NOTIFICATION
New Delhi , the 27th April 1973
S.O. 252 (E ) . Whereas under sub -section ( 1 ) of section 72 of the Punjab Reorganisa- tion Act, 1966 ( 31 of 1966) , read with sub- section ( 3 ) thereof, the Punjab University , constituted under the Punjab University Act, 1947 ( East Punjab Act 7 of 1947 ) , shall , on and from the first day of November , 1966 , continue to function and operate in those areas in respect of which it was functioning and operating immediately before that day , subject to such directions as may , from time to time, be issued by the Central Government , from until other provision is made by law in respect of the said University;
And whereas under sub- section (2) of the said section 72, any such direction may in- clude a direction that any law by which the said University is governed shall , in its appli- cation to that University , have effect , subject to such exceptions and modifications may be specified in the direction; as
And whereas consequent on the direction issuedby the Central Government under the said section 72, (vide Notification of the Government of India in the Ministry of Home Affairs , No. S.O. 2527 , dated the 22nd July , 1970) the said University has ceased to function and operate in the territories of the State of Himachal Pradesh;

Now, therefore , in exorcise of the powers conferred by sub- section ( 1 ) , read with sub- sections (2) and ( 3 ) , of the said section 72 , the Central Government hereby directs that the Punjab University Act , 1947 (East Punjab Act 77 of 1947) shall have effect subject to the following further modifications , namely:-
Modifications
(1) In section 20 , in sub - section ( 1) , the following entry shall be omitted , namely :- "(ba) Director of Education, Himachal Pradesh; " ;
(ii) in the Schedule , the following entries shall be omitted , namely :-
" 3. Chief Minister , Himachal Pradesh . " ;
"7. Education Minister , Himachal Pradesh ,";
"11. Director of Education , Himachal Pradesh. " .

का० प्रा ० 252 ( प्र). यतः पंजाब पुनर्गठन अधिनियम, 1966 ( 1966 का 31 ) की धारा 72 की उपधारा ( 3 ) के साथ पठित उसकी उपधारा ( 1 ) के अधीन पंजाब यूनिर्वासटी अधिनियम , 1947 ( 1947 का पूर्वी पंजाब अधिनियम 7 ) के अधीन गठित पंआब यूनिवर्सिटी नवम्बर , 1966 के प्रथम दिन मे, उन क्षेत्रों में , जिनकी बाबत वह उस दिन के ठीक पहले कार्य करती थी, ऐसे निदेशों के अधीन रहते हुए जो केन्द्रीय सरकार द्वारा समय - सयम पर जारी किए जाएं तब तक कार्य करती रहेगी जब तक उक्त यूनिवर्सिटी के बारे में विधि द्वारा अन्य उपबंध न किया जाए;
और यतः उक्त धारा 72 की उपधारा ( 2 ) के अधीन ऐसे किसी निदेशक के अन्तर्गत ऐसा निदेश भी सम्मिलित हो सकेगा कि कोई विधि, जिसके द्वारा उक्स यूनिर्वासटी शासित होती हो, उस यूनिवर्सिटी को लागू होने में, ऐसे अपवादों भौर उपान्तरणों सहित प्रभावी होगी , जो उस निवेश में विनिविष्ट हों;
और यतः उक्त धारा 72 के अधीन केन्द्रीय सरकार द्वारा जारी किए गए निवेश के परिणाम स्वरूप ( भारत सरकार के गृह मंत्रालय की अधिसूचमा सं ० का ० भा ० 2527 तारीख 22 जुलाई , 1970 देखें ) उक्त यूनिर्वार्सटी ने हिमाचल प्रदेश के संघ राज्य क्षेत्रों में कार्य करना बंद कर है,
तः, अब , उक्त धारा 72 की उपधारा ( 2 ) और ( 3 ) के साथ पठित उपधारा ( 1 ) १ शक्तियों का प्रयोग करते हुए, केन्द्रीय सरकार एतद्वारा निवेश देती है कि पंजाब SEC. 3 ( ii ) ]

यूनिसिटी अधिनियम, 1947 ( 1947 का पूर्वी पंजाब अधिनियम सं ० 7 ) निम्नलिखित और उपान्तरणों सहित प्रभावी होगा , अर्थात्:--
उपान्तरण
(i ) धारा 20 में, उपधारा ( 1 ) में निम्नलिखित प्रविष्टि का लोप किया जाएगा, अर्थात् :--
" ( खक ) शिक्षा निदेशक, हिमाचल प्रदेश" ;
(ii ) अनुसूची में , निम्नलिखित प्रविष्टियों का लोप किया जाएगा : -
अर्थात् : -
" 3. मुख्य मंत्री , हिमाचल प्रदेश। " ;
" 7. शिक्षा मंत्री, हिमाचल प्रदेश " ;
" 11. शिक्षा निदेशक, हिमाचल प्रदेश। " ;
