New Delhi the 6th November 1974
G.S.R. 454 ( E) . The following draft of certain rules which the Central Government proposes to make , in exercise of the powers conferred by sub - section ( 1 ) of section 122 of the Major Port Trusts Act , 1963 ( 38 of 1963 ) , is hereby published as required by sub- sectiontion (2) of the said section for the information of all personssons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration on or after the expiry of a period of forty- five days from the date of publication of this notification in the Official Gazette .
2. Any objections or suggestions which may be received from any person with respect to the sald draft before the expiry of the said period will be taken into consideration by the Central Government .
DRAFT RULES
1. Short title and application.-( 1 ) These rules may be called the Board of Trustees of the port of Madras (Payment of Fees and Allowances to Trustees ) Rules , 1974.
(2) They shall, subject to the provisions of section 18 of the Act , apply to the Board of Trustees of the port of Madras and also to the Committees set up by the Board from time to time.
2. Definitions . Unless the context otherwise requires-
(a) 'Act' means the Major Port Trusts Act, 1963 (38 of 1963 ) ;
(b) words and expressions used in these rules shall have the meanings assigned to them in the Act .

3. Fees payable . Every Trustee of the Board of Trustees of the port of Madras , other than the Chairman , the Deputy Chairman or any other Trustee who is a servant of the Government , shall be entitled to a fee of rupees twenty five for attendance at each ordinary or special meeting of the Board and rupees fifteen for attendance at each meeting of any Committee at which a quorum is present and business is transacted:
Provided that the aggregate amount of fees payable to any Trustee in respect of the meetings held during any month shall not exceed rupees one hundred and fifty.

सा० का ० मि० 454 ( श्र) . कतिपय नियमों का निम्नलिखित प्रारूप जिसे केन्द्रीय सरकार महा पत्तन न्यास अधिनियम , 1963 ( 1963 का 38 ) की धारा 122 की उप-धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , बनाने की प्रस्थापना करती है, उक्न धारा की उप-धारा ( 2 ) द्वारा यथा अपेक्षित उन सभी व्यक्तियों की जानकारी के लिए प्रकाशित किया जाता है, जिनका उससे प्रभावित होना संभाव्य है और यह सूचना दी जाती है कि उक्त प्रारूप पर राजपत्र में इम अधिसूचना के प्रकाशन की तारीख से पैंतालीस दिन की अवधि की समाप्ति पर या उसके पश्यात् विचार किया जाएगा ।
2. उक्त प्रारूप की बाबत उक्त अवधि की समाप्ति मे पूर्व जो आक्षप या सुझाव किसी व्यक्ति से प्राप्त हो सकेंगे , उन पर केन्द्रीय सरकार द्वारा विचार किया जाएगा ।
प्रारूप नियम
1. संक्षिप्त नाम और लागू होना बोर्ड ( न्यासियों की फीस ( 1 ) इन नियमों का संक्षिप्त नाम मद्रास-पत्तन न्यासी और भत्तों का संदाय) नियम, 1974 है ।
( 2 ) अधिनियम की धारा 18 के उपबन्धों के अधीन रहते हुए ये मद्राम -पत्तन "न्यासी बोर्ड को तथा समय- समय पर बोड द्वारा स्थापित समितियों को भी लागू होंगे ।
2. परिभाषाएं-जब तक कि सन्दर्भ से अन्यथा अपेक्षित न हो-
(क ) " अधिनियम" से महा पत्तन न्यास अधिनियम, 1963 ( 1963 का 38 ) अभि- प्रेत है ;
(ख ) इन नियमों में जो शब्द और पद प्रयुक्त किए गए हैं, उनके वही अथ होंगे , जो अधिनियम में उनके हैं ।
3. संवेय फीस-अध्यक्ष , उपाध्यक्ष या किसी अन्य न्यासी, जो सरकारी सेवक हैं, से भिन्न मद्रास पत्तन न्यासी बोर्ड का प्रत्येक न्यासी, बोर्ड के प्रत्येक साधारण या विशष अधिवेशन में हाजिर SEC . 3 ( i ) ]

होने के लिए पच्चीस रुपये और किसी समिति के प्रत्येक अधिवेशन में , जिसमें गणपूर्ति हो और कारबार किया गया है, हाजिर होने के लिए पन्द्रह रुपये की फीस का हकदार होगा:
परन्तु यह कि किसी मास के दौरान हुए अधिवेशनों की बाबत किसी न्यासी को संदेय फीस की कुल रकम डेढ़ सौ रुपये से अधिक नहीं होगी ।
