New Delhi , the 27th September 1974
S.O. 572 ( E ) -The following Order made by the President is published for goneral Information:-
ORDER
Whereas my predecessor - in - office had on 28th March , 1974 made an Order , suspending for a period of six months the operation of certain provisions of the Government of Union Territories Act , 1963 ( 20 of 1963 ) , ( hereinafter referred to as " the Act " ) in relation to the Union territory of Pondicherry , and making certain incidental and consequential provisions which appeared to him to be necessary and expedient for administering the Union territory of Pondicherry in accordance with the provisions of article 239 of the Constitu- tion during the aforesaid period;
And whereas I have received a report from the Administrator of the Union territory of Pondicherry and after considering the report and other information received by me , I am satisfied that the situaticsituation inin the Unionnion territory continues to be such that the adminis- tration of that territory cannot be carried on in accordance with the provisions of the Act and that for the proper administration of the Union territory it is necessary that the operation of the provisions of the Act suspended by my predecessor - in -office under the said Order should continue to remain suspended and the incidental and consequential provisions made therein should continue to operate beyond the period of six months mentioned in the said Order;
Now , therefore , in exercise of the powers conferred by section 51 of the Act and all other powers enabling me in that behalf , I , Fakhruddin Ali Ahmed , President of India, hereby direct--

( a) that the operation of the provisions of the Act suspended by virtue of clause (a) of the aforesaid Order of my predecessor - in - office shall continue to remain suspended and the incidental and consequential provisions made by virtue of clause (b ) of the aforesaid Order shall continue to be operative , for a further period of six months with effect frm the 28th September , 1974 ; and (b) that for the words " six months " occurring in clause ( a) of the aforesaid Order , the words " one year " shall be substituted .

फा० ग्रा० 572 ( प्र) -राष्ट्रपति द्वारा किया गया निम्नलिखित आदेश सर्व साधारण की सूचना के लिए प्रकाशित किया जाता है ।
आवेश
यतः मेरे पद में पूर्ववर्ती ने पांडिचेरी के संघ राज्य क्षेत्र के सम्बन्ध में संघ राज्य क्षेत्र सरकार अधिनियम 1963 ( 1963का 20) ( इसमें इसके पश्चात् "अधिनियम " के रूप में निर्दिष्ट) के कतिपय उपबन्धों के प्रवर्तन को छः मास की अवधि के लिए निमम्बित करते हुए और कतिपय मानुषांगिक और परिणामिक उपबन्धों को जो उनको उक्त अवधि के दौरान संविधान के अनुच्छेद 239 के उपबन्धों के अनुसार पांडिचेरी के संघ राज्य क्षेत्र के प्रशासन के लिए आवश्यक और समीचीन प्रतीत हुए , बनाते हुए , 28 मार्च , 1974 को आदेश पारित किया था ;
और यतः मुझे पांडिचेरी के संघ राज्य क्षेत्र के प्रशासक से रिपोर्ट प्राप्त हुई है और रिपोर्ट और मेरे द्वारा प्राप्त अन्य सूचना पर विचार करने के पश्चात्, मेरा समाधान हो गया है कि संघ राज्य क्षेत्र की स्थिति ऐसी है कि उस राज्य क्षेत्र का प्रशासन अधिनियम के उपबन्धों के अनुसार नहीं चलाया जा सकता और संघ राज्य क्षेत्र के उचित प्रशासन के लिए यह आवश्यक है कि उक्त आदेश के अधीन मेरे पद में पूर्ववर्ती द्वारा निलम्बित किए गए अधिनियम के उपबन्धों. का प्रवर्तन निलम्बित बना रहना चाहिए और उसमें किए गए श्रमुषांगिक और परिणामिक उपबन्ध उक्त आदेश में उल्लिखित छः मास की अवधि के परे प्रवृत्त बने रहने चाहिए ;
अतः अब अधिनियम की धारा 51 द्वारा प्रदत्त शक्तियों और उस निमित्त मुझे समर्थ बनाने वाली अन्य सभी शक्तियों का प्रयोग करते हुए मैं. फखरुद्दीन अली अहमद , भारत का राष्ट्रपति, एतद्वारा निदेश देता हूं:-
(क) कि पद में मेरे पूर्ववर्ती के उक्त आदेश के खण्ड ( क ) के आधार पर निलम्बित किए गए अधिनियम के प्रावधानों का प्रवर्तन निलम्बित बना रहेगा और उक्त THE GAZETTE OF INDIA EXTRAORDINARY

आवेश के खण्ड ( ख ) के आधार पर बनाए गए आनुषांगिक और परिणामिक उपबन्ध 28 सितम्बर, 1974 से छः मास की अतिरिक्त अवधि के लिए प्रवृत्त बने रहेंगे; और
( ख ) उक्त आवेश के खण्ड ( क ) में आने वाले "छः मास " शब्दों के स्थान पर " एक वर्ष" शब्द प्रतिस्थापित किए जाएंगे ।
