EXPORT TRADE CONTROL
New Delhi , the 26th March 1973
SUBJECT : -Export of cotton handloom products (other than fabrics) to U.S.A. No. 9 - ETC ( PN)/ 73 .-- Reference Public Notice No. 27 -ETC (PN ) / 72 , dated the 25th October , 1972 on the above subject .
2. It has been decided that-
( 1) Cotton handloom ready - made garments will be licensed freely for export to U.S.A , upto the 30th September , 1973 , under shipping bills ( accompanied by necessary contracts and certification documents , etc. ) endorsed by the Cotton Textiles Export Promotion Council ;
( ii ) Cotton handloom durries and carpets will be licensed freely for export to U.S.A. till the 30th September , 1973 , on shipping bills , supported by necessary con- tracts and the certification documents etc .; and
( iii) Exports of other cotton handloom made - ups to U.S A. willbe permitted during the period ending the 31st May, 1973 ,1973 , against allocations to be made to exports by the Handloom Export Promotion Council , Madras . Allocations will be made only to sucuh registered exporters as have commitments for exports of these cotton handloom male - ups to U.S.A. during the period from

the 1st February to the 31st May, 1973. There will be separate quotas for established shippers ( i.e. those who exported the mado- ups in questionto U.S.A. during the year October , 1970-September , 1971 , or October , 1971 September , 1972 ) as well as for newcomers . As the quota is very limited, ог allocations will be made against contracts backed by letters of credit such other terms of payment as may be approved by the Handloom Export Promotion Council , If found necessary , ( 1 ) allocations may be made in the order of value per sq yard of the goods to be exported , and only to such exporters as may be covered within the quota, and ( 2 ) allocations for export below a floor price per s . yard ( to be determined by the HEPC) may not be made . The Exporters to whom the allocations are made by the Handloom Export Promotion Council , Madras , will have to give suitable untertakings for exports ,erts , including , wherever necessary , bank guarantees . For this pur pose , conversion of the various made - ups in terms of sq , yards will be made in accordance with the provisions of the Cotton Textile Agreement with U.S.A.
3 , Applications for allocations of cotton handloom made - ups , other than ready -made garments and durries and carpets , should reach the Handloom Export Promotion Council by the 17th April . 1973. at the latest.

विषय- प्रयुक्त राज्य अमरीका को सूती हाथ करघा उत्पादों ( वस्त्रों से भिन्न) का निर्यात ।
संख्या : 9 ई ०टी ० सो० ( पीएन) / 73 उपर्युक्त विषय पर, मार्वजनिक सूचना संख्या 27- ईटीमी (पीएन ) / 72 , दिनांक 25 अक्तूबर , 1972 के संदर्भ में ।
2. यह निश्चय किया गया है षिः:--
( 1) सूती वस्त्र निर्यात सवर्धन परिपत्र द्वारा पृष्ठांकित पोतलदान बिलों ( आवयश्क सविदायें एवं प्रमाणन प्रलेख आदि के साथ ) के अन्तर्गत 30 सितम्बर , 1973 नक संयुक्त राज्य अमरीका को हाथ करमा सेतैार पहनाषों के निर्यात के लिए नाइसेंस स्वतच रूप में दिए जायेंगे:
( 2 ) आवश्यक सविदाओं तथा प्रमाणन प्रलेखो आदिद्वार। समर्थित पातलदान बिलों के आधार पर 30 सितम्बर , 1973 तक संयुक्त राज्य अमरीका को सूत हाथ करघा से बनी दरियों एवं कालीनों के निर्यात के लिए लाइसेंस स्वतंत्र रूप से दिए जायेंग
(3) मनुक्त राज्य अमरीका को 31 मई , 73 की अवधि के दौरान सूती हाथ घा मतैयार माल के निर्यात की स्वीकृति हाथ करघा निर्यात संवर्धन परिषद, मद्रास द्वारा निर्यातका को दिए जाने वाले आवंटन के मद्दे दी जाएगी । आवटन केवल उन्ही पंजीकृत निर्यातकों को किया जाएगा जिन्होंने 1 फरवरी से 31 मई, 1973 की धर्वाध के दौरान संयुक्त राज्य अमरीका की इन सूती हाथ करघा THE GAZETTE OF INDIA EXTRAORDINARY

मे तैयार माल का निर्यात करने के लिए वचन ले लिया है । सुस्थापित पोत- वणिकों ( अर्थात वे जिन्होंने विषयाधीन तैयार माल को निर्यात संयुक्त राज्य भ्रम रीका को अक्तूबर , 1970- सितम्बर , 1971 या अक्तूबर , 1971 - सितम्बर , 1972 वर्ष के दौरान किया है ) श्रीर साथ ही साथ नए आगन्तुकों के लिए अलग कोटा होगा । चूंकि कोटा बहुत सीमित है , इसलिए आवंटन साख -पत्त्र द्वारा सथित मंविदाओं के मद्दे या भगतान की ऐसी शर्तों के मद्दे किया जाएगा जिसका अनु- मोदन हाथ करघा निर्यात संवर्धन परिषद द्वारा किया जाए । यदि आवश्यक पाया गया तो ( 1 ) निर्यात किए जाने वाले माल के प्रति कागज के मूल्य के अनु- मार और केवल ऐसे ही निर्यातको को आवंटन किया जाएगा जी फोटे के भीतर भाते हैं और ( 2 ) प्रति वर्ग गज ( हाथ करवा निर्यात संन्र्धन परिषद द्वारा निर्धारित किया जाना है ) के न्युनतम मूल्य से नीचे के निर्धात के लिए श्रावंटन नही किए जा सकते । वे निर्यातक जिन्हें हाथ करघा निर्यात संवर्धन परिषद्, मद्रास द्वारा आवंटन किए जाते हैं तो जहा जरूरी होगा , निर्यातों के लिए, बैंक गारंटी सहित उचित वचन पत्र भी देना पड़ेगा । इस कार्य के लिए , विभिन्न प्रकार के तैयार माल का परिवर्तन संयुक्त राज्य अमरीका के लिए सूती वस्त्र करार की व्यवस्थाओं के अनुसार प्रति वर्ग गज की शर्तों के अनुसार किया जाएगा ।
3. तैयार पहनावा तथा दरियों और कालीनों को छोड़कर अन्य सूती हाथ करघा से तैयार माल के आवंटन के लिए आवेदन हाथ करघा निर्यात संवर्धन परिपद के पास अधिक से अधिक 17 अप्रैल, 1973 तक पहुंच जाने चाहिए ।
