New Delhi , the 26th June 1974
G.S.R. 281 ( E) . -In exercise of the powers conferred by sections 10 , 28. 30 and 74 of the Indian Post Office Act , 1898 (6 of 1898 ) , the Central Government hereby makes the following rules further to amend the Indian Post Office Rules , 1933 , namely :
1. ( 1 ) These rules may be called the Indian Post Office ( Third Amendment) Rules , 1974 .
(2) They shall come to force on the Ist day of July , 1974.

2. In the Indian Post Office Rules , 1933-
(a) for rules 5 , 5A and 5B , the following rules shall be substituted , namely :
"5. The following rates of postage shall be chargeable on postal articles where the postage isprepaid.

The Director General shall , from time to time , declare in the Post Office Guide , Part II , the countries and places to which insured boxes can be transmitted by the Foreign Letter Post .
VII . PARCELS :
The Director General shall , from time to time , declare in the Post Office Guide , Part II , the countries and places to which parcels may be transmitted by the Foreign Post and the rates of post chargeable in each case .
Postage and other charges due on parcels which are returned as undeliverable from the coun tries and places of destination in accordance with the arrangements in force between India any such countries and places shall be recovered from senders in India ,

Provided that if a request is made for transmission by telegraph , the cost of the telegram , and where applicable of the reply , shall be collected in addition to the inquiry fee" ;
(d ) in rule 201 , in sub - rule (4) , for the words " at the rate of rupee one for each inland postal article or at the rate of rupees three for each foreign postal article , to which it relates " , the words , " at the rate of rupee one for each inland postal article or at the rate of rupees two and twenty five paise for each foreign postal article to Australia , Japan , Laos , Thailand , Newzealand , Korea , Phillipines , the Republic of China and Indonesi or at the rate of rupees three for each foreign postal articles to all other foreign countries , to which it relates " shall be substituted .

सा० का ० नि ० 281 ( अ) केन्द्रीय सरकार , भारतीय डाकघर अधिनियम, 1898 (1898 का 6) की धारा 10 , 28 , 30 और 74 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारतीय आकषर नियम , 1933 में और संशोधन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्ः--
1. ( 1 ) इन नियमों का नाम भारतीय डाकत्रर ( तृतीय संशोधन) नियम , 1974 है ।
( 2 ) ये 1 जुलाई, 1974 को प्रवृत्त होंगे ।
2. भारतीय डाकघर नियम , 1933 में-
( क ) नियम 5. 5क और 50 के स्थान पर निम्नलिखित नियम रखे जाएंगे , अर्थात्:--

महानिदेशक, मनय- सनय पर डाकघर गाइड , भाग 2 में उन स्थानों और देणों की घोषणा करेंगे जहा के लिए विदेशी डाक से पार्सल भेजे जा सकते है और माथ ही हर मामले में वसूल की जामे वाली डाक- भार की दरें भी बताएंगे ।
ऐसे पार्सेलों पर जो भारत और ऐम अन्य देणों के बीच प्रवृत्त इन्तजामों के अनुमार बिना वितरण हुए गंतव्य देशों और स्थानों से वापस किए जाते हैं , शोध्य डाक महसूल और अन्य प्रभार भारत में प्रेषकों से बमूल किए जाएंगे ।
5. ( क ) जबकि डाक महसूल की पूर्व अदायगी कर दी गई हो तब छपी मामग्री के भारी थैले के कुल वजन पर डाक महसूल की निम्नलिखित दरें प्रभारित की जाएंगी, अर्थात् :--

(ग) नियम 71-क में उपनियम ( 2 ) के स्थान पर निम्नलिखित उपनियम रखा जाएगा, प्रर्थात्:-
(2 ) जब किसी वस्तु के से भारत में डाक द्वारा भेजा गया हो और विश्व डाक मंच के किसी देश के पते पर लिखा गया है, प्रेषक ने वितरण संज्ञापन शुल्क की अदायगी नहीं की है ( नियम 71 ) भौर वह उस वस्तु के निपटान के बारे में पूष्ठता करने की इच्छा करता है, तो यह नीचे यथा उपदशित शुल्क की अदायगी करणे पर इस सेवा का हकदार होगा:-
