G.S.R. 244 (E ) . In exercise of the powers conferred by clause ( f) of sub - section ( 3 ) of section 9 of the Salaries and Allowances of Members of Parliament Act , 1954 ( 30 of 1954) , the Joint Committee constituted under sub- section ( 1 ) of that section, after consul- tation with the Central Government . hereby makes the following rules further to amend the Housing and Telephone Facilities (Members of Parliament ) Rules , 1956 , the same having been approved and confirmed by the Chairman of the Council of States and the Speaker of the House of the People , as required by sub- section (4) of the sald section, namely:-
1. (1 ) These rules may be called the Housing and Telephone Facilities (Members of Parliament ) Amendment Rules , 1973 .
(2) They shall come into force on the date of their publication in the Official Gazette,
2. After rule 4 of the Housing and Telephone Facilities (Members of Parliament ) Rules , 1956 , the following rule shall be inserted , namely : -
"4.A. Other exemptions in respect of Telephone Charges .
(1) Where metering facility in respect of the telephone installed under sub -rule (3 ) of rule 4 is available , local calls made from that telephone and local calls made from the telephone installed under sub- rule ( 1 ) of rule 4 shall be pooled together and a Member shall not be liable to make any payment in respect of ten thousand eight hundred local calls made from the telephones during any year . two

(2) Where metering facility in respect of the telephone installed under sub - rule ( 3 ) of rule 4 is not available , no Member shall be liable to make any payment in respect of the local calls mado from that telephone and in respect of another two thousand seven hundred local calls , in addition to five thousand four hundred local calls , made from the telephone installed under sub- rule ( 1 ) of rule 4 during any year .
(3) Where a Member has either not been provided with a telephone or does not desire to be provided with a telephone under sub-rule (3 ) of Rule 4, he shall not be liable to make any payment in respect of additional five thousand four hundred local calls made from the telephone installed under sub - rule ( 1 ) of rule 4 during any year . "

सा० का ० नि० 244 ( श्र ) - संसद् सदस्यो के संबलमो और भत्तो से सम्बन्धित अधिनियम, 1954 ( 1954 का 30 ) की धारा 9 की उपधारा ( 3 ) के खण्ड ( च ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , उस धारा की उपधारा ( 1 ) के अधीन गठित संयुक्त समिति , केन्द्रीय सरकार से परामर्श के पश्चात् , आवास तथा टेलिफोन सुविधायें ( संसद् सदस्य ) नियम , 1956 में और संशोधन करने के लिए निम्नलिखित नियम एतद्वारा बनाती है, जो उक्त धारा की उपधारा ( 4 ) द्वारा यथा अपेक्षित राज्य सभा के सभापति और लोक सभा के अध्यक्ष द्वारा अनुमोदित और पुष्ट कर दिये गये है , अर्थात्:---
1. ( 1 ) इन नियमो का नाम आवास तथा टेलीफोन सुविधाये ( संसद् सदस्य ) संशो- धन नियम, 1973 है ।
( 2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. आवास तथा टेलीफोन सुविधाये ( संसद् सदस्य ) नियम , 1956 के नियम 4 के पश्चात् निम्नलिखित नियम अन्त. स्थापित किया जायेगा, अर्थात्:-
" 4. क. टेलीफोन प्रभारों के बारे में अन्य छुट ।
(1 ) जहा नियम 4 के उपनियम ( 3 ) के अधीन लगाये गये टेलीफोन के बारे में मापन- सुविधा उपलभ्य है , वहा उस टेलीफोन से की गई स्थानीय काले और नियम 4 के उपनियम ( 1 ) के अधीन लगाये गये टेलीफोन से की गई स्थानीय काले एकत्रित की जायेगी और किसी वर्ष के द्रौरान द्रोनो टेलीफोनों से की गई दस हजार आठ सौ स्थानीय कालों के बारे में सदस्य किसी संदाय का दायी नही होगा ।

( 2 ) जहां नियम 4 के उपनियम ( 3 ) के अधोन लगाये गये टेनोफोन के बारे में मापन सुविधा उपलभ्य न हो , वहां उस टेलीफोन से की गई स्थानीय कानों के बारे में और क्रिसो वर्ष के दौरान नियम 4 के उपनियम ( 1 ) के अधीन लगाये गये टेलीफोन से की गई पांच हजार चार सौ स्थानी कालों से अतिरिक्त अन्य दो हजार मात सौ स्थानीय कालों के बारे में सदस्य किसी सदाय का दायी नही होगा ।
( 3 ) जहां किसी सदस्य को या तो कोई टेलीफोन नहीं दिया गया है या नियम 4 के उपनियम ( 3 ) के अधीन टेलीफोन देने की वह वाच्छा नहीं करता है , वहा वह किसी वर्ष के द्रौरान नियम 4 के उपनियम ( 1 ) के अधीन लगाये गये टेलीफोन से की गई अतिरिक्त पांच हजार चार सौ स्थानीय कालों के बारे में किसी संदाय का दायी नहीं होगा । "
