Most of the Lekhpal Circles of Kabar Pargana in Tehsll Baheri are across the Kicha River which has no approach Bridge over it. The only bridge is via Baheri which is fai off from thin area. 55 Kabar Assembly constituency starts from Sirauli Pargana In Aonla Tehsil and is stretched as long as 40 miles. After inclusion of above Lekhpal Circles of Kabar Pargana, 55 Kabar constituency will become more longer.
Moreover, Lekhpal Circles of Kabar Pargana which are proposed to be included in 55 Kabai Constituency are very far away from this area and nearer to Baheri. Contrary to it Lakhpal Circles of Iticha Pargana, Tehsll Baheri which are proposed to be deleted from 55 Kabar Constituency are very near tq this area and as far as 15 miles from Baheri Municipality.
At present 55 Kabar Constituency consists of 3 blocks and if proposed changes are effected 4 Blocks will be combined (Fatehganj, MeerganJ, Shergarh and Baheri) in this Constituency resulting an increase of area and hlnderances to development work.
If existing boundries of both the Constituencies (55 Kabar ard 56 Baheri) as mentioned above are net disturbed the population will almost equalised and shall be about E Lacs each.

Grounds for making Alternate Proposals
The new constituency No. 285 Khajuha, as carved out by the Delimitation Committee, makes the following changes in the constituency as it stands today.
(1) It has from Kora Pargana excluded Lekhpal Circles 25, 31 and 32 more and added to It Kora Jahanabad Town Area and Lekhpal Circles 40, 41 and 45 which were not included In the old constituency. By making these changes the consti- tuency Is given a population of 1,90,272. The alternate proposal gives the new constituency a population of 1,96,449 by adding only two more lakhpal circles i.e. 35 and 36. This is a much simpler and appropriate way oi making up the deficiency of population.
(2) The proposal of the Committee suffers from the following further defects: — (a) It takes out lekhpal circle 25 which is almost ir the middle of the
constituency.
(b) It further takes out lekhpal circles 31 and 32 i.e. Jaraul and Lakhna- khera. Lakhnakhera is the same as Khajuha. Thus the proposal of the Committee takes out a very group of the villages by which name the constituency itself Is known.
(c) The constituency as it stands today i.e. the old constituency, consisted of two blocks—Amaull and Khajuha. Amauli is allowed to remain Intact by the new proposal. But It splits Khajuha and takeH out of it only two lekhpal circles i.e. 31 and 32, which are the headquarters of the block. The result will be that the entire block will be cut off from Its headquarters and the developmental work will consequently suffer. The strong point of the alternate proposal is it keeps both the tolocks intact and observes the new basis of delimitation also I.e. the lekhpal circles.
1652 THE GAZETTE OF INDIA EXTRAORDINARY [PAST II—(3) It is difficult to comprehend the reasons for which the Committee my have proposed the changes in the old constituency except probably that lekhpal circles 25, 31 and 32 are situated on the other side of the Rindh river. But they have lost sight of the fact that the whole Pargana of Tappajar lies on both aides of the above river which is included in the constituency

Grounds for making alternative proposals
(1) That there is a difference of above 12,000 in the population of constituencies
No. 297 and 298, which is apparently without any basis and propriety. This difference can be almost equalised by slight interchange in the Lekhpal Circles of Constituencies concerned as proposed above.
(2) Thai the alternative proposal has been made keeping in view the cempact- n'ess, geographical conditions and approachability of both the constituencies in question.
(3) That the proposed change does not materially affect the scheduled caste
population of the constituencies concerned.
(4) That the proposed change is to take place in the boundary limits of one and

If the proposal is accepted the constituency No. 319 Banda and constituency No. 320 Naraini will be more com- pact, culturally sound and geographically even. It will also almost equalise the population and 'will slightly alfect the present proposal as only two I.ekhpal Circles will be altered.
It is known that the constituency No. 315 is of 1,86,353 population and No. 316 Is of 185, 383 population and 318 is of 1,98,358 population. So there is no difference in all.

Ground for making Alternate Proposals
The constituency No. 225-Bansdih-east should be kept as previous due to following reasons:—••
This constituency contains two development blocks namely Bansdih and Reotee. These are the only two blocks which are selected for special- experimental rural employment programme (Pilot-Scheme) of Gov- ernment of India, from entire Uttar Pradesh. This area ia selected for Pilot-Scheme to solve the un-employment of agricultural and landless labourers. For proper implementation of this programme, the entire area of these two blocks should be kept In one constituency as previous.
According to the election-commission suggestion, the entire area -will be divided in two constituencies which will dairutte the aim of the Experimental Pilot-Scheme of Government Of India.
So, once again I suggest to keep this constituency as previous, which Is also comfortable for easy transportation.

The first 3 i.e. Ahirori Hardoi and Rewan have the largest percentage of popu- lation of schedule caste and so only the said constituencies can be reserved for them but the proposals are otherwise,
(2) That Sec. 9(1)(a) of the Delimitation Commission Act 1962 requires that in delimiting the constituencies regard shall be had for
(I) compactness: of area (ii) Physical features (iii) Facilities of communication and public conveyance.
(3) Constituency No. 84 as proposed is situated on either sides of River Beta and as such the river effects the compactness of constituency as well as the means of communication as well as public convenience and needs change. Annexure-A is attached herewith.
(4) The constituency No. 84 is about 55 kilometer in length from east to west. This length can be reduced by excluding Lekhpal circle No. 1 and 2 of Pargana Sandiln and including Lekhpal circle No. 38 and 39 of the same Pargana which will reduce the length by about 15 k.m. The adjustment is given in the attached Annexure-A,
It is therefore requested that the proposed delimitation of constituencies and the constituencies reserved for scheduled caste be revised and No, 83 Beniganj constituency be made general.
