SUBJECT. Grant of Release Orders for skimmed milk powder for manufacture ofbaby food and malted milk food .
No. 215- ITC ( PN ) / 73 .-- Attention is invited to the provision made against S. No. 80 ( a ) / IV in Section II of the Red Book ( Vol . I ) for 1973-74 in terms of which the requirements of skimmed milk powder of the actual users manufacturing baby food and malted milk food will be met by imports through the public sector agency .
2. On a review of the position , it has been decided that applications from the manufacturers of Malted Milk Food and Baby Food for issue of release orders for skimmed milk powder should be accompanied with certificates ( in duplicafe ) from the State Health Authority that the products manufactured by them conform to the specifications laid down under the Prevention of Food Adulteration Rules , 1955 (as amended from time to time ) alongwith copies of analytical reports as in Annexure I & II .
Alternatively, a certificate ( in duplicate ) from the Indian Standards Institution that the product manufactured conforms to the specifications inter - alia quality , packing and labeling laid down by them , may be sent alongwith the application .
3. Besides the above certificates from the State Health Authority / Indian Stand- ards Institution , applications should also be accompanied with the following infor- mation in duplicate :-
1. List of machines installed with their size and capacity ,

2. Cost of machinery indicated in ( 1 ) above .
3. Year wise production of baby milk food / malted milk food during the last 3 years and its ex - factory value of production .
4. Consumption of the following items during the last 3 years along with their source of supply , if imported , import licence number or release order number issued by CCI & E / Regional licensing authorities , may be given:
QUALITY / VALUE
( 1 ) Skimmed Milk Powder .
( ii ) Whole Milk Powder .
( iii ) Fresh Milk ,
( iv) Milk Fat .
(v) Sugar .
(vi) Malt Extract/Malt .
4. Actual users who have already submitted applications for issue of release orders for skimmed milk powder should furnish the required certificate ( s ) and information ( in duplicate ) as indicated above to the licensing authority concerned ,
It has also been decided that skimmed milk powder against release orders already issued to actual users engaged in the manufacture of baby milk food and malted milk food , will be released to only such users who produce the certificate ( s ) and informationformation indicated above . Actual users holding release orders for skimmed milk powder should , therefore , furnish the requisite certificate ( s ) and information ( in duplicate ) to the licensing authority concerned to enable them to issue neces- sary instructions to the canalising agency concerned for release of skimmed milk powder.
5. Applications from pronosed / new units for import of skimmed milk powder for manufacture of baby food will not be considered unless their schemes are linked to dairy development practices designed to generate fluid milk and are specifically approved by the Government.
ANNEXURE - I
Analytical report of baby milk food should contain the following information ;
1. Moisture , percent .
2. Total Milk Protein , percent .
3. Total carbohydrates ( including , sucrose , dextrose and Dextrins , maltose or lactose ) Percent .
4. Total ash , percent .
5. Ash insoluble in HCL , percent .
6. Milk fat , percent .
7. Solubility index .
8. Vitamin A. TU per 100 grams .
9. Iron ( as Fe ) , mg per 100 grams .
10. Bacterial count , per g .
Note . Analytical report of the product should be based on sample drawn from the factory as per sampling and testing methods specifled in Indian Standards specification No 1547 for infant milk food .
ANNEXURE - II
Analytical report of malted milk food should contain for following information :
1. Moisture , percent by weight .
2. Total ash , percent by weight on dry basis .
3. Ash insoluble in HCL , percent by weight on dry basis .
4. Milk fat , percent by weight on dry basis .
5. Nitrogen , percent by weight on dry basis .
6. Solubility , percent .

7. Bacterial count per gram .
8. Caliform count per gram .
Note. Analytical report of the product should be based on sample drawn from the factory as per sampling and testing methods specifled in Indian Standards Specifications No. 1806 and 2003 for malted milk food .

विषय. शिशु आहार और माल्ट मिश्रित दुग्धाहार , के विनिर्माण के लिए मलाई उतारे हुए दुग्ध चूर्ण के लिए रिहाई आदेश प्रदान करना ।
सं० 215 - श्राई ० टी० सी० पी० एम० )/73-1973-74 के लिए रेड बुक ( वा ०1 ) के खण्ड ।। में क्रम संख्या 80 ( क ) / 4 के सामने दी गई व्यवस्थाओं की ओर ध्यान आकृष्ट किया जाना है जिसकी शर्तों के अनुसार शिशु आहार और माल्ट मिश्रित दुग्धाहार के विनिर्माण करने वाले वास्तविक 'उपयोक्ताओं की मलाई उतारे हुए दुग्ध चूर्ण की जरूरतों की पूति सार्वजनिक क्षेत्र की एजेंसियों के माध्यम से आयातकर की जाएगी ।
2. स्थिति की पुनरीक्षा कर यह निश्चय किया गया है कि मलाई उतारे हुए दुग्ध चूर्ण के लिए रिहाई आदेश जारी करने के लिए माल्ट मिश्रित दुग्धाहार और शिशु आहार के विनिर्माणकों के आवेदन पत्रों पर आवेदन -पत्त्रों के साथ राज्य स्वास्थ्य प्राधिकारी के इस सम्बन्ध में दो प्रमाण- पत्त्रों ( दो प्रतियों में ) के साथ किया जाना चाहिए कि उनके द्वारा विनिर्मित्त उत्पाद खाद्य मिलावट निवारण नियम , 1955 ( समय समय पर यथा संशोधत ) के अन्तर्गत निर्धारित विशिष्टिकरणों की पुष्टि करते हैं और इसके साथ अनुबन्ध- I, और ।। के अनुसार विश्लेषक रिपोर्ट की प्रतियां होनी चाहिए । विकल्पत: , भारतीय मानक संस्था से प्रमाण-पत्र के साथ (दो प्रतियों में ) विनिर्मित उत्पाद उनके द्वारा निर्धारित अन्य बातों के साथ - साथ गुण , पॅकिंग और लेबल सम्बन्धी विशिष्टिकरणों की पुष्टि करता है , आवेदन पत्र के साथ भेजे जा सवते है ।
3. राज्य स्वास्थ्य प्राधिकारी / भारतीय मानक संस्था के उपर्युक्त प्रमाण-पत्रों के अतिरिक्त, आवेदनपत्त्र निम्नलिखित सूचनाओं के साथ दो प्रतियों में होने चाहिए :--
1. लगाई गई मशीनों की उनके श्राकार और क्षमता के साथ सूची ।
2. उपर्युक्त ( 1 ) में संकेतित मशीनरी की कीमत ।
3. गत तीन वर्षों में शिशु दुग्धाहार /माल्ट मिश्रित दुग्धाहार का वर्षवार , उत्पादन और उत्पावन का इसका कारखाना - मूल्य ।

4. निम्नलिखित मदों का उसके संभरण के स्रोतों के साथ गत तीन वर्षों के दौरान की खपत, यदि ये आयातित है तो मुख्य नियंत्रक, आयात- निर्यात / क्षेत्रीय लाइसेंस प्राधिकारियों द्वारा जारी किए गए आयात लाइसेंस की संख्या या रिहाई आदेश की संख्या दी जाए:-

2. सम्पूर्ण दुग्ध चूर्ण
3. ताजा दूध
4. दूध- वसा
5. शर्करा
6. माल्ट का सत्व / माल्ट
4. जिन वास्तविक उपयोक्ताओं ने स्प्रेटा पाउडर के लिए रिहाई आदेशों की मंजूरी के लिए आवेदन -पत्त्र पहले हो प्रस्तुत कर दिए हैं उन्हें ऊपर निर्दिष्ट अनुसार अपेक्षित प्रमाण- पत्र तथा सूचना ( दो प्रतियों में ) मम्बद्ध लाइसेंप प्राधिकारी को भेजनी चाहिए ।
यह भो निश्चय किया गया है कि शिशु दुग्ध श्रहार और माल्ट मिश्रित दुग्ध आहार के विनिर्माण में लगे हुए वास्तविक उपयोक्ताओं को पहले ही जारी किए गए रिहाई आदेशों के श्राधार पर स्प्रेटा पाउडर को रिहाई केवल ऐसे उपयोक्ताओं को की जाएगी जो ऊपर निर्दिष्ट प्रमाणपत्र तथा सूचना प्रस्तुत करेंगे । इस लिए स्प्रेटा पाउडर के लिए रिहाई आदेशों के धारक वास्तविक उपयोक्तानों को चाहिए कि वे अपेक्षित प्रभाणपत्र और सूचना (दो प्रतियों में ) सम्बद्ध लाइसेंस प्राधिकारी को भेजें जिससे कि वे स्प्रेटा पाउडर की रिहाई के लिए सम्बद्ध सरणीबद्ध करने वाले अभिकरण को आवश्यक अनुदेश जारी कर सकें ।
5. शिशु आहार के विनिर्माण के लिए स्प्रेटा पाउडर के आयात के लिए प्रस्तावित / नए एककों के आवेदनपत्रों पर तब तक विचार नहीं किया जाएगा जब तक कि उन की योजनायें तरल दूध उत्पन्न करने के लिए डेरी विकास कार्यों के लिए रूपांकित न हों और विशेषतया सरकार द्वारा अनुमोदित न कर दी गई हों ।
अनुजम्भ 1
शिशु दुग्ध आहार की विश्लेषक रिपोर्ट में निभ्नलिखित सूचना निहित होनी चाहिए -- 1. श्रार्द्रता , प्रतिशतना
2. कुल दुग्ध प्रोटीन , प्रतिशतता
3. कुल कार्बोहाइड्रेट्स ( स्युक्रोस , डेक्सट्रोस तथा डेक्सट्रिन्स , मारुट.स या लेबष्टस ) प्रतिशतता
4. कुल भस्म, प्रतिशतता
5. एच ० सी० एल में अघुलनशील भस्म, प्रतिशतता
6. दुग्ध-वसा, प्रतिशतता

8. विटामिन ए, आई यू प्रति 100 ग्राम
9. लोह ( जैसे एफ ई ) , मि ० ग्रा ० प्रति 100 ग्राम

टिप्पणी -उत्पाद की निश्नं पोर्टणु दुग्ध आहार के लिए भारतीय मानन विशिष्टि करण संख्या 1517 में विरिष्ट नमूना लेने तथा परीक्षण करने के तरीकों के अनुसार , कारखाने में लिए गए नमुने पर आधारित होनी चाहिए ।
अनुबन्ध 2
माल्ट मिश्रित दुग्ध आहार की विश्लेषक रिपोर्ट में निम्नलिखित सूचना निहित होनी चाहिए :-
1. श्रार्द्रता , भार में प्रतिशतता ।
2. कुल भस्म, शुष्कता के आधार पर भार में प्रतिणत्ता ।
3. एच सी एल में अघुलनशील भम्म, शुष्कता के आधार पर भार में प्रतिशतता ।
4. दुग्ध- वसा , शुष्कता के आधार पर भार में प्रतिशतता ।
5. नाइट्रोजन , शुष्कता के श्राधार पर भार में प्रतिशतता ।
6. घुलनशीलता , प्रतिशतता ।
7. जीवाणु सम्बन्धी गणना , प्रति ग्राम ।
8. केलिफोर्म गणना, प्रति ग्राम ।
टिप्पणी-उत्पाद की विश्लेषक रिपोर्ट माल्ट मिश्रित दुग्ध श्राहार के लिए भारतीय मानक विशिष्टिकरण संख्या 1806 तथा 2003 में निर्दिष्ट नमूने लेने तथा परीक्षण करने के तरीकों के अनुसार कारखानों से लिए गए नमूने आधारित होनी चाहिए । पर्
