SUBJECT -Import and Export of goods from and to Afghanistan-Production of Landing Corti- ficate ."
No. 201 - HC PV / 73 . -Attention is invited to Ministry of Commerce Public Notice No 94 - ITC (PN) / 73 , dated 12th June , 1973 , in terms of which , exporters , in respect of export of items of goods mentioned in Schedule B - I to the erstwhile Ministry of Foreign Trade Public Notice No. 93 - ITC ( PN) / 72 , dated 30th June , 1972 , where required to produce a landing certificate , issued by the Afghan Customs authorities , to the concerned licensing authority in India as well as to the Reserve Bank of India by the 31st October , 1973 .
2. On a review of the position , it has been decided that in respect of exports to Afghanistan effected after the 31st August , 1973 , landing certificates should be produced within a period of 60 days of despatch of the goods if the goods are sent by sea/ land route and within 30 days , in caне he goods are sent by air .

विषय.--अफगानिस्तान से और अफगानिस्तान को माल का आयात और निर्यात-अवतरण प्रमाण-पत्र की प्रक्रिया ।
सं ० 201 आई ० टो ० सो० ( पो ० एम० ) / 73 वाणिज्य मंत्रालय की सार्वजनिक सूचना संख्या 91 - आई ०टी ० सी० पी ०एन ० )/ 73 , दिनांक 12 जून, 1973 की ओर ध्यान आकृष्ट किया जाता है जिसकी शर्तों के अनुसार निर्यातकों को विगत विदेश ब्यापार मंत्रालय की सार्वजनिक सूचना संख्या 93 - आई ०टी ० मी० (पी ० एन ० ) / 72 , दिनांक 30 जून , 1972 के लिए अनुसूची बी-1 , में उल्लिखित माल की मदों के निर्यात के सम्बन्ध में 31 अक्तूबर , 1973 तक अफगान सीमा- शुल्क प्राधिकारियों द्वारा जारी किए अवतरण प्रमण- पत्त्र भारत के रिजर्व बैंक के साथ माथ. भारत में सम्बन्धिन लाइसेंस प्राधिकारी को प्रस्तुत करना अपेक्षित था ।
2. स्थिति की पुनरीक्षा करने पर यह निश्चय केया गया है कि 31 अगस्त, 1973 के बाद किए गए निर्यातों के सम्बन्ध में यदि माल समुद्र /स्थल मार्ग से भेजा जाता है तो माल भेजने के 60 दिनों के भीतर और यदि माल वायुमार्ग से भेजा जाता है तो 30 दिनों के भीतर अवतरण प्रमाण- पत्र प्रस्तुन किए जाने चाहिएं ।

No. 21 (a ) (ii ) / IV) , ( ii ) Dates ( S.No. 21 ( b ) / IV ) , ( ii ) Mediciral Herbs ( Crude Drugs ) ( S.No.87-109 - IV) (iv) Asafoetida ( S.No. 31 ( b ) / V ) and other Miscellaneous items from IRAN during April- December , 1973-
No. 202 - ITC ( PN ) / 73 ' .- Attention is invited to item (v ) of Annexure II to the Ministry of Commerce Public Notice No. 148 - ITC( PN ) / 73 dated 6th September , 1973-
2. For the existing item No. (v ) and the entries relating thereto referred to above, the following shall be substituted , namely:-
(v) Co - operative Societies dealing in fresh fruits , subject to the production of a fresh cer- tificate of registration from the concerned Registrar , Co - operative Societies , that they are still dealing in fresh fruits , and also subject to the condition that the annual turn- over is not less than Rs . 25,000 /- . The Co - operative Societies are required to produce the following certificates in respect of the prescribed urnover of Rs . 25,000/- :-
(a) A certificate from a Chartered Accountant to the effect that they had an internal turnover of Rs . 25,000/ - ( Rupees twenty five thousand) during any one of the financial years i.c. 1967-68 , 1968-69 . , 1969-70 , 1970-71 and 1971-72 in fresh fruits ;
(b) A certificate from a Scheduled Bank in the following proforma :

विजय -- प्रप्रैल -दिसम्बर , 1973 के दौरान ईरान से खजूरों ( क्रम सं ० 21 ( ए ) ( ii ) / 4 ) को छोड़ कर सूबे , नमकीन या परिरक्षित सभी प्रकार के फलों जो और कहीं विशिष्टी- कृन नहीं, ( ) खजूरों ( क्रम सं ० 21 ( वी ) / 4 ) , ( iii ) औषधीय जड़ी-बूटियों (अपरिष्कृत भेषजों) ( क्रम सं ० 87-109-4 ) , ( 4 ) हींग ( क्रम सं ० 31 ( बी ) / 5 ) और अन्य विविध मदों का आयात ।
सं ०202 - माई ० हो० सो ० (पी ० एन ० ) / 73.--वाणिज्य मंत्रालय की सार्वजनिक सूचना सं ० 148 - प्राई ०टी ० सी ० पी ० एन ० ) / 73, दिनांक 6 सितम्बर , 1973 के अनुबन्ध 2 को मर ( 5 ) को प्रोर ध्यान प्राकृष्ट किया जाना है ।
2. विद्यमान मत्र सं ० ( 5) और निम्नलिखित को प्रतिस्थापित किया जाएगा , ऊपर संदर्भित उससे सम्बन्धित प्रविष्टियों के लिए अर्थात्:
( 5 ) महकारी समितियां जो ताजे फलों का ध्यापार करती है बशर्ते कि वे सहकारी समितियों के सम्बद्ध पंजीयक से पंजीकरण का एक नया प्रमाणपत्र प्रस्तुत करें कि वे अब भी ताजे फलों का व्यापार कर रही हैं और इस शर्त के भी अधीन कि वार्षिक फुल बिक्री 25,000/- रुपये से कम नहीं है । 25,000/- रुपये की निर्धारित कुल बिक्री के सम्बन्ध में सहकारी समितियों को निम्नलिखित प्रमाणपत्न प्रस्तुत करने आवश्यक हैं : --
( क ) मनदी लेखापाल से इस सम्बन्ध में एक प्रमाणपत्र कि वित्तीय वर्षों अर्थात् 1967-68 , 1968-69 , 1969-70 , 1970-71, और 1971-72 में किसी एक वर्ष के दौरान उन की ताजा फलों की कुल आन्तरिक बिक्री 25,000 /- रुपये ( पच्चीस हजार रुपये ) की थी ,
(ख ) अनुसूचित बैंक से निम्नलिखित प्रपन में एक प्रमाण पत्र :---
