NOTIFICATION
New Delhi , the 29th November 1972
S.O. 717 (E) . In exercise of the powers conferred by sub - section ( 1 ) and clause (a) of sub- section (2) of section 36 of the International Airports Authority Act, 1971 (43 of 1971 ) , the Central Government hereby makes the following rules , namely :-
1. Short title and commencement ,-( 1 ) These rules may be called the International Airports Authority of India ( Conditions of Service of the Chairman and other whole - time Members ) Rules , 1973 .
(2) They shall be deemed to have come into force on the 1st day of February , 1972 .
2. Salary.-( 1 ) The salary payable to the Chairman shall be in the pay scale of Rs . 3000-125-3500 per month .
(2) The salary payable to every other whole - time member shall be in the pay scale of Rs . 2500-100-3000 per month, or such other pay scale as may be determined by the Central Government at the time of the appointment of each whole - time member .
3. Residential Accommodation- The Chairman and every other whole -time member shall be entitled to unfurnished accommodation on deduction of ro % of the salary subject to the ceiling on the monthly rental for such accommodation to be regulated in accordance with the instructions issued by the Central Government in this behalf from time to time , or to draw such house rent allowance as is admissible to the highest category of officers in the whole - time employment of the Authority
4. Free use of car. The use of the car of the Authority by the Chairman or every other whole- time member , for private purposes , shall be regulated in accordance with the instructions issued by the Central Government in this behalf from time to time ,

5. Travelling allowance , joining time and joining time pay - The Chairman an f every other whole - time member shall be entitled to such travelling allowance , joining time and joining time pay while proceeding to join quay their initial appointment and on reversion therefrom as are admissible to the highest category of officers in the whole - time employ- ment of the Authority .
6. Travelling and daily allowance for Journeys on tour . ( 1 ) The Chairman and every other whole - time member shall be entitled to draw such travelling allowance on tour as is admissible to the highest category of officers in the whole - time employment of the Authority .
(2) The Chairman and every other whole - time member shall be entitled to draw such daily allowance for journeys on tour as is admissible to the highest category of officers in the whole - timeemployment of the Authority .
7. Other allowances and conditions of service . The other allowance and condi- tions of service of the Chairmen and every other whole - time member shall be such as may be determined by the Central Government at the time of their appointment .
'rovided that as respects any matter which is not so specifically determined by the Ceatral Government , the regulations applicable in that behalf to the highest category of officers in the whole - time employment of the Authority shall apply to the Chairman and every other whole - time menber .
CHAPTER 2
MISCELLANEOUS
MEMORANDUM
The Chairman and a whole - time member have been appointed with effect from 1-2-1972 and 1-10-1972 respectively but as several fomalities have to be gone through , these rules could not be notified carlier . Accordingly , retrospective effect has been given to these rules . It is confirrned that no one is adversely affected therthy .

का० प्रा० 717 ( श्र) केन्द्रीय सरकार , भारत के अन्तर्राष्ट्रीय विमानपत्तन प्राधिकारी अधिनियम , 1971 ( 1971 का 43 ) की धारा 36 की उपधारा ( 1 ) तथा उपधारा ( 2 ) के खंड ( क ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , निम्नलिखित नियम बनाती है , अर्थात्:--
1. संक्षिप्त माम तथा प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम भारत के अन्तरर्राष्ट्रीय विमानपत्तन प्राधिकारी ( अध्यक्ष तथा अन्य पूर्णकालिक सदस्यों की सेवा शर्तें ) नियम, 1973 है ।
( 2 ) ये नियम पहली फरवरी, 1972 से लागू माने जाएंगे ।
2. वेतन.-( 1 ) अध्यक्ष को देय वेतन 3000-125-3500 रुपये प्रति मास के वेतनमान में होगा ।
( 2) प्रत्येक अन्य पूर्णकालिक सदस्य को देय वेतन 2500-100-3000 रुपये प्रतिमास के वतनमान में अथवा किसी अन्य ऐसे वेननमान में होगा जो प्रत्येक पूर्णकालिक सदस्य की नियुक्ति के समय केन्द्रीय सरकार द्वारा अवधारित किया जाए ।

3. श्रावास गृह.--अध्यक्ष तथा अन्य प्रत्येक पूर्णकालिक सदस्य वेतन के 10 प्रतिशत की कटौती पर , जो कि केन्द्रीय सरकार द्वारा समय -समय पर इस विषय में जारी किये गये अनुदेशों के अनुसार इस प्रकार के आवास स्थान का नियमन करने के लिए निर्धारित मासिक किराये की सीमा से अधिक नहीं होगी, असज्जित श्रवाम गृह के हकदार होंगे , अथवा प्राधिकरण में पूर्णकालिक उच्चतम वर्ग के अधिकारियों को जितना मकान किराया भत्ता अनुज्ञेय हो उतना ही वे भी लेने के हकदार होंगे ।
4. फारका निःशुल्क प्रयोग.- अध्यक्ष अथवा सभी अन्य पूर्णकालिक सदस्यों द्वारा गैर -सरकारी प्रयोजनों के लिए प्राधिकरण की कार के प्रयोग का विनियमन केन्द्र सरकार द्वारा इस विषय में समय- समय पर जारी किए गए अनुदेशों के अनुसार किया जाएगा ।
5. यात्रा भत्ता, कार्यग्रहण अवधि तथा कार्यग्रहण श्रवधि येतम- अध्यक्ष तथा अन्य सभी पूर्ण कालिक सदस्य अपनी प्रारंभिक नियुक्ति पर कार्यग्रहण करने अथवा उससे प्रत्यावर्तन के अवसर पर उसी यात्रा भत्ते , कार्यग्रहण अवधि तथा कार्यग्रहण अवधि वेतन के हकदार होगे जो कि प्राधिकरण की पूर्णकालिक सेवा में उच्चतम वर्ग के अधिकारियों के लिए अनुज्ञेय हो ।
6. दौरे पर यात्राओं के लिए यात्रा तथा दैनिक भत्ता ( 1 ) अध्यक्ष तथा अन्य सभी पूर्णकालिक सदस्य दौरे के लिए ऐसे यात्रा भत्ता प्राप्त करने के हकदार होंगे जो प्राधिकरण की पूर्णकालिक सेवा में उच्चतम वर्ग के अधिकारियों के लिए अनुज्ञेय हो ।
( 2 ) अध्यक्ष तथा अन्य सभी पूर्णकालिक सदस्य दौरे के समय की गयी यात्राओं के लिए उसी दैनिक भत्ते के हकदार होंगे जो कि प्राधिकरण की पूर्णकालिक सेवा के उच्चतम वर्ग के अधिकारियों के लिए अनुज्ञेय हो ।
7. अन्य भत्ते तथा सेवा शल. अध्यक्ष तथा अन्य सभी पूर्णकालिक सदस्यों के अन्य भत्ते तथा सेवा की शर्ते वैसी ही होंगी जैसी कि केन्द्रीय सरकार द्वारा उनकी नियुक्ति के समय अवधारित की जाएं परन्तु ऐसी किसी बात के बारे में जिस के बारे में केन्द्रीय सरकार ने इस प्रकार विनिर्दिष्टतः अवधारित नहीं किया है , वही विनियम अध्यक्ष तथा अन्य सभी पूर्णकालिक सदस्यों पर लागू होंगे जो कि प्राधिकरण की पूर्णकालिक सेवा के उच्चतम वर्ग के अधिकारियों को लागू होंगे ।

ज्ञापन
अध्यक्ष तथा एक पूर्णकालिक सदस्य की नियुक्ति क्रमशः 1-2-1972 तथा 1-10-1972 से की जा चुकी है , परन्तु क्योंकि बहुत सी औपचारिकताओं को पूरा किया जाना था, अतः ये नियम पहले अधिसूचित नहीं किये जा सके । तदनुसार , इन नियमों का भूतलक्षी प्रभाव होगा । इस बात की पुष्टि की जाती है कि इन नियमों से किसी पर प्रतिकूल प्रभाव नहीं पड़ता है ।
