IMPORT TRADE CONTROL

New Delhi, the 10th September 1973

SUBJECT.—Import Policy for Registered Exporters for the period April 1973—March 1974 (Amendment No. 41).

No. 155-ITC(PN)/73.-Attention is invited to the Import Policy for Registered Exporters as contained in the Import Trade Control policy (Red Book-Volume II) for the period April 1973—March 1974 published under the Ministry of Commerce Public Notice No. 4G-ITC(PN)/73, dated the 2nd April, 1973.

2. In paragraph 18 (111) of Part 'E', Section I, of the said Red Book (Vol II) the manner of certification of the f.o.b. value of exports by the banks has been laid down. A copy of the Ministry of Commerce Public Notice No 47-ITC(PN)/70 dated 31st March. 1970, indicating the procedure to be followed in this regard has been reproduced in Annexure VI, Section III of the said Red Book (Vol. II).

3. It has been decided to amend sub-paragraph 3(v) of the aforesaid Public Notice No. 47-ITC(PN)/70, dated 31st March, 1970, to read as under- —

"All the amounts in the relevant columns in the bank certificate i e cif c&f, freight and insurance should be shown in foreign currency as indicated in the invoice. The f.o.b. value should be shown In Indian rupees. The rates of conversion will be on the following basis:-- (a) In the case of outright sales, both at 'Central Rates' of exchange and 'Spot rates' of exchange on the date of export;

(b) In case of exportg on consignment/approval basis, both at the 'Cen- tral rates' of exchange and 'Spot rates' of exchange prevalent on the date of realisation of the export proceeds against such exports."

4. The Central Rates referred to above are shown In Annexure I of this Public

Notice.

5. The existing profonnae of bank certificates aa referred to in the aforesaid Public Notice No. 47-ITC(PN)/70, dated 31st March, 1970 and appearinR hj An- nexure V of the said Red Book (Vol. II) have accordingly been revised, and copies of the revised proformae of the bank certificates are jjiven in Annexure II to this Public Notice. All other provisions of the said) Public Notice No. 47-ITC(PN)/70, dated 31st March, 1970 remain unchanged.

6. The provisions of this Public Notice wiLt "ome into effect in respect of ex-

ports made pn or after th" date of this Public Nptice.
