New Delhi , the 20th October 1973
S.O. 557 ( E ) . The following order made by the President is published for general information.
ORDER
Whereas by a proclamation issued on the 13th June , 1973 , under clause ( 1 ) of icle 356 of the Constitution of India it has been declared that the powers of the Legislature of the State of Uttar Pradesh shall be exercisable by or under the authority of Parliament ;
And whereas the Legislature of that State has authorised expenditure from the Consolidated Fund of that State for the services of the financial year 1973-74;
And whereas the amount so authorised is found to be insufficient in cases of certain services and also a need has arisen in certain cases for meeting additional expenditure not contemplated in the Annual Financial Statement of that year;
And whereas the House of the People is not in session and it is necessary to authorise expenditure from the Consolidated Fund of that State pending the sanction of such expenditure by Parliament;
Now, therefore , in pursuanpursuance of sub - clause ( c) of clause ( 1 ) of article 357 of the Constitution, I , V. V. Giri , Presidnet of India , hereby authorise that. pending the sanction by Parliament expenditure of sums not exceeding those specified in column

3 of the schedule annexed hereto and amounting in the aggregate to the sum of nineteen crores , seventy five lakhs and fifty- three thousand rupees may be incurred from and out of the Consolidated Fund of the State of Uttar Pradesh towards defraying the several charges during the financial year 1973-74 in respect of the services and purposes specified in column 2 of the sald Schedule .

नई दिल्ली, 20 अक्तूबर , 1973
क१० प्रा० 557 ( प्र ) . राष्ट्रपति द्वारा जारी किया गया निम्नलिखित आदेश सामान्य सूचना के लिए प्रकाशित किया जाता है ।
आदेश
चूंकि, भारत के संविधान के अनुच्छेद 356 की धारा ( 1 ) के अधीन 13 जून , 1973 को जारी की गयी उद्घोषणा द्वारा घोषित किया गया है कि उत्तर प्रदेश राज्य के विधानमंडल के अधिकारों का प्रयोग संसद द्वारा अथवा इस के प्राधिकार के अधीन किया जायेगा;
और चूंकि उस राज्य के विधानमण्डल ने वित्तीय वर्ष 1973-74 की सेवाओं के लिए उस राज्य की समेकित निधि से व्यय किये जाने की स्वीकृति दी है ;
और चूंकि इस प्रकार स्वीकृत रकम कुछ सेवाओं के सम्बन्ध में अपर्याप्त सिद्ध हुई है भौर अतिरिक्त व्यय को पूरा करने की भी आवश्यकता पैदा हो गयी है जिसकी परिकल्पना उस वर्ष के बार्षिक वित्तीय विवरण में नहीं की गयी थी;
और चूंकि लोक-सभा का सत्र नहीं चल रहा है और जब तक संसद से ऐसे व्यय की स्वीकृति नहीं मिल जाती तब तक राज्य की समेकित निधि से व्यय का प्राधिकार दिया जाना प्रावश्यक है ;
अब , इसलिए , संविधान के अनुच्छेद 357 की धारा ( 1 ) की उपधारा ( ग ) के अनुसार , मैं वराहगिरि व कटगिरि, भारत का राष्ट्रपति एतद्वारा , संसद की स्वीकृति प्राप्त होने तक , संलग्न अनुसूची के कालम 2 में निर्दिष्ट सेवाओं और प्रयोजनों के सम्बन्ध में 1973-74 के वित्तीय वर्ष में विभिन खच्चों को पूरा करने के लिए उत्तर प्रदेश राज्य की समेकित निधि में से उक्त अनुसूची के कालम 3 में निर्दिष्ट व मों से अनधिक भौर उम्नीस करोड़ पचहत्तर लाख तिरपन हजार रुपये की कुल रकम को व्यय करने की स्वीकृति देता हूं ।
