New Delhi , the 12th April , 1973
G.S.R. 200 (E ) . In exercise of the powers conferred by sub - clause (a ) of article 318 of the Constitution , the President here by makes the following regulations further to amend the Union Public Service Commission (Members ) Regulations , 1969 , namely :---
1. (a ) These regulations may be called the Union Public Service Commission ( Members Second Amendment Regulations , 1973 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Union Public Service Commission (Members ) Regulations , 1969 , in regulation 15-
(i ) for sub - regulation ( i ) , the following sub - regulation shall be substituted , namely :
"( i ) when travelling by rail , to a reserved first class compartment , which term also includes an air conditioned coupe where it is available , or to a single first class berth in an ordinary or in an air conditioned coach; and in addition , to incidentals at the rate of 35 paise for every to kilometres of part thereof, if the part exceeds 5 kilometres, limited to one daily allowance for every 24 hours of rail journey or part thereof, irres- pective of whether he requisitions a single berth or a first class compartment ; "

(ii) for sub - regulation ( v) , the following sub- regulation shall be substituted , namely : -
"(v) to a daily allowance at the rates specified in the table below per day for each day on which he is absent on duty from his headquarters :

Delhi , Simla , Madras , the entire territory of the Laccadive , Minicoy and Ami- divi Islands and the whole of Jammu and Kashmir .
District Bombay/ Calcutta/ Darjeeling (Except Siliguri Sub - Division) and Dar- jeeling town/ NEFA areas beyond Inner Line /Naga Hills , Tuensang Areas beyond the Inner Line/ Spiti and Lahaul areas of Himachal Pradesh , Chini Tehsil Parganas of Dassu AntharabisAn and Pandarabisandarabis of Rampur Tehsil , Dodra Kewar of Rohru Tehsil in the District of Maharu , Pangi Sub- Tehsil of Chamba District .
Rs . 23.50 per day
Rs . 23.50 per day
Rs . 28.00 per day .
Provided that no daily allowance shall be drawn for any day wholly spent in travelling :
Provided further that a member who , while on tour , is allowed free board and lodging at the expense of the Government of the State visited , may draw only one - fourth of the daily allowance admissible under this regulation. " .

जी० एस ० पा ०० 200 ( श्र) -राष्ट्रपति, सविधान के अनुच्छेद 318 के उपखण्ड ( क ) द्वारा प्रदत्त शक्तियो का प्रयोग करते हुए , संघ लोक सेवा आयोग ( सदस्य ) विनियम, 1969 में और संशोधन करने के लिए निम्नलिखित विनियम एतद्वारा बनाते है , अर्थात् -
1. ( 1) इन विनियमों का नाम सघ लोक सेवा आयोग ( सदस्य ) द्वितीय सशोधन विनियम , 1973 है ।
( 2) ये राजपत्त्र में प्रकाशन की तारीख को प्रवृत्त होगे ।
2. सघ लोक सेवा आयोग ( सदस्य) विनियम, 1969 मे, विनियम 15 में,-( 1) उपविनियम ( 1 ) के स्थान पर , निम्नलिखित उपविनियम प्रतिस्थापित किया जायेगा , अर्थात्: -
" ( 1 ) जब रेल द्वारा यात्रा कर रहा हो , तब आरक्षित प्रथम वर्ग के डिब्बे का, जिस शब्द के अन्तर्गत वातानुकूलित कुपे, जहां यह उपलब्ध हों, भी सम्मिलित है , या साधारण या वातानुकूलित कोच मे एकल प्रथम वर्ग की शायिका ( बर्थ) का और इसके अतिरिक्त प्रत्येक 10 किलो- मीटर या उसके भाग के लिए 35 पैसे की दर से प्रासगिक व्यय का यदि वह भाग 5 किलोमीटर से अधिक हो तो एकल शायिका ( बर्थ) या प्रथम वर्ग डिब्बे, के लिए वह माग करता हो या नही उसे विचार में THE GAZETTE OF INDIA EXTRAORDINARY

लाए बिना प्रत्येक 24 घंटे की रेल यात्रा या उसके भाग के लिए एक दिन के सीमित भत्ते का हकदार होगा ; "
( ii) उपविनियम ( V) के स्थान पर, निम्नलिखित उपविनियम प्रतिस्थापित किया जाएगा, अर्थात्: --
" ( V) जितने दिन वह अपने मुख्यालय से कर्तव्य के सम्बन्ध में अनुपस्थित रहता है , उतने दिन के नीचे दी गई सारणी में विनिर्दिष्ट दरों पर प्रतिदिन , दैनिकं का हकदार होगा: लिए भत्ते

साधारण स्थान दिल्ली , शिमला , मद्रास
मुम्बई/कलकत्ता/दार्जिलिंग जिला
लकदवी , मिनिकाय , और अमीनदीयी द्वोपसमूह के सम्पूर्ण राज्य क्षेत्र और सम्पूर्ण जम्मू-कश्मीर ।
(मिलीगुड़ी उपखन्ड के सिवाय ) और दार्जिलिंग शहर/ इनर लाइन के परे नेफा क्षेत्र/ नागा पहा- ड़िया इनर लाइन के परे ट्यूएनसिंग क्षेत्र/हिमाचल प्रदेश के स्पिती और लाहुल क्षेत्र , चीनी तहसील , रामपुर तहसील के दामु अंथरबिस और पांड़राबिस , परगना, महामू जिले में रोहरू तहसील का डोडरा केवार , चम्बा जिले का पांगी उप- तहसील ।

परन्तु जो पूरा दिन यात्तत्रा करने में खर्च होता है उस दिन का उसे दैनिक भत्ता नहीं दिया जायगा:
परन्तु यह और भी कि कोई सदस्य , जिमको उमके दौरे के समय जिस राज्य का वह दौरा करता है उस राज्य की सरकार के खर्च पर मुफ्त भोजन और निवास उपलब्ध किया जाता है वह इस विनियम के अधीन अनुज्ञेय दैनिक भत्ते का केवल पांचवां हिस्सा प्राप्त करने का हकदार हो सकेगा । "
