The President is pleased , on the occasion of Republic Day , 1975 , to award an Appreciation Certificate to the undermentioned officers of the Central Bureau of Narcotics , Gwalior , for exceptionally meritorious service rendered by them when undertaking a task even at the risk of their lives : ---

Statement of services for which the certificate have been awarded
On receipt of information about the possibility of opium smugglers passing through Kalighati in Rajasthan , the preventive party , consisting of Shri Santokh Singh , Deputy Superintendent ( Fxecutive ) , Shri Govind N. Gurnani , Preventive Inspector , 2 Sepoys and a Driver were posted near Tirtheswar Mahadev Temple in Kalighatı o the 18th May , 1974 and they set up a road block At about 6 P.M. a Jeep with 3 occupants was sighted . On seeing the blockade , the Jeep took a sudden turn , with a view to escape . While taking this turn , the U - bolt of the Jeep gave way and it was therefore , forced to halt . The preventive party led by S / Shri Santokh Singh and Govind N. Guinani gave chase but the smugglers with a view to prevent the Jeep and the officers getting hold of

tnem opened fire . In this Shri Santokh Singh who was out of the Jeep along with 2 Sepoys , was hit. The smugglers used a 12 bore gun and the pellets nit Shri Santokh Singh on several parts of his body. Undetered by the pellet injury , Shri Santokh singh ordered fire after taking adequate cover . In the meantime, Shri Gurnani who was in the front seat of the Government Jeep was also injured . There was an exchange of fire in which Shri Santokh Singh and Shri Gurnani and one of the Sepoys fired several rounds of bullets . In spite of the heavy firing Shri Gurnani ordered his Driver to drive towards the smugglers and in the process the Departmental Jeep was hit twice and the radiator was damaged . This courageous act of the preventive party unnerved the smugglers who ran into the jungle after abandoning their Jeep . The preventive party thereupon rushed to the smugglers Jeep and recovered opium weighing 177 kgs . This daring act , performed even at the risk of their lives , resulted in the seizure of the vehicle and contraband goods valued at about Rs . 1,15,000.

सं ० 21021 /8 / 74 -प्रता० III- ख. राष्ट्ररति जी. गणनन्त्र दिवस 1975 के अवसर पर केन्द्रीय नार्कोटिक्स ब्यूरो , ग्वालियर के निम्नलिखित अधिकारियों को उनके द्वारा अपने जीवन को भी बारे में डालकर कार्य करने हुए को गयी श्रधाधारण प्रशंसनीय सेवा के लिए यह प्रशंमा प्रमाण - पत्र प्रदान करते हैं :

जिन सेत्राओं के लिए प्रमाण - पत्र दिया गया उनका विवरण
यह सूचना मिलने पर कि अफीम के तस्कर - व्यापारियों की राजस्थान में कालीघाटी से होकर निलकने की संभावना है एक निवारक दल को जिसमे श्री मन्तोष सिंह उप- अधीक्षक ( कार्यकारी ) श्री गोविन्द एन ० गुरनानी निवारक निरीक्षक , 2 मिपाही और एक ड्राईवर था , 18 मई , 1974 को कानीघाटी में तीर्येश्वर महादेव मंदिर के समीप नैनात कर दिया गया और उन्होने रास्ते में रुकावट डालने की व्यवस्था की । लगभग 6 बजे मायं एक जीप दिखाई दी जिनमें तीन व्यक्ति सधार थे । रास्ते में रुकावट देखकर जीप बच निकलने की दृष्टि से एकदम मुड गई । मुडते समय जीप का यू - वोल्ट टूट गया और इनलिए इसे जबरन रुकना पड़ा । निवारक दल ने जिसका नेतृत्व श्री संतोष सिंह और श्री गोविंद एन ० गुरानी ने किया, उसका पीछा किया किन्तु तस्कर व्यापरियों ने गोली चला दी, ताकि ये अधिकाी तया जीप उन्हें पकड न सके । इनमें श्री मंतोष सिंह को, जो 2 सिराहियों के माथ जीप से बाहर थे, गोली लगी । तस्कर व्यापारियो ने 12 बोर की बंदूक का प्रयोग किया और उसके छर्रे श्री संतोष सिंह के शरीर के कई भागों में लगे । छरों मे हुए जबमो की परवाह किए बिना श्री संतोश सिंह ने पर्याप्न ओट लेने के बाद गोली चनाने का आदेश दे दिया । इसी दौरान श्री ग्रनानी भी, जो सरकारी जीप में आगे की मीट पर बड़े थे , जख्मी हो गये । दोनों तरफ मे गोलियां चली जिममें श्री संतोष सिंह और श्री गुरनानी तथा एक भित्राही ने कई बार गोलियां चलायीं । भारी गोला- बारी के बावजूद भी श्री गुरनानी [ FART I- SEC . 1 ]

ने अपने ड्राइवर को तस्कर - व्यापारियो की तरफ जीप चलाने का आदेश दिया और इस कार्यवाही में विभाग की जीप पर दो बार गोली लगो और उसका रेडियेटर टूट गया । निवारक दल के इस सास- पूर्ण कार्य ने तस्करव्यापारियों के छक्के छुड़ा दिये आर वे अपनी जीप छोड़ कर जगल की ओर भाग निकले । इसके बाद निवारक दल तस्कर- व्यापारियों की जीप की ओर लपका और उसमे से 177 किलोग्राम अफीम बरामद का । अपन जीवन का भो खतर म डालकर किय गय इस साहसपूर्ण कार्य के परिणामतः एक जीप और निषिद्ध माल पकड़ा गया जिसका मूल्य लगभग 1,15,000 ० है ।
2. ये पुरस्कार सीमाशुल्क तथा केन्द्रोय उत्पादन शुल्क और नार्कोटिक्स विभागों के अधि- कारियों और कर्मचारियो को पुरस्कार देने सबधा, ममय - समय पर यथा सशोधित, उस याजना की कडिका 1 के खण्ड ( क ) ( 1 ) क अन्तर्गत दिय जाते है , जा भारत के राजपत्त्र असाधारण के भाग 1 खंड 1 मे प्रकाशित श्रधिसूचना स ० 12/139/ 59- प्रशा०-111- ख, दिनाक 5 नवम्बर, 1962 और अधिसूचना स ० 31/12/67 - प्रशा० 111 -ख दिनाक 15 जनवरी, 1968 में निहित है ।

Shri N. Sreedharan , Inspector of Central Excise ( Ordinary Grade ) , Central Excise Collectorate,ate , Cochin .
Statement of services for which the certificate has been awarded .
Shri N. Sreedharan has been working as Inspector in the Customs formation at Kasargode , a coastal town in the extreme north of Kerala . Working against great odds in this small place , Shri Sreednaran built up his contacts and undaunted by threats and intimations on a number of occasions , he was responsible for working out the detection of a large number of cases during the period April , 1971 to March , 1974 , involving seizure of contraband goods worth Rs . 46 lakhs . The most spectacular of the seizures effected on the basis of the information gathered by Shri Srecdharan is that of the fishing boat "Aisha " with 86 silver angots collectively valued at Rs . 32 lakhs on the morning of 22nd March , 1974 after a thrilling encounter . This seizure resulted in the apprehension and arrest of a leading smuggler who had been operating in Kasargode since the late 1950s .
This seizure was the result of ап accurate information patiently gathered and imaginatively worked out by Shri Sreedharan over a period of one year . On the morning of 22nd March , 1974 , Shri Sreedharan , Inspector ( Ordinary Grade) along with other officers and staff engaged an unsuspecting fishing boat from Kasargode , boarded it in the outer sea under strict secrecy and proceeded under camouflage to the suspected waters 40 Kms , south in the guise of fishing with its nets down . They used sophisticated trans - receivers to intercept messages that were being conveyed amongst the smugglers on the land , the Arab Launch in the sea and the fishing boat carrying contrabancontraband to or from the shore . By diligent analysis of the messages , the officers were able to ascertain the venue and time of the scheduled operations . Inspite of unfamiliarity with the area of the operations and the lact that the smugglers craft as well as the patrol boat were operating in pitch darkness without any lights or indicator, the patrol boat was able to locate the smuggler's boat with the help of a split second flicker of light on the top of the boat which served as an indicator to the approaching Arab Launch . In the mean- time, the Arab Launch and the smuggler's boat had docked together and had started the trans - shipment of the silver By the time the smuggler's craft noticed the patrol boat it was too late and though they had disentangled themselves , the patrol boat was able to chase the smuggler's craft and after firing warning shots the officers in the patrol boat were able to land on the smuggler'sboat , overpower the crew and capture it . This daring act , performed at the risk of his life , resulted in a seizure of a fishing boat , "AISHA" with 86 silver ingots collectively valued at Rs . 32 lakhs .

सं ० 21021/ 8/ 74 -प्रशा०- III- ख. राष्ट्रपति जी गणतन्त्र दिवस 1975 के अवसर पर , मोनाशुल्क तथा केन्द्रीय उत्पादनशुल्क समाहर्ता- कार्यालय , कोचीन के निम्नलिखित अधिकारी को , अपने जीवन को भी खतरे में डालकर कार्य करते ममय की गयी असाधारण प्रशसनीय सेवा के लिए यह प्रशसा प्रमाण-पत्र प्रदान करते है

श्री एन ० श्रीधरन्, केन्द्रीय उत्पादनशुल्क, निरीक्षक ( साधारण ग्रेड ) , केन्द्रीय उत्पादनश क समाहर्ता- कार्यालय , कोचीन ।
जिन सेवाओं के लिए प्रमाणपत्र दिया गया है उनका विवरण
श्री एन ० श्रीधरन्, सीमाशुल्क के कासरगोडे कार्यालय मे , जो केरल के एकदम उत्तर मे समुद्र- तटवर्ती एक नगर है , निरीक्षक के रूप में कार्य करते रहे है । टस छ टे मे स्थान पर बडी विकट परिस्थितियो में कार्य करते हुए श्री श्रीधरन् ने अपने सम्पर्क बनाये और अनेक श्रवमरो पर धमकी और डाट- डपट की परवाह न करते हुए भी अप्रैल , 1971 से मार्च 1974 की अवधि के बीच कई मामलो का पता लगाने की योजना बनाने के लिए उत्तरदायी थे, जिनके अन्तर्गत 46 लाख रुपये के मूल्य का निषिद्ध माल पकडा गया । श्री श्रीधरन् द्वारा इकट्ठी की गई सूचना के आधार पर माल पकडने का जो बहुत ही प्रभावशाली मामला हुआ है वह 22 मार्च , 1974 की प्रात एक रोमाचक मठभेड के बाद मछली पकडने की नाव "ग्राइणा" को पकडना है जिसमे चादी की 86 सिल्लिया थी जिन सबका मूल्य 32 लाख रुपये था । माल पकडने के इस मामले के परिणामत एक प्रमुख तस्करव्यापारी पकडा गया और हिरासत में लिया गया जो 1950 के बाद से कासरगोडे मे तस्कर व्यापार में लगा हुआ था ।
माल पकड़ने का यह मामला श्री श्रीधरन् द्वारा एक वर्ष से भी अधिक अवधि मे धैर्यपूर्वक इकट्ठी की गयी और कल्पना के आधार पर तैयार की गयी सही सूचना का परिणाम है । 22 मार्च 1974 की सुबह को श्री श्रीधरन् निरीक्षक ( सामान्य ग्रेड ) ने अन्य अधिकारियो और कर्मचारियो के साथ कामग्गोडे में मछनी पकडने की एक नाय ली जिस पर सदेह नही किया जा सकता था । वे उम पर सवार हुए और पूर्ण गोपनीयता के माय खुले समुद्र की ओर बढ़े और मछली पकडने के छद्य - त्रेश मे जाल को ममुद्र मे डाले हुए दक्षिण की ओर बढे जहा तस्करो के होने का सदेह था । उन्होने तम्कर- व्यापारियो के बीच भूमि पर ममुद्र में अश्व लाच नौका और समुद्र तट पर लाने ले जाने वाली मछली पकड़ने की नाव के बीच दिये जा रहे सदेशो को पकडने के लिये परिष्कृत सवार सग्राहको का इस्तेमाल किया । सरेशो का बडी मेहनत से विश्लेषण करने पर वे अधिकारी तस्कर - व्यापारियो की निश्चित की गई कार्यवाही के स्थान तथा समय के बारे में पता करने मे सफन हुए । कार्यवाही के क्षेत्र से अनभिज्ञ होने के बाबजूद भी और यह तथ्य कि तस्करो का यान तथा गश्नी-नाव घोर अन्धकार मे बिना किसी रोशनी और सकेतक के कार्य कर रहे थे , वह गश्ती दल उस बढ़ती हुई अरब लाच नौका के लिये सकेनक का कार्य कर रही नाव के सिरे पर क्षण -भर के लिये प्रकाशित होने वाली उस रोशनी की महायता से तस्कर-व्यापारियो की नाव का पता लगाने मे सहायक हुआ । इपी बीच अरब लांच-तीका श्रऔर तस्करो की नौका एक साथ जुड गये और उन्होने चादी को दूसरी नौका मे लादना शु कर दिया था । जब तस्करी को गश्नी- नाव का पता चला तब तक काफी देर हो चुकी थी ओर हालाकि वे अलग - अलग हो चुके थे , गश्ती नाव तस्करो के यान का पीछा करने मे समये रही ओर चेतावनी की गोली चलाने के बाद गती -नाव में बैठे अधिकारी तस्को की नाव में उतरने में उसके चालको पर हावी होने और उन्हें पक्टने में समर्थ हो गये । अपने जीवन को भी खतरे मे डालकर किये गये इस साहसपूर्वक कार्य के परिणामत मछली पकड़ने की नौका " श्राइशा THE GAZETTE OF INDIA EXTRAORDINARY

को पकड़ा जा सका जिसमें चांदी की 86 सिल्लियां थीं जिनका मिलाकर मूल्य 32 लाख रुपये है ।
