NOTIFICATION
New Delhi , the 13th December 1973
G.S.R. 519 ( E ) . In exercise of the powers conferred by sub - section ( 1 ) of sec- tion 13 of the Central Sales Tax Act, 1956 ( 74 of 1956 ) , the Central Government hereby makes the following rules further to amend the Central Sales Tax (Regis- tration and Turnover ) Rules , 1957 , namely :-
1. ( 1 ) These rules may be called the Central Sales Tax ( Registration and Turn- over) ( Second Amendment ) Rules , 1973 .
(2) They shall come into force at once .
2. In the Central Sales Tax ( Registration and Turnover ) Rules 1957 ( hereinafter referred to as the said rules ) , in rule 12 ,-
( i) in sub - rule ( 5 ) , the following provisos shall be inserted , namely :-
"Provided that a single declaration may cover transfer of goods , by a dealer , to any other place of his business or to his agent or principal , as the case may be , effected during a period of one calendar month:
Provided further that if the space provided in form ' F ' is not sufficient for making the entries , the particulars specified in form ' F ' may be given

in separate annexures attached to that form so long as it is indi- cated in the form that the annexures form part thereof and every such annexure is also signed by the person signing the declaration in form ' F' : ;
Provided further that form ' F ' in form before the commencement of the Central Sales Tax ( Registration anl Turnover ) ( Second Amendment ) Rules , 1973 may continue to be used up to 31st day of December , 1974 with suitable modifications . " ;
(ii) in clause ( a ) of sub - rule 8 , after the proviso , the following further proviso shall be inserted , namely :-
Provided further that in the case of a company incorporated under the Companies Act , 1956 ( 1 of 1956 ) , the declaration in form ' C' or in form 'F' can also be signed by any other officer of the company authorised under the Memorandum or Articles of Association of the company or under any other special or general resolution of the company or under a resolution passed by the Board of Directors of the company , to authenticate any document on behalf of such company ..
3. In form ' F ' appended to the said rules , after the words " Number and date of invoice " occurring in all the three parts of such form marked as " counterfoil " , "duplicate" and " original " , the words " or challan or any other document under which goods were sent " shall be inserted .

सा० का० मि० 519 ( श्र ) केन्द्रीय सरकार , केन्द्रीय विक्रय कर अधिनियम , 1956 (1956 का 74 ) की धारा 13 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्रीय विक्रय कर ( रजिस्ट्रीकरण और व्यापारावर्त ) नियम, 1957 में और संशोधन करने के लिए निम्न- लिखित नियम बनानी है , अर्थातः--
1. ( 1 ) इन नियमों का नाम केन्द्रीय विक्रय कर ( रजिस्ट्रीकरण श्रीर व्यापारावर्त ) (द्वितीय संशोधन ) नियम, 1973 है ।
( 2 ) ये नियम तुरन्त प्रवृत्त होंगे ।
2. केन्द्रीय विक्रय कर ( रजिस्ट्रीकरण और व्यापारावर्त ) नियम , 1957 ( जिमे इसमें इसके पश्चात् उक्त नियम कहा गया है ) के नियम 12 में, -
(i ) उपनियम ( 5 ) में, निम्नलिखित परन्तुक अंतःस्थापित किए जाएंगे , श्रर्थातः
"परन्तु एक कैलेण्डर मास की अवधि के दौरान , व्यवहारी द्वारा , यथास्थिति , अपने कारबार के किसी अन्य स्थान को या अपने अभिकर्ता या मालिक को किया गया माल का श्रन्नरण एकल घोषणा में आ सकेगा.
परन्तु श्रौर कि र्याद प्ररूप'च ' में उपबधिन खाली स्थान प्रविष्टियों के लिए पर्याप्त न हो, तो प्ररूप ' च' में विनिदिष्ट विणिष्टियां जब तक उस प्ररूप से संलग्न पृथक उपाबंधों THE GAZETTE OF INDIA EXTRAORDINARY

में दी जा सकेंगी , जब तक प्ररूप में यह उपशित क्रिया जाता है कि उपाबंध उसके अंग हैं और प्ररूप ' च ' में घोषणा पर हस्ताक्षर करने वाले व्यक्ति द्वारा ऐम प्रत्येक उपाबंध पर भी हस्ताक्षर किया जाता हैः
परन्तु और कि केन्द्रीय विक्रय कर ( रजिस्ट्रीकरण और व्यापारावर्त ) ( द्वितीय संशोधन ) नियम, 1973 के प्रारम्भ होने से पूर्वप्रवृत्त 'च ' उपर्युक्त परिवर्तनों सहित 31 दिसम्बर, 1974 तक प्रयुक्त किया जा सकेगा;
( ii ) उप -नियम 8 के खंड ( क ) में, परन्तुक के पश्चात्, निम्नलिखित और परन्तुक अंतःस्थापित किया जाएगा, अर्थातः
परन्तु यह और कि कंपनी अधिनियम , 1956 ( 1956 का 1 ) के अधीन निगमित किसी कंपनी की दशा में , प्ररूप ' ग ' में या प्ररूप ' च ' में घोषणा , कंपनी के ज्ञापन या संगम- अनुच्छेद के अधीन अथवा कंपनी के किसी अन्य विशेष या साधारण संकल्प के अधीन अथवा कंपनी के निदेशकों के बोर्ड द्वारा पारित संकल्प के अधीन , ऐसी कंपनी की ओर से किसी दस्तावेज को अधिप्रमाणित करने के लिए प्राधिकृत कंपनी के किसी अन्य अधिकारी द्वारा भी हस्ताक्षरत की जा सकेगी । "
3. उक्त नियमों से संलग्न प्ररूप ' च ' में , 'प्रतिपर्ण ', " दूमरी प्रति " और " मूल प्रति " के रूप में चिन्हित ऐसे प्ररूप के सभी तीनों भागों में आए हुए " बीजक की संख्या और तारीख " शब्दों के पश्चात् "या चालान या कोई अन्य दस्तावेज जिसके अधीन माल भेजा गया था " शब्द अंतः स्थापित किए जाएंगे ।
