New Delhi , the 26th April 1973
G.S.R. 208 (E ) .-Whereas a Fact Finding Committee has been set up under the Reso- lution of Government of India in the Ministry of Information and Broadcasting No. 19/ 3/72- Press , dated the 14th April , 1972 for the purpose of making an inquiry into a definite matter of public importance , namely , the economics of the newspaper industry ;
And whereas the Fact Finding Committee had addressed a detailed questionnaire to all the daily newspapers in September , 1972 requesting information and data on matters pertaining to the terms of reference which , in the opinion of the Fact Finding Committee , may be useful or relevantto the subject matter of the inquiry ;
And whereas only a small number of daily newspapers have furnished the requisite information and data ;

And whereas the information and data supplied by some daily newspapers have been found to be insufficient on inadequate ;
And whereas a large number of daily newspapers have still not furnished any infor- mation or data:
And whereas having regard to the nature of the inquiry and the circumstances of the case , the Central Governinent is of opinion that all the provisions of the Commissions of Inquiry Act , 1952 (60 of 1952 ) other than the provisions of sub -section ( 1 ) of section 5 thereof should be made applicable to the said Fact Finding Committee;
Now, therefore , in exercise of the powers conferred by section 11 of the said Act , the Central Government hereby directs that all the provisions of the said Act other than the provisions of sub - section ( 1 ) of section 5 thereof shall apply to the said Fact Finding Committee .

जी ० एस ० आर ० 208 ( श्र ) यतः लोक महत्व के एक निश्चित विषय , अर्थात समाचार- पत्त्र उद्योग की आर्थिक व्यवस्था , की जांच करने के प्रयोजनार्थ भारत सरकार के सूचना और प्रसारण मंत्रालय के संकल्प सख्या 19/3/72-प्रेस , तारीख 14 अप्रैल, 1972 के अधीन एक तथ्य अन्वेषक समिति गठित की गई है ;
और यतः तथ्य अन्वेषक समिति ने सितम्बर , 1972 में सभी दैनिक समाचार - पत्नों को एक विस्तृत प्रश्नावली भेजी थी जिसमें निर्देश के निबन्धनों से सम्बन्धित विषयों के सम्बंद्ध में जान- कारी और आंकड़े , जो तथ्य अन्वेषक समिति की राय में जांच की विषय-वस्तु के लिये लाभप्रद या उससे सुसंगत हों देने के लिये निवेदन किया गया था ;
दिये हैं; और यन . केवल थोडे ही दैनिक ममाचार -पत्नों ने ही अपेक्षित जानकारी और आकडे
और यतः कुछ दैनिक समाचार-पत्नों द्वारा दी गई जानकारी और आंकड़े पर्याप्त या यथेष्ट नहीं पायें गये हैं ;
दिये हैं ; और यतः अधिकांश दैनिक समाचार-पत्रों ने अभी तक कोई जानकारी या आंकड़े नहीं THE GAZETTE OF INDIA EXTRAORDINARY

और यतः जांच की प्रकृति और मामले की परिस्थितियों को ध्यान में रखते हुये केन्द्रीय सरकार की यह राय है कि जांच आयोग अधिनियम, 1952 ( 1952 का 60 ) की धारा 5 की उपधारा ( 1 ) के उपबन्धों से भिन्न उसके सभी उपबन्ध उक्त तथ्य अन्वेषक समिति को लागू किये जाने चाहिये ;
अतः अब , उक्त अधिनियम की धारा 11 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुये , केन्द्रीय सरकार यह निदेश देती है कि उक्त अधिनियम की धारा 5 की उपधारा ( 1 ) के उपबन्धों से भिन्न उसके सभी उपबन्ध उक्त तथ्य अन्वेषक समिति को लागू होंगे ।
