SUBJECT. Subsidiary Licences .
No. 168- ITC ( PN ) / 73.--Attention is invited to paragraph 305 in Chapter XVII of the Import Trade Control Hand Book of Rules & Procedure , 1973-74 published under the Ministry of Commerce Public Notice No. 47 - ITC ( PN ) / 73 dated the 2nd April , 1973 , accordingto which licensing authorities consider requests for the issue of subsidiary licenses against an existing licence in order to facilitate clearance of goods ds through different sections of the same Customs House .
2. Under the existing procedure , only a " Customs " copy is issued in the case of a subsidiary licence . On a review of the position , it has been decided that the licensing authorities may also , on request , issue both ' Customs ' and 'Exchange Control copies of a subsidiary licence .
3. While issuing subsidiary licence ( s ) , the licensing authorities will make a sultable endorsement on the main licence (both Customs & Exchange Control coples) making it invalid for clearance of goods and for remittance to the extent of the value of the subsidiary licence ( s ) .
4. Paragraph 305 of the Import Trade Control Hand Book of Rules & Procedure . 1973-74 may be deemed to have been amended accordingly .

विषय : सहायक लाइसेंस ।
सं ० 168 -प्राई ० डो ० सो० ( पो० एन ०)/ 73.-वाणिज्य मंत्रालय की सार्वजनिक सूचना संख्या 47- आई ० टी ० सी ० (पी ० एन ० ) / 73 , दिनाक 2 अप्रैल, 1973, के अन्तर्गत प्रकाशित की गई आत्रात व्यानगर नियत्रण नियम तथा क्रियाविधि हैंड बुक , 1373-74, के अध्याय 17 में पैरा 305 की ओर ध्यान दिलाया जाता है जिसके अनुसार लाइसेंस प्राधिकारी एक ही सीमा शुल्क निकासी कार्यालय के विभिन्न अनभागों के माध्यम से माल की निकासी को सुकर बनाने के लिए विद्यमान लाइसेंस के भद्दे सहायक लाइसेंस जारी करने से सम्बन्धित आवेदनों पर विचार करते हैं ।
2. वर्तमान क्रिविधि के अन्तर्गत सहायक लाइसेंस के मामले में केवल " सोमा-शुल्क निकासी प्रति" जारी को जाती है । स्थिति को पुनरी करने पर यह निश्चिय किया गया है कि आवेदन प्राप्त होने पर लाइ । प्रात्रिहारो सहायक लाइसेंस को "सीमाशुल्क निकासी प्रति" बोर "मुद्रा विनिमय नियंत्रण प्रति" दोनों भी जारी कर सकते हैं ।
3. सहायक लाइनें ( सों ) को जारी कर ने समत्र लाइसेंस प्रात्रिकारी मुख्य लाइसेंस (सीमा शुल्क निकासी प्रति और मुद्रा विनिमय नियंत्रण प्रति दोनों ) को माल की निकासी के लिए और सहायक लाइसेंस ( सों ) के मल्य की सीमा तक धन प्रेजग के लिए अवैध करते हुए मुख्य लाइसेंस पर यथोचित पुष्ठांक करेंगे ।
4. श्रायात व्यापार निषत्रम नियम तथा क्रियाविधि हैंड बुक, 1973-74 के पैरा 305 को तदनुसार संशोधित किया गया समझा जाए ।
SUBJECT. Import of restricted items April , 1973 March , 1974 , period .
No. 169- ITC ( PN ) /73.-Attention is invited to the import policy for actual users as contained in the Import Trade Control Policy ( Red Book-Vol . I ) for the period April , 1973-March , 1974 .
2. Appendix 74 of the said Red Book ( Vol . 1 ) indicates the value limits in respect of items licensable toto actual users on restricted basis. In connection with these value restrictions the following points are clarified:-
( i ) The value limits as indicated against various items in Appendix 74 are applicable only to small scale industrial units.
( ii ) In the case of non -SSI units ( including D.G.T.D. units ) where import applications are routed through the sponsoring authority concerned . the sponsoring authorities will indicate the value restriction in respect of each item of Appendix 74 licensable on restricted basis where such items are recommended for import. In these cases , therefore , the value limit ( s ) as indicated against various items in the licence will be applicable . If in any of such cases , the import licence contains an Item licensable to actual users on a restricted basis , but no value limit has been indicated in the licence against that item , in that event , the licence will be valid for import of such item ( s ) only to the extent mentioned in the said Appendix 74 of the Red Book ( Vol 1 ) for April, 1973-March, 1974. In other words , the value restrictions indicated in Appendix 74 will apply in the case of non- SSI units ( including D.G.T.D. units) only where the licence does not otherwise indicate any value restriction against such items ,

विषय -प्रतिबंधित मदों का श्रायात अप्रैल , 1973 मार्च, 1974 अवधि ।
संख्या 169- प्राई ० डी० सी० ( पो० एम ० ) /73-प्रप्रैल, 1973-मार्च , 1974 अवधि की आयात व्यापार नियंत्रण नीति ( रैंड बुक-वा० 1 ) में यथा निहित वास्तविक उप- योक्ताओं के लिए आयात नीति की ओर ध्यान विलाया जाता है ।
2. उक्त रैड बुक ( वा ० 1 ) का परिशिष्ट 74 वास्तविक उपयोक्ताओं को प्रतिबंधित आधार पर लाइसेंस देने योग्य मदों के सम्बन्ध में मूल्य सीमायें निर्दिष्ट करता है । इन मूल्य प्रतिबन्धों के सम्बन्ध में निम्नलिखित बातें स्पष्ट की जाती हैं :--
( 1) परिशिष्ट 74 में त्रिमित महीं के पामने यथा निहित मूत्र सोपाएं केवन लघु पैमाना औद्योगिक एककों के लिए लागू हैं,
( 2 ) लघु पैमाना ओद्योगिक एककों से इनर एकका ( महानिदेशालय तक्रनोको विकास एरुकों सहित ) के जिन मामलां में आयात- प्रानेश्नपत्र प्रायोजक प्राधिकारी के माध्यम से प्राप्त होते हैं उन में प्रायोजक प्राधिकारी प्रतिबन्धित आधार पर चाइसेंन देने योग्य परिशिष्ट 74 को प्रत्येक मद, यदि ऐसी मद को श्रायात के लिए सिफारिश को जाए, के सम्बन्ध में मूल्य प्रतिबन्धिता निदिष्ट करेंगे । इस निए इन मामज़ों में लाइलेंर में विभिन्न मदो के सामने यथा निर्दिष्ट मूल्य सीमा ( एं ) लागू होंगी । यदि ऐसे किसी मामले में प्रतिबन्धित आधार पर वास्तविक उपयोक्ता को अनुमतिदिए जाने योग्य कोई मद लाइसेंस में शामिल है, लेकिन उस मद के सामने कोई मूल सीमा लाइसेंस में निर्दिष्ट नहीं की गई है तो ऐसी स्थिति में लाइसेंस केवल अप्रैल , 1973- मार्च, 1974 की रैड बुक ( वा ०1 ) के उक्त परिशिष्ट 74 में उल्लिखित मूल्य सीमा तक ऐसी मद ( मदों ) के प्रायात के लिए वैध होगा दूसरे शब्दों में परिशिष्ट 74 में निर्दिष्ट मूल्य प्रतिबंध लघु पैमाना औद्योगिकः एककों से इतर एक्रकों ( महानिदेशालय तकनीकी विकास एककों सहित ) के केवल ऐसे मामलों में लागू होंगे जिन में एसी मदों के सामने कोर्ड मूल्य सीमा लाइसेंम निर्दिष्ट नहीं करेगा ।
