NOTIFICATION

New Delhi, the 27th September 1973

S.O. 529 (E).—In' exercise of the powers conferred by clause (3) of article 77 of the Constitution, the President hereby makes the following rules further to amend the Government of India (Allocation of Business) Rules, 1961, namely:—

1. (1) These rules may be called the Government of India (Allocation of Business) (Hundredth Amendment) Rules, 1973.

(2) They shall come into force at once.

2. In the Second Schedule to the Government of India (Allocation of Busi- ness) Rules, 1961,—

(A) under the heading "MINISTRY OF AGRICULTURE (KRISHI MAN- TRALAYA)" and under sub-heading "C. DEPARTMENT OF COM- MUNITY DEVELOPMENT (SAMUDAYIK VIKAS VIBHAG)", after entry 5, the following entries shall be inserted, namely:—

"6. Tribal Areas Development Programme.

7. Drought Prone Areas Programme.";

(B) under the heading "MINISTRY OF HOME AFFAIRS (GRIH MAN- TRALAYA)",

(i) for entry 12, the following entry shall be substituted, namely:—

"12. Appointment of Lieutenant-Governors, Chief Commissioners and Administrative Officers in Union Territories.";

(ii) for entry 28, the following entry shall be substituted, namely:—

r "28. Matters relating to the Rulers of former Indian States referred to in clause (22) of article 366 of the Constitution and their families.";

(C) under the heading "MINISTRY OF LAW, JUSTICE AND COMPANY AFFAIRS (VIDHI, NYAYA AUR KAMPANI KARYA MANTRA- LA YA)" and under sub-heading "C. DEPARTMENT OF JUSTICE (NYAYA VIBHAG)" after entry 2, the following entry shall be in- serted, namely:—

"2A. Appointment of judicial Commissioners and judicial Officers in Union Territories.";

(D) under the heading "CABINET SECRETARIAT (MANTRIMANDAL SACHIVALAYA)" and under sub-headinE "B. DEPARTMENT OF PERSONNEL AND ADMINISTRATIVE REFORMS (KARMIK AUB PRASHASANIK SUDHAR VIBHAG)", for entries 2, 5. 6, 21 and 22, the following entries ahall respectively be substituted, namely:—

"2. General questions relating to recruitment, promotion and seniority pertaining to Central Services except Railway Services and Servi- ces under the control of the Department of Atomic Energy (Par- mariu Oorja Vibhag) and the Department of Space (Antareeksh Vibhag).

B. Recruitment of ministerial staff for the Government of India Secre- tariat and its Attached Offices except that for the Ministry of Railways (Rail Mantralaya), the Department of Atomic Energy (Parmanu Oorja Vibhag¹) and the Department of Space (Anta- reeksh Vibhag),

6. Appointment of non-Indians to Civil posts under the Government of India except posts under the Ministry of Railways (Rail Mantra- laya), the Department of Atomic Energy (Parmanu Oorja Vibhag) and the Department of Space (Antareeksh Vibhag).

21. General questions (other than those which have a financial bearing) including conduct Rules relating t0 All India and Union Public Services except in regard to services under the control of the Ministry of Railways (Rail Mantralaya), the Department of Atomic Energy (Parmanu Oorja Vibhag) and the Department of Space (Antareeksh Vibhag).

22. Conditions of service of Central Government employees [excluding those under the control of the Ministry of Railways (Rail Mantra- laya), the Department of Atomic EnerRy (Parmanu Oorja Vibhag) and the Department of Space (Antareeksh Vibhag)] other than those having a financial bearing and in so far as they raise points of general service interests.".
