S.O. 117 ( E ) - Whereas a vacancy has occurred in the Council of States due to the death of Sri Balkrishna Gupta , a member elected to the Council of States from Bihar , before the expiration of his term of office;
Now , therefore , in pursuance of the provisions of sub - section ( 1 ) of Section 147 of the Representation of the People Act , 1951 , the Election Commission here- by calls upon the elected members of the Legislative Assembly of the State of Bihar to elect , in accordance with the provisions of the said Act and of the rules and orders made thereunder , a person to fill the vacancy so caused before the 26th March , 1973 ( Monday ) .

एस ० श्रो ० 117 ( अ ) .--यतः बिहार से राज्य सभा के लिए निर्वाचत सदस्य श्री बालकृष्ण गुप्ता की उसकी पदावधि के अवसान से पूर्व मृत्यु हो जाने से राज्य सभा में एक स्थान रिक्त हो गया है ।

अतः , अब , लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 147 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग बिहार राज्य की विधान सभा के निर्वाचित सदस्यों से एतद्वारा अपेक्षा करता है कि वे ऐसे हुई रिक्ति को भरने के लिये 26 मार्च , 1973 ( सोमवार) से पूर्व, उक्त अधिमियम के और तीन बनाए गए नियमों और आदेशों के उपबन्धों के अनुसार एक व्यक्ति निर्वाचित करवे ।

In pursuance of the provisions of sub - section ( 1 ) of section 39 of the Representation of the People Act , 1951 , the Election Commission hereby appoints for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - BR/ 9 / 72 ( 1 ) , dated the 5th March , 1973 :-
( a) the 12th March , 1973 ( Monday ) , as the last date for making nomi- nations;
(b) the 13th March , 1973 ( Tuesday ) , as the date for the scrutiny of nomi- nations;
of candidatures; (c ) the 15th March, 1973 ( Thursday ) , as the last date for the withdrawal (d) the 22nd March , 1973 ( Thursday ) , as the date on which a poll shall , if necessary , be taken; and
( e ) the 26th March , 1973 ( Monday ) , as the date before which the election shall be completed .

12 मार्च , 1973 ( सोमवार ) ;
(क) नामनिर्देशन करने के लिए अन्तिम तारीख
13 मार्च , 1973 ( मंगलवार ) ;
(ख ) नामनिर्देशनों को संवीक्षा की तारीख
(ग) अभ्यर्थिता वापस लेने की अन्तिम तारीख

(घ ) वह तारीख जिसको यदि आवश्यक हो तो मतदान होगा

In pursuance of section 56 of the Representation of the People to Act , 1951 , the Election Commission hereby fixes the hourshours from 11.00 A.M. 4.00 P.M. as the hours during which a poll shall , if necessary , be taken for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - BR/ 9 / 72 ( 1 ) , dated the 5th March , 1973 .

एस ० श्रो० 119 (श्र) . लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 56 के अनुसरण में निर्वाचन आयोग अपनी अधिसूचना सं ० 100/ रा ० स०- बिहार/ १/ 72 ( 1 ) तारीख 5 मार्च , 1973 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए 11 बजे पूर्वाल से 4 बजे अपराह्न तंक का समय उस समय के रूप में एतद्वारा नियत करता है जिसके दौरान यदि आवश्यक हो तो, मतदान होगा ।

In pursuance of the provisions of section 21 of the Represen- tation of the People Act , 1951 , the Election Commission , in consultation with the Government of Bihar , hereby designates the Secretary , Legislative Assembly Secretariat , Bihar , as the Returning Ollicer for the election to the Council of States to be held in pursuance of its notification No. 100/ CS- BR/ 9 / 72 ( 1 ) , dated the 5th March , 1973 .

एस ० श्रो० 120 (श्र ) लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 21 के उपबन्धों के अनुसरण में निर्वाचन आयोग , बिहार सरकार के परामर्श से , अपनी अधिसूचना सं ० 100/ रा ० स०- बिहार/ 9 / 72 ( 1 ) तारीख 5 मार्च , 1973 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए बिहार विधान सभा सचिवालय के सचिव को रिटर्निंग श्राफिसर के रुप में एतद्वारा पदाभिहित करती है ।

In exercise of the powers conferred by sub - section ( 1 ) of section 22 of the Representation of the People Act , 1951 , the Election Commission hereby appoints the Joint Secretary , Legislative Assembly Secretariat , Bihar , to assist the Returning Officer for the election to the Council of States to be held in pursuance of its notification No. 100 / CS - BR/ 9 / 72 ( 1 ) , duted the 5th March , 1973 , in the performance of his functions .

एस ० श्रो० 121 ( श्र). लोक प्रतिनिधित्व अधिनियम, 1951 की धारा 22 की उप-धारा ( 1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निर्वाचन श्रायोग अपनी अधिसूचना सं ० 100/रा ० स०- बिहार/ 9 / 72 (1 ) , तारीख 5 मार्च , 1973 के अनुसरण में राज्य सभा के लिए होने वाले निर्वाचन के लिए रिटर्निंग श्राफिसर को उसके कृत्यों के पालन में सहायता करने के लिये बिहार विधान सभा सचिवालय के संयुक्त सचिव की एतद्वारा नियुक्ति करती है ।

S.O. 122 ( E ) . Whereas a vacancy has occurred in the Council of States due to the death of Chaudhary A. Mohammad , a member elected to the Council of States from Bihar , before the expiration of his term of office;
Now, therefore , in pursuance of the provisions of sub - section ( 1 ) of Section 147 of the Representation of the People Act , 1951 , the Election Commission hereby calls upon the elected members of the Legislative Assembly of the State of Bihar to elect , in accordance with the provisions of the said Act and of the rules and orders made thereunder , a person to fill the vacancy so caused before the 26th March , 1973 ( Monday ) .

अतः , अब लोक प्रतिनिधित्व अधिनियम , 1951 की धारा 147 की उपधारा ( 1 ) के उपबन्धों के अनुसरण में निर्वाचन आयोग बिहार राज्य की विधान सभा के निर्वाचित सदस्यों से एतद्वारा अपेक्षा करता है कि वे ऐसे हुई रिक्ति को भरने के लिए 26 मार्च, 1973 (सोम- वार ) से पूर्व, उक्त अधिनियम के और तदधीन बनाए गए नियमों और श्रादेशों के उपबन्धों के अनुपार एक व्यक्ति निर्वाचित कर दें ।
