should be entered into in substitution . The contract can e processed only if all the documents are complete , alongwith those stipulated below .
( ii ) Photo copy of import licence valid for contracting on the date of exe- cutic of the contract/acceptance of French supplier of the order placed on him by the importer .
(iii ) Other particulars stipulated in Annexure - II in duplicate .
The contract will be processed as per condition 9 below , only after all these documents have been furnished .
9. Notification of Contract . The contract will be notified by the Department of Economic Affairs to the Counsellor for Economic Affairs Embassy of France, New Delhi , if it is complete in all respects and the import licence is valid for ordering and is considered eligible for financing under the French Credit .
10. Effcctuation of Contact. The contract will be deemed to have become ation by the Department of Economi effective 20 days after its notifention Affairs , provided no objection is raised by the Embassy of Franch within that period .

of Aid Accounts , Department of Economic Affairs , Ministry of Finance , on effec- tuation of the contract .
13. Despatch of Shipping Documents -Immediately after payments have been effected in accordance with the Letter of Instruction referred to above , the original set of documents ( negotiable ) , alongwith details of bank charges (1 / 8th of one per cent documentation 'harge , plus tax 17.60 per cent thereon) and expenses on postage , will be sent by Banque Nationale de Paris , or the Banque Francaise de Commerce Exterieur , as the case may be to the project authorities direct .
a 14. Remittances of Bank Charges . Within woek of receiving the intimation about bank charges , vide condition 13 supra from the Banque Nationale de Paris , or the Banque Francaise du Commerce Exterieurs , as the case may be , the remittances of Bank charges and equivalent rupee deposit will be arranged by the Controller of Aid Accounts , Department of Economic Affairs , by debit to the authority concerned . For this purpose the project authorities should intimate the charges promptly to the Controller of Aid Accounts .
15. Time limit for effecting rupee deposits . On receipt of the documents . mentioned in condition 13 supra , the department of Atomic Energy will ensure that its Accounts Officer promptly accept the debits , as and when raised by AGCR, on the basis of advice issued by the Ministry of Finance .

1. Commercial invoice for the value of the equipment shipped and for details of any down payments , as the case may be .
2. Complete set of clean - on - board ocean or charter party bills of lading or air way bills , as the case may be , with packing lists where applicable ; certificate , if any prescribed in the contract .
3. Written attestation from the suppliers along with necessary customs docu- ments , certifying that the French Suppliers have complied with the percentage of french expenses authorised by the French Government .

संख्या 19 - श्राई ० टी० मी० ( पीएन ) / 73.--1972-73 के लिए परमाणु ऊर्जा विभाग के शीघ्र प्रजनक परीक्षण अभिक्रियक परियोजना के लिए विशेष फ़ैन्च क्रेडट के संबंध में आयात लाइ- सेंस जारी करने के लिए लागू होने वाली जैसी शर्त प्रस्तुत सार्वजनकि सूचना के परिशष्ट में दी गई हैं वे व्यापारी की जानकारी के लिए अधिसूचित की जाती हैं ।

प्रस्तावना.-- परमाणु ऊर्जा विभाग को उनके शीघ्र प्रजनक परीक्षण अभिक्रियक परियोजना की आवश्यकताओं के लिए एफ एफ 3 करोड़ 50 लाख मूल्य का यह विशेष क्रेडिट दिया गया है जिसकी कुल अनुमाननि विदेशी मुद्रा लागत एफ एफ 5 करोड़ 50 लाख है । शेप एफ एफ 2 करोड़ सामान्य वार्षिक फ्रेंच क्रेडिट ( परियोजना भाग ) के मद्दे दिया जाएगा ।

1. आयात लाइसेंस फ्रेंच संभरकों के क्रेडिट के अंतर्गत उपयोग कर ली गई धनराशि कने छोड़कर नीचे की कंडिका 2 देखें, समूची धनराशि एफ एफ 3 करोड़ 50 लाख के लिए लागत -बीमा- भाड़ा के आधार पर एक आयात लाइसेंस प्रदान किया जाएगा । आदेश देने के लिए लाइसेंस तीन वर्ष की अवधि के लिए वैध होगा ? यदि पुर्नवैध के लिए आवेदन किया जाए तो इमे बहुत सीमित समय के लिए औचित्य प्रस्तुत करने पर जो परियोजना प्राधिकारी द्वारा भेजे जाने हैं, पुर्नवैध किया जा सकता है ।
2. आदेश देना.--फ्रेंच संभरकों को आदेश , परियोजना की आवश्यकताओं के अनुसार निश्चित कीमतों के आधार पर उपर्यक्त कंडिका 1 में मंकेतित लाइसेंस अवधि के भीतर दिए जा सकते हैं ।
क्रेडिट संविदा के अंतर्गत भारत मरकार को विक्रेता -क्रेडिट को संभरक क्रेडिट द्वारा प्रतिस्थापित करने की छूट है यदि ऐसी विधि अधिक लाभदायक पाई जाती है । इसलिए , यह आवश्यक समझा गया है कि परमाणु ऊर्जा विभाग को चाहिए कि वह निम्नलिखित क्रेडिट की शर्तों के अनुसार उपकरण के संभरण के लिए फ्रेंच मंभरकों से निविदाये श्रआंमत्रित करे करार मूल्य के 5 % तक तत्क्षण भुगतान पोतलद.न पूर्ण हो जाने के 6 मास बाद से लेकर 10 वर्ष की अवधि के ऊपर के शेप का पुन : भुगतान तथा 6 % वार्षिक दर के हिसाब से ब्याज जो भारतीय आय कर से मुक्त होगा किन्तु यदि कोई हो तो वित्तीय प्रभारों को शामिल करके होगा । परमाणु ऊर्जा विभाग को यह भो चाहिए कि वह नीचे की कंडिका 6 में संकेनिन भुगतान शर्तों के आधार पर भी निविदायें आंमत्रित करे । इस आंकड़े के आधार पर भारत सरकार श्रायानों के लिए वित्तदान की पद्धति का निश्चिय करेगी और श्रायातक को कौन सी पद्धति अपनानी चाहिए इस के लिए पर। मर्श करेगी । मंभरकों के लिए क्रेडिट केके चुनाव करने कीस्थिति में ऐसे क्रेडट व्यवस्था में संबंधित लाइसेंस शर्ते अलग से जारी की जायेगी !
3. संविदाओं की शर्ते पंविदा लागत तथा भाड़ा के आधार पर फ़च फ़ेक्म में की जानी चाहिये और उसमें प्रत्येना मद के लिये संविदा मुल्य के जहाज पर निःशुल्क कीमत तथा भाड़ा अलग अलग रूप से संकेतिक होना चाहिये । बीमा किसी भी भारतीय बीमा कम्पनी के साथ किया जायगा और बीमा के लिये भुगतान केवल रुपयों में किया जाएगा । फच क्रेडिट के अन्तर्गत समुद्री भाड़ा तभी लिया जा सकता है जब कि माल का लदान फ़्रान्सीसी ध्वज वाले पोत में किया गया है ।
मौजूदा 1 फ़ेंक-1.422 रु ० की केन्द्रीय दर के हिसाब से आयात के मूल्य की गिनती की जानी चाहिये ।
लेकिन , जब कभी आई० एम० एफ० भारतीय रुपये तथा फ्रेन्च फ़ैन्क के बीच एक भिन्न समता का निश्चय करती है तो उपर्युक्त विनिमय की दर परिवर्तन के अधीन है ।
4. माल का उद्गम:-जब तक मान के किगों भी भाग के लिये फ्रांस के प्राधिकारी द्वारा और फ्रांस मूल्य की स्वीकृति नहो दी जाती है तब तक उसे फ़ांग मूल्य का ही होनी च हिये । फ्रेंच राभरकों के साथ की गई गंविदाओं में निरपवाद रूप में मान के उद्गम को गंविदा में अनु- बन्धित करने की शर्न होनी चाहिये और जहां कहीं श्रावश्यतः हो तीसरे देश के आयात के लिये फास प्राधिकारियों द्वारा अनुमोदन के प्रमाण में एक पत्र भी सविदा के साथ भेजा जाना चाहिये । लेकिन, यदि यह आवश्यक समझा जाना है तो गैर-फ़ांग पत्तन से मात्र नदान के लिये स्वीकृति दी जा सकती है । यदि इस प्रकार की कार्रवाही उपयुक्त भमझी जाती है तो आर्थिक कार्य विभाग को सविदा में अनुगोदित करने के लिये प्रणित करने गमथ इसके कारणों को साफ-पाफ रूप से सकेतित किया जाना चाहिये ।

5. भुगतान की शर्ते ( 1 ) अग्रिम भुगतान -संविदा प्रभावी होते हुये समय संभरण के मूल्य के 5 प्रतिशत तक के लिये अग्रिम भुगतान किया जा सकता है बशर्ते कि संबद्ध माल की विशेष किस्म के लिये इस मामले में सामान्य अन्तर्राष्ट्रीय वाणिज्यिक पद्धति के अनुमार क्रेता और विक्रेता के बीच में अन्य किसी किस्म की गर्न निश्वय न की गई हो ।
लेकिन, जहां कही 5 प्रतिशत से अधिक राशि को अग्रिम भुगतान के रूप में दिया जाना है तो, इसके लिये किपी प्रहार के बत्रन दिये जाने से पूर्व पूर्ण औचित्य के साथ आर्थिक कार्य विभाग से पूर्व अनुमोदन प्राप्त करना चाहिये ।
( 2) अन्यं भुगतान :- तत्क्षण भुगतान की धनराशि के अतिरिक्त , संविदा के अन्तर्गत उपकरण के अन्तिम लदान के समय अथवा निर्माण के पूर्ण होने के समय अथवा संयंत्र के चालू होने के सजय श्रथत्रा प्रत्येक लदान के अन्तर्गत ग्राने वाने माल के मूल्य के अनुमार अनुपात में शेष धन राशि का भुगतान लदान अनुसूची के आधार पर स्वीकृत है ।
6. संविदा में अनुबद्ध की जाने वाली शर्तें: फ्रेंच क्रेडिट के अन्तर्गत अर्थयुक्त की जा रही संविदा को योग्य बनाने के लिये , इनमें उन शर्तों के अतिरिक्त जो संविदा करने वाली पार्टियों द्वारा आवश्यक समझे जानें निम्नलिखित नियम तथा गर्ने उनयुक्त रूप से निविष्ट होनी चाहिये :-
(1 ) यह कि मंत्रिदा फांसीसी क्रेडिट के अन्तर्गन वित्त दान के लिए भारतीय फ्रेंच श्रार्थिक न्याचार की शर्तों के अनुधार भारतीय तथा फ्रेंच प्राधिकारियों के अनुमोदन के अधीन है जिसके अनु- सार फ्रेंच क्रेडिटफ्रेंच राजकोष ऋण तथा कता के क्रेडिट का सम्मिश्रण होगा प्रत्येक संविदा 45 प्रतिशत तक अनुमार फ्रेंच क्रेडिट राजकोष ऋण के अर्थनुक्त की जायेंगी और 55 प्रतिशत क्रेता को क्रेडिट से अथवा बैंक क्रेडिट से ।
( 2 ) यह कि संभरकों अथत्रा उनके बैंकों को संविदा के 45 प्रतिशत तक का भुगतान फ्रेंच राजकोष ऋण से किया जाता और शेज 55 प्रतिशत तक का भुगतान नीचे दी गई कंडिका 12 के अनुसार क्रेता का क्रेडिट में से किया जाएगा ।
( 3 ) यह कि संभयकों को चाहिये कि वे भुगतान दस्ताश्रेजों को तीन प्रतियों में ( यदि आयातक को एक सेंट से अधिक की आवश्यकता हो तो इसे बढ़ाया जा सकता है ) वैक्यू नेशनल डी पेरिस , 16 , बुलिवार्ड देस इटेलियन, पेरिन ( 9 ए मि ) को यथवा बैंक्यू फ़ोन्केस डू कामर्स एक्स्टी- रियर , 21 , वुलिवार्ड हस्मान, पेरिस ( 9 ए मि ) के जैसा भी मामला हो, प्रस्तुत करे जो कि स्वयं अथत्रा फांस में किसी अन्य अभिकरण के माध्यम से आवश्यक भुगतान करने की व्यवस्था करेगा फ्रेंच संभरकों द्वारा भुगतान दम्तावेजों का प्रस्तुतीकरण प्रत्येक संविदा में निर्धारित किया जाना चाहिये । दस्तावेजोंकी निदर्शी सूची अनुबन्ध-1 में दी गई है ।
( 4 ) यह संविदा मूल्य से जहाज पर्यन्त निःशुल्क लागत तथा भाड़ा घटकों में अलग अलग खंडित किया जाता है ।

(5 ) यह कि भुगतान की शर्तें उदाहरणार्थ प्रभावी होने वाली संविदा पर अदा की जाने वाली धनराशि और परियोजना आदि के लदान/ पूर्ण होने के मद्दे श्रदा की जाने वाली धनराशि, सुस्पष्ट रूप से तैयार की जाती हैं और इनमें सुपुर्दगी/ भुगतान अनुसूची के ब्यौरे भी दिये जाते हैं ।
7. ग्रंथागत गारन्टी आयातक किसी भी प्रथागत गारन्टी ( यों ) को जो कि उसके हित के लिये आवश्यक हो उसे प्राप्त करने के लिये व्यवस्था कर सकता है ।
8. संविदा दस्तावेजों का प्रस्तुतीकरण: - आदेश दिये जाने के 20 दिनों के भीतर आयातक को चाहिये कि वह निम्नलिखित दस्तावेजों के साथ एक पत्न वित्त मंत्रालय , श्रार्थिक कार्य विभाग ( डब्ल्यू० ई०-1 ) अनुभाग नार्थ ब्लाक, नई दिल्ली -1 को भेजे :--
( 1 ) संविदा की दस प्रमाणित प्रतियां और अन्य कोई संशोधन ( नो ) जो विधिवत अंग्रेजी भाषा में निप्पादित की गई हों और भारतीय आयातक तथा फ्रेंच संभरक दोनों द्वारा हस्ताक्षरित हों । आयातक द्वारा दिया गया आदेश तब तक संविदा नहीं समझा जायेगा जब तक कि फ्रेंच संभरक द्वारा स्वीकृत नहीं हो जाता है । जहां संभरक का स्वीकृति पत्त्र फ्रेंच भाषा में हो तो उस पत्नत्र के अंग्रेजी अनुवाद की व्यवस्था की जानी चाहिये । ऐसे मामले में, जहां संविदा केवल एक दस्तावेज के रूप में निष्पादित की जाती है वहां आयातक के आदेश का संभरक की स्वीकृति दोनों की 10 प्रमाणित प्रतियां संशोधन (नो ) यदि कोई है तो उसके साथ प्रस्तुत की जानी चाहिये । यदि संविदा में कई संशोधन हैं अथवा आयातक तथा संभरक के बीच आदान प्रदान किये गये कई पत्त्र हैं तो उसके स्थान पर एक समेकित मंविदा की जानी चाहिये । संविदा तभी प्रक्रियागत की जा सकती है जब कि निम्नलिखित अनुबद्ध दस्तावेजों के साथ सभी दस्तावेज पूर्ण हैं :-
( 2 ) आयात लाइसेंस की फोटो प्रति जो संविदा के निष्पादन की तिथि को संविदा करने के लिये आयातक द्वारा फ्रेंच संभरक को दिये गये आदेश की स्वीकृति के लिये वैध हो ।
(3) दो प्रतियों में अनुबन्ध-2 में अनुबद्ध किये गये अन्य ब्योरे इन सभी दस्तावेजों के प्रस्तुत करने के बाद ही संविदा नीचे दी गई कंडिका 9 के श्रनुमार प्रक्रियागत की जाएगी ।
9. संविदा को अधिमुचित करना यदि संविदा सब प्रकार से पूर्ण होगी और आयात लाइसेंस आदेश देने के लिये वैध होगा और यदि यह फ़्रांसीसी क्रेडिट के अधीन अर्थयुक्त करने के लिये उचित समझा जायेगा तो संविदा आर्थिक कार्य विभाग , द्वारा आर्थिक कार्य सलाहकार , फ़ान्सीसी दूतावास , नई दिल्ली को अधिसूचित की जायेगी ।
10. संविदा का कार्यान्त्रयन आर्थिक कार्य विभाग इसको अधिसूचित करनें के 20 दिन बाद संविदा कार्यान्वित समझा जायेगी बशर्ते कि इस अवधि के भीतर फ़्रांस दूतावास कोई आपत्ति न उठाये ।

11. भारत से धनपरेषण-फान्सिसी कैडिट के अन्दर जारी किए गए लाइसेंसों के अधीन निम्मोक्त शर्त 14 की शर्तों के अतिरक्त भारत से किसी भी घनपरेषण की अनुमति नहीं है ।
12. भुगतान का तरीका -संभरक को भुगतान संविदा के कार्यान्वित होने पर , नियंत्रक लेखा, आथिक कार्य विभाग, वित्त मंत्रालय द्वारा जारी किए गए " अनुदेश पत्त्र " के आधार पर बैंक नेशनल डी पैरिस या बैंक फेन्काइज डा कामर्स एक्सटीरियर या फ्रान्स में किसी अन्द एजेन्सी के माध्यम से फ्रान्सीसी राजकोष ऋण और क्रेता के क्रेडिट दोनों से किए जाते हैं ।
13. पोतलदान दस्तावेजों का भेजना. उपर्युक्त अनुवेश पत्त्र के अनुसार भुगतान कार्यान्वित हो जाने के तुरन्त बाद दस्तावेजों ( विनिमेय ) का मूल सैट , बैंक प्रभारों के ब्यौरों ( दस्तावेजीकरण प्रभार के 1 प्रतिशत का 1/ 8 +, उस पर 17.60 प्रतिशत की दर से कर ) और डाक खर्च के साथ बैंक नेशनल डि पैरिस द्वारा या बैंक फ्रान्काइज डि कामर्स एक्सटीरियर द्वारा जैसा भी मामला हो सीधे परियोजना प्राधिकारियों को भेजा जायेगा ।.
14. बैंक प्रभारों का धन परेषण संबद्ध प्राधिकारी को बैंक प्रभारों के धन परेषण और तुल्य रुपया निक्षेप की व्यवस्था नियंत्रक सहायता लेखा , आर्थिक कार्य विभाग ारा बैंक नेशनल डि पेरिस या बैंक फ्रान्काइज कि कामर्स एक्सटीरियर, जैसा भी मामला हो, से बैंक प्रभारों के बारे में सूचना प्राप्त करने के एक सप्ताह के भीतर देखिए उपर्युक्त शर्त 13 , नामे खर्चे द्वारा की जाएगी । इरा उद्देश्य के लिये परियोजना प्रधिकारियों को नियंत्रक , महायता लेखा को प्रभारों से तुरंत सूचित करना चाहिये ।
15. रुपया निक्षेपों को प्रभावी करने के लिए समय की सीमा जैसे ही और जब महालेखा- पाल केन्द्रीय राजस्व नामे खर्चे प्रस्तुत करे तो उपर्युक्त शर्त 13 में उल्लिखित दस्तावेजों की प्राप्ति पर परमाणु ऊर्जा विभाग यह सुनिश्चित करेगा कि इस विभाग के लेखापाल अधिकारी ने नामे खर्चे को वित्त मंत्रालय द्वारा जारी की गई सूचना के आधार पर तुरन्त स्वीकार कर लिया है ?

दस्तावेजों की निर्देशी सूची

1. लदान किए गए उपस्कर के मूल्य के लिए और किसी तत्क्षण भुगतान के ब्यौरे के लिए , पैसा भी मामला हो, वाणिज्यक बीजक ।
2. पोत पर निर्वाध सागर परिवहन ( बिल ) या चार्टर पार्टी लदान बिलों या त्रायुमाग बिलों, जसा भी मामला हो, जहां लागू हो संवेष्टन सूचियों के साथ प्रमाणपत्र यदि कोई संविदा में निर्धारित है ।
3. श्रावश्यक मीमा शल्क दत्त्तावेजों के साथ संभरकों से लिखित, साक्ष्यांकन यह प्रमाणित करते हुए कि फ्रान्सिनी संभरकों ने फ्रान्सिसी सरकार द्वारा प्राधिकृत फान्सिनी खौँ की प्रतिशतता का अनुपालन किया है ।

( क) आयात लाइसेंस की सं ० , दिनांक , मूल्य और ( 1 ) आवेश देने और ( 2 ) लदानों के लिए वैधता अबधि की अन्तिम तिथि ।
( ख ) फ्रान्सिसी संभरकों के नाम और पते
( ग) संविदा की तिथि

( ज ) वे तिथियां जिनको उपस्कर लादा जाएगा या सेवाएं निष्पादित की आएंगी, वितरण अनुसूचियों या संविदा में निर्धारित गर्ती के आधार पर प्रत्येक प्रदान के मूल्य या निष्पादित सेवाश्रों के साथ ।
2. संविदा ( या प्रत्येक आदेश और स्वीकृति पत्त्र ) की और संशोधन ( यदि कोई हो ) की दस प्रमाणित प्रतियां , और आयात लाइसेंस की एक फोटोस्टेट प्रति संलग्न की जाती है ।
3. मौदों से संबंधित नामें उधार
(लेखाधिकारी का पदनाम और पूर्ण डाक पता)
के खातों में समंजनीय है और हम यह सुनिश्चित करेंगे कि जैसे ही लाइसेंस शर्तों के पैरा 15 के अनुसार वे उत्थित किए जाते हैं वैसे ही संमंजित कर लिए जाएंगे ।
4. विशेष फ्रान्सिसी क्रेडिट के अधीन संविदा को वित्तदान के लिए अनुमोदित कराने के लिए और संभरकों या उन के बैंकरों को भुगतान की व्यवस्था करने के लिए फ्रान्सिसी प्राधिकारियों को आवश्यक प्राधिकरण जारी करने के लिए आपसे अनुरोध किया जाता है ।
