No. 11 (t ) -Tar / The Trif Commission has submitted its Report ( 1973 ) in the Review of the Automobile Ancillary Industry as required in the Government's Resolution No. 8 (1 ) -Tar /68 dated the 9th November , 1968. The Commission's recommendations and the Government's decisions thereon are given in the Table below :-

Data relating to Automobile 'Ancillary Industry .
The recommendation is being examined with a view to taking appropriate action by the Ministries of Heavy Industry and Industrial Development .
I There is no single Governmental authority which is in a position to furnish compre- hensive data on the automobile ancillary industry as a whole . In the small scale sector the position is worse : there does not appear to be even a systematic enu- meration of the units established . This is a serious lacuna in the present arrange- ments to ensure proper development of the industry. Government may, there- fore , urgently examine this problem and consider.

(a) entrusting the function of coordinating all important data regarding the orga- nized sector of the industry to one suitable agency ,
(b) entrusting to the Development Com- missioner , Small Scale Industries , the responsibility of regularly undertaking periodical census of the units establi- shed in the small scale sector and col- lect all the relevant data , such as capa- city, production , number of persons employed, etc. , regarding them ; and
(c) en uring, through a Central agency , coordin tion and scrutiny of all the data collected in the organised and small scale sectors , so that a complete picture ofthe development of the anci- Hary industry is available at one source .
Capacity
Government have taken note of this recom- mendation for appropriation action by the Department concerned .
2 The information on the licensed and instal led capacities of the automobile ancillary units , furnished to the Commission showed that in the case of a larger number of units , the licensed capacities were lower than the installed capacities . The Direc- torate General of Technical Development should, therefore , urgently undertake the work of technically assessing and specify- ing item- wise , the licensed and installed capacities ofancillary manufacturing units in the industry .
Demand and current production
Government have taken note of this recom- mendation .
3 If past experience of the performance of the industry is any guide , the demand esti- mates for ancillary items for 1978-79 , made by the Working Group of the Task Force, set up under the Planning Com- mission , would appear to be on the opti- mistic side . There are constraints of production which have to be taken into account . The Commission would, there- fore, like to emphasise the need for a cau- tious approach in estimating the targets ofproduction .

Government have taken note of this recom- mendation for implementation as far as possible . The attention of the State Directors of Industries and the small scale producers of ancillaries and their associations , 15 also drawn to this recom- mendation .
4 There was unhealthy competition in this industry, due mainly to the indiscriminate establishment of small units in a number of states without proper assessment of the demand for their products and the ability of the units to face competition . Even if it were not possible to limit the number of ancillary producers by any governmental action , promotional agen- cies like the Small Industries Service Institutes and State Directorates , should, with a view to discouraging ruinous, un- healthy competition among small - scale units , bring out literature , circulars , etc. which would give factual and realistic appraisal of supply and demand situation and survival prospects , in different re- gions, for the guidance of the prospective small scale units ,
Government have taken note of this r commendation for appropriate action , In order to help the proper assessment of the progress of indigenisation , the auto- mobile components may be classified broadly under the categories indicated in paragraph 29.15 of the Commission's Re- port(1968 ) on the continuance of protec- tion to the Automobile Industry , repro- duced below :
(i) Components , both firished and semi- finished, which are not likely to be pro- duced in the country within the next five years ;
(ii) Components , both finished and semi- finished , which are partly being manu- factured in the country and are partly being imported owing to inadequate production or non - availability of the requisite designs and specifications , or lack of volume of requirements ;
(iii ) Components which are being manu- factured in the country in the requisite quantities .
It wouldbe desirable if the Directorate General of Technical Development could maintain more detailed information in respect of category ( ii ) above so as to show separately imports owing (a) inadequate production: and (b) non- availability of requisite designs and speci- fications ; and (c) lack of volume of re- quirement.

Quality and Standards
Attention of the respective Associations and producers is drawn to these recom mendations , and Government have taken note of parts (b) and ( c) of the recom- mendation ana will take steps to imple- ment them as far as possible . Attention of Indian Standard Institution also i drawn to part ( b ) of the recommendation If Government finally decides to consti- tute the Committee as in Recommenda- tion ( c) , this Committee will lock into Recommendation (4) also a algust appropriate action ,
6 In spite of the fact that most of the manu- facturers of ancillaries in the organised sector have , or have had , the benchit of foreign technical collaboration and also have the advantage of possessing the necessary testing equipment of their own , the ancillaries produced in the country do not conform to the expected quality standards . The Commission had arawn pointed attention to this aspect in its carlier report , but it has not received the attention it deserves . The products pro- duced in the small sca e sector are still worse . The mushroom growth of units in this sector and the resulting scamble among them for the available market has also contributed substannally to the lack of quality consciousness on their part. The Commission commenus following measures to remeny this situation :
(a) in the organised sector , the concerned Associations , viz. , the All India Auto- mobile and Ancillary Iraustuies Asso- ciation, and the Association of Indian Automobile Manufacturers , should consider what steps they can take to ensure that the members conform to the quality standards acceptable to all ;
(b) in the small scale sector , the Indian Standards Institution should , on a priority basis , take up the question of laying down stanasics for items icser- ved for the small scale sector ; and
(c) a small Committee consisting of the representatives of the All India Auto- mobile and Ancillary Industrics As- sociation , Association of Indien Auto- mobile Manufacturers , the Small In- dustries Service Institutes , and the Federation of Associations of small In- dustries of India , should be constituted . This Committee could meet at regular Intervals to exchange views and dis- cuss the difficulties of the industry including those relating to quality problems . This would cnable the in- dustry to identify specific hurdles to be overcome and for corrective steps to be taken . This Committee could also work out a plan for setting up quality testing facilities at certain cen- tral places for the benefit of small scale units .

Prices
Noted for implementation to the extent possible . The attention of the incustry is also drawn to the latter part of the recommendation .
7 If any scheme of equitable distribution of raw materials at reasonable prices could be evolved it would help to bring down the prices of ancillaries significantly : but it is obvious that a long- term stability of prices of ancillaries will continue to be difficult of achievement unless production also is brought up to be in step withde- mand in place of there being chronic short- tage of certain items as at present.
Exports
The recommendation has been noted . The scope available for export of automobile ancillaries and the need for gearing pro- duction for export and the measures of assistance required for this purpose , will be examined in detail in consultation with the ministries and authorities concerned .
8 There is no point in going for capacity ex- pansion in a big way in respect of ancil- lary industry with a view to creating sur- plus capacity for export purposes , with- out creating & stable base for it in the domestic market . The approach towards the promotion of exports will have to con- tinue to be selective . However , once some realistic export targets and incentive poli- cies are framed, it is necessary to ensure that the policies laid down are actually implemented and the targets attained . It would , for instance , be desirable to undeı- take a periodical re - examination of the export incentive policies to take note of the increasing costs of production of ex . portable components and to review the procedures for claiming duty drawback to make them simple and expeditious .

मोटर गाडी अनुषंगो उद्योग में सम्वन्ध्रिा श्रांकडे
( 1 ) ऐसा कोई एक सरकारी प्राधिकरण नही है जा, मनत्र रूप से मोटर गाडो अनुरंगी उद्योग के बारे में व्यापक रूप से आंकडे देने की स्थिति में हों । लघु पैमाने के क्षेत्र में स्थिति और खराब है :
भारी उथान तथा औद्योगिक विकास मंत्रानयों द्वारा समुचित कार्यवाही करने की दृष्टि में भिकारिश विचार किया जा रहा है ।
ऐमा प्रतीत होता है कि स्थापित एकको का कमचन्ध परिगणना भी नहीं है । उद्योग का समुचित विकारभ सुनिश्चित करने के लिए विद्यमान प्रबन्धों में यह एभ कमी है । थनः सरकार तुरन्त इम ममस्या का अध्ययन को और निम्नलिखित पर विचार करे :
(क) किसी उपयुक्त अभिकरण को संगठित क्षेव के सम्बन्ध में सभी महत्वपूर्ण किडे सम न्विन करने का कार्य सोंपेगा ;
(ख ) विकास आयुक्त, लघु उद्योग को , लघु उद्योग क्षेत्र में स्थापित एककों की समय- समय पर नियमित रूप से गणना करने और उनके बारे में क्षमता, उत्पादन , रोजगार में लगे व्यक्तियों को सख्या , श्रादि सम्बन्धित सभी संगह किडे एकषित करने का उत्तरदायित्व सोंपना, तथा
(ग) एक केन्द्रीय श्रधिकरण के माध्यम से, संग- ठित तथा लघु उद्योग क्षेत्रों से एकत्रित किए गए सभी आंकडों का सम्बन्ध तथा उनकी संवीक्षा सुनिश्चित करना , ताकि अनुषंगी है उद्योग के विकास का सम्पूण चित्र एक ही जगह उपलब्ध हो गये ।

क्षमता
मरकार ने , मम्बन्धित विभ द्वारा उचित कार्यवाही करने के लिए इम सिफारिश को नोट कर लिया है ।
(2) मोटर गाडी अनुषंगी एककों की लाइझेंग प्राप्त और सुस्थापित क्षमताओं के मम्बन्ध में आयोग को प्रस्तुत की गई जानकारी से यह पता चलता है कि अधिकांश एककों के मामले में लाइसेंम प्राप्त क्षमतायें , सुम्था- वित क्षमताश्रो की अपेक्षा कम थी । अतः तकनीकी विकास के महा निदेशालय को इस आयोग में लगे अनुषंगी एककों की लाइसेंस प्राप्त तथा मुस्थापित क्षमताओं का तकनीको रूप में निर्धारित करने तथा मदवार ब्योरा देने का कार्य पुरन्त शुरू करना चाहिए ।
मांग तथा वर्तमान उत्पादन
( 3 ) अगर उद्योग के कार्य निष्पादन के विगत अनुभव से कोई निदेशन मिल सकता है तो योजना आयोग के श्रतगत म्थापित टास्क फोर्स के कार्यकारी दल द्वारा अनुसगी मदोंके लिए 1978-79 के मांग प्राक्कलन काफी बढे चढे प्रतीत होगे । उत्पादन पर कुछ बंदिशें होती हैं जिस पर ध्यान देना पड़ना है श्रनः आयोग के उत्पादन के लक्ष्यों का अनुमान लगाने में मावधानी मे काम जलने की आवश्यकता पर बन्न देना वाहेगा ।
सरकार ने इस सिफारिम को नोट कर लिया है ।
यथा सरकार ने इम सिफारिश को मभव कार्यन्त्रित करने के लिए नोट कर लिया है उद्योगों के राज्य निदेशकों तथा अनुपणी वस्तुओं के छोटे उत्पादकों व उनकी एपोसिए- शनों का ध्यान भी इस सिफा- रिश की और दिलाया गया है ।
( 4) इम उद्योग में मुख्य रूप से छोटे एककों के उत्पादों की मांग का तथा प्रतियोगिता का मामना करने की उनकी मामध्य का ममुचित अनुमान लगाए बिना अनेक राज्यों में अन्धाधुन्ध उनकी स्थापना के कारण ही अस्वस्थ प्रतियोगिना रही । यदि किसी सरकारी कार्यवाही से अनुषगी के उत्पादकों की सख्या सीमित करना सम्भव नहीं था तो छोटे पैमाने के एककों में घानक, अस्वस्थ्य प्रतियोगिता को हतोत्साहित करने के विचार मेलघु उद्योग सेवा मस्थान तथान राज्य निदेशालयों जैसे संवधनात्मक अभिकरणों को ऐसा THE GAZETTE OF INDIA EXTRAORDINARY [PART I-SEC . 1 ] 320

साहित्य , परिपत्र श्रादि निकालने चाहिए थे जिनमें सम्भावित छोटे पैमाने के एककों के माग दशन के लिए विभिन्न क्षेत्रों में , मांग एवम सप्लाई स्थिति का सही तथा वास्तविक मुल्यान्कन दिया हो तथा यह बताया गया हो कि उन एककों के जीवित रहने की किननी सम्भावनाएं हैं ।
सरकार ने इस सिफारिस को उपर्युक्त कार्यवाही के लिए नोट कर लिया है ।
( 5 ) स्वदेशीकरण की प्रगति उचित अनुमान लगाने में सहायता देने के उद्देश्य से मोटर गाडी सर्वतक मोटे तौर पर मोटर गाडी उद्योग का संरक्षण जारी रखने के सम्बन्ध में आयोग की रिपोट ( 1968 ) के पैरा- ग्राफ 29.15 में बताए गए वर्गों के अन्तर्गत वर्गीकृत किया जाए, जैसा कि नीचे बताया गया है:
( 1 ) संघटक तैयार व अर्ध -तैयार दोनों प्रकार के जिनके श्रागामी पाँच वर्षों में देश में तैयार होने की सम्भावना नहीं है ।
( 2 ) सघटक तैयार व अर्ध -तैयार बोनों प्रकार के , जिनका अशतः देश में विनिर्माण हो रहा है तथा अपर्याप्त उत्पादन अथवा अपेक्षित डिजाइनों व विशिष्टिताओं की अनुपलब्धता अथवा आवश्यक- ों की मात्रा की कमी के कारण अशतः आयात किया जाता है ।
( 3) संघटक जिनका अपेक्षित मात्रा में देश में विनिर्माण हो रहा है ।
यह बाछनीय होगा यदि तकनीकी विकास महा- निदेशालय उपरोक्त को ( 2 ) के सम्बन्ध में और अधिरु विस्तृत जानकारी रखें ताकि ( क) अपर्याप्त उत्पादन ,

( ग ) अपेक्षित मात्रा की कमी , के कारण होने वाले आयातों को अलग अगल दिखाया आ सके ।
क्वालिटी तथा मानक
( 6 ) इस तथ्य के बावजूद कि सगठित क्षेत्र में अनुषंगी सामान के बहुत से विनिर्माताओ को विदेशी तकनीकी सहयोग का लाभ प्राप्त है अथवा था तथा स्वयं अपने आवश्यक परीक्षण उपसकर होने का लाभ प्राप्त है , देश में उत्पादित अनुषंगी सामान अपेक्षित क्वालिटी मान को से मेल नहीं खाता । आयोग ने अपनी पहली रिपोट में इस पहल पर ध्यान आकर्षित किया था लेकिन इस पर जितना ध्यान दिया जाना चाहिए था उतना नहीं दिया गया । लघु क्षेत्र में उत्पादित उत्पाद और भी खराब है । इस क्षेत्र में एककों का अन्धाधुन्द विस्तार होने तथा फलस्वरूप उपलब्ध बाजार के लिए उनकी श्रापम में होड होने से भी उनमें क्वालिटी के प्रति जागरूकता का अभाव रहा है आयोग ने इस स्थिति के उपचार के लिए निम्नलिखित उपायों की सिफारिश की है :-
सम्बन्धित एसोसिएशनों व उत्लाद- कों का ध्यान इन सिफारिशों को और आर्कषित किया गया है तथा सरकार ने सिफारिश के भाग (ख ) व ( ग ) भागों पर गोर किया है और तथा सम्भव उनको कार्यान्वित करने के लिए कदम उठाएगी । भारतीय मानक सस्थान का ध्यान भो सिफारिश के भाग ( ख ) की भौर आर्कषित किया गया है । अन्ततः यदि सरकार सिफा- रिश के भाग ( ग ) में निविष्ट समिति गठित करने का त्रि- निश्चय करती है तो यह समिति सिफारिश ( 4) पर भी गोर करेगी तथा समुचित कार्यवाही का सुझाव देगी ।
(क) संगठित क्षेत्र में , सम्बद्ध ऐसोसिएशनों अर्थात अखिल भारतीय मोटरगाडी तथा अनुषगी उद्योग एसोसिएशन , और भारतीय मोटर- गाड़ी विनिर्माता संगठन को यह विचार करना चाहिए कि यह सुनिश्चित करने के लिए कौन से कदम उठाए जायें कि सदस्य सभी को स्वी- कार्य क्वालिटी मानको के अनुरूप ही माल बनाऐं ।
(ख ) लघु उद्योग क्षेत्र में, भारतीय मान संस्थान को लघु उद्योग के लिए सुरक्षित मदों के मानक निर्धारित करने का काम प्राथमिकता के आधार पर आरम्भ करना चाहिए , और THE GAZETTE OF INDIA EXTRAORDINARY

( ग ) एक छोटी सी समिति गठिन की जाए , जिसमें अखिल भारतीय मोटरगाडी तथा अनुषंगी उद्योग एसोसिएशन , भारतीयि मोटर गाडी विनिर्माता एसोसिएशन, लघु उद्योग सेत्रा सप्यातों और भारतीय उघु उद्योग एमोसिएशनों की फैडरेशन के प्रतिनिधि शालिमल हों । यह समिति , उद्योग सम्बन्धी कठिनाइयों, जिन में क्वालिटी से सम्बन्धित समस्याएँ भी शामिल हैं, के विषय में विचार - विनिमय और बात चीत करने के लिए नियमित रूप से समय समय पर बैठकें बुला सकती हैं । इससे उद्योग , कुछ ममस्याएँ हल कर सकेगा और सुधारात्मक उपाय भी कर सकेगा । यह ममिति, लघुउद्योग एककों के लाभ के लिए कुछ विषेश केन्द्रीय स्थानों पर क्वालिटी परीक्षण सुविधाश्रों की स्थापना करने से सम्बन्धित एक योजना भी बना सकतो है ।

कीमतें
यथासभत्र सीमा तक कार्यान्वित करने के चिए नोट कर ली गई । विकारिश के अतिम भाग को प्रोर उद्योग का ध्यान दिलाया जाना है ।
( 7 ) यदि कच्चे माल के उचित कीमतों पर न्याय संगत वितरण की कोई योजना बनाई जाए तो उस से अनुषंगी मदों की कीमतें कम करने में काको मदर मिलेगी, किन्तु यह बात स्पष्ट है कि जब तक कुछ खास मदों की काफी समय में अब तक बतो ग्रा रही कमी के स्थान पर , मांग के श्रनुमार उत्पादन को बढाया नहीं जाता तब तक अनुसंगी मदों की कीमतों में दीर्घकाल तक स्थिरता बनाए रखने में सफलता मिलना कठिन ही है ।
निर्यात
सिंकफारिश नोट कर ली गई है । मोटर- गाडी अनुषंगी उद्योग के निर्यात के लिए उपलब्ध गुंजायश और निर्यात के लिए उत्पादन बढाने की जरूरत और इस प्रयोजन के लिए अपे- क्षिन उपायों पर सम्बद्ध मंत्रा- लयों और प्राधिकारियों के ( 8) आन्तरिक बाजार में इस बात के लिए स्थिर आधार बनाए बगैर निर्यात प्रयोजनों के लिए ही अतिरिक्त क्षमता बढाने के विचार से अनुषंगी उद्योग को क्षमता में व्यापक स्तर पर विस्तार करने का अर्थ नहीं है । निर्यातों के संवर्धन के लिए निरतर चयनात्मकता दृष्टिकोण रखना होगा । तथापि, जब एक बार कोई यथार्थ निर्यात लक्ष और प्रोत्माहृन नीतियां निर्धारित हो जाऐंगी तो यह सुनिश्चित करना [PART I-SEC. 1 ] THE GAZETTE OF INDIA EXTRAORDINARY

परामर्श में विस्तारपूर्वक विचार किया जाएगा ।
आवश्यक होगा कि जो नीतियां निरूपित की गई हैं, वास्तविक रूप में उन का कार्यान्वयन हो और लक्ष्य प्राप्त किए जाएं । उदाहरण के लिए, यह वान्छनीय होगा कि निर्यात किए जाने के योग्य उपकरणों की बढती हुइ लागत पर गौर करने और शुल्क वापसी दावा करने की क्रिया - विधि को सरल और शीघ्र- कारी बनाने के विचार से उसकी पुनरीक्षा करने के लिए समय -समय पर पुर्नावचार किया जाए ।
आदेश
आदेश दिया जाता है कि संकल्प को भारत के राजपत्न में प्रकाशित किया जाये और उसकी एक प्रति सभी सम्बद्धों को प्रेषित की जाए ।
