NOTIFICATION
New Delhi , the 2nd April 1975
G.S.R. 186 (E ) . In exercise of the powers conferred by sub - section ( 1) of section 3 of the All India , Services Act , 1951 (61 of 1951 ) , the Central Government , after consultation with the Governments of the States concerned , hereby makes the following rules further to amend the Indian Police Service (Pay ) Rules , 1954 , namely :-
: 1. ( 1 ) These rules may be called the Indian Police Service ( Pay ) Third Amendment Rules , 1975 .
(2) They shall be deemed to have come into force on the 1st day of January , 1973 .
2. In the Indian Police Service (Pay) Rules , 1954-
(i) in rule 3 , in sub- rule (1 ) , for the brackets , letters , words and figures-
"(b) Selection Grade Rs . 1400 "
the following shall be substituted, namely :----
"(b) Selection Grade Rs . 1800. " ;
(il) in Schedule I to the said rules , for the words and figures-
"Selection Grade 1400 "
the following shall be substituted , namely:-
"Selection Grade 1800 " .

EXPLANATORY MEMORANDUM
The Central Civil Service ( Revised Pay ) Rules , 1973 , were issued to implement the recommendations made by the Third Central Pay Commission in respect of the pay scales of Class II , Class III and Class IV employees . They were given effect to from the 1st January , 1973. Government have since broadly accepted , with some modifications , the recommendations of the Third Central Pay Commission regarding the pay scales in Class I Services /Posts and the All- India Services and have decided that , except in respet of revision of pay or scales of pay of posts which have been upgraded to Rs . 3000 (fixed) or above , the date of effect of revision of pay scales in Class I Services /Posts and the All - India Services shall be the same as for employees in Classes II to IV , namely , the 1st January , 1973. The Indian Police Service ( Pay) Rules , 1954 , are therefore , being amended accordingly .
(No officer is likely to be adversely affected by this Notification being given the retros pective effect . )

सा० का० नि० 186 ( श्र) अखिल भारतीय सेवा अधिनियम , 1951 ( 1951 का 61 ) की धारा 3 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए सम्बन्धित राज्यों की सरकारों से परामर्श करके , केन्द्रीय सरकार भारतीय पुलिस सेवा ( वेतन ) नियम , 1954 में और आगे संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्: ---
1. ( 1 ) इन नियमों का नाम भारतीय पुलिस सेवा ( वेतन ) तीसरा संशोधन नियम , 1975 है ।
( 2) ये जनवरी , 1973 के प्रथम दिन को प्रवृत्त हुए समझे जाएंगे ।
2. भारतीय पुलिस सेवा ( वेतन ) नियम , 1954 में--
( 1) नियम 3 में उपनियम ( 1 ) में -" ( ख ) चयन श्रेणी - रु ० 1400" ब्रकिट अक्षर , शब्द तथा अंक के स्थान पर निम्नलिखित शब्दों तथा अंकों को प्रतिस्थापित किया जाए , अर्थात् : --
" (ख ) चयन श्रेणी -रु ० 1800"
( ii ) उक्त नियम की अनुसूची 1 में "चयन श्रेणी -1400 " शब्दों और अंकों के स्थान पर निम्नलिखित प्रतिस्थापित किया जाए , अर्थात्: --
"चयन श्रेणी -1800 " ।

स्वष्टीका क ज्ञापन
केन्द्रीय सिविल सेवा ( पुनरीक्षित वेतन ) नियम, 1973 वर्ग -2, वर्ग-3 और वर्ग-4 कर्मचारियों के वेतनमानों के बारे में तृतीय केन्द्रीय वेतन आयोग द्वारा की गई सिफारिशों को कार्या- न्वित करने के लिए जारी किए गए थे । उनको 1 जनवरी , 1973 से प्रवृत्त कराया गया था । तब से सरकार ने वर्ग -1 सेवा पद और अखिल भारतीय सेवा के वेतनमानों की बाबत तृतीय केन्द्रीय वेतन आयोग की सिफारिशों, कुछ उपान्तरणों के साथ मुख्यतः स्वीकार कर ली हैं , और यह विनि- श्चित किया है कि वेतन के पुनरीक्षण के बारे में के या उन सभी पदों के वेतनमानों के जो 3000 रुपये (नियत) या ऊपर तक उच्च कोटि के कर दिए हैं सिवाय वर्ग -1 सेवा पद और अखिल भारतीय सेवा के वेतनमानों पुनरीक्षण के प्रवृत्त होने की तारीख वही होगी जो वर्ग -2 से 4 के कर्मचारियों के लिए है , अर्थात् 1 जनवरी , 1973। अतः भारतीय पुलिस सेवा ( वेतन ) नियम , 1954 तदनुसार संशोधित किए जा रहे हैं ।
( इस अधिसूचना को भूतलक्षी प्रभाव दिए जाने के कारण किसी अधिकारी पर प्रतिकूल प्रभाव पड़ना संभाव्य नहीं है । )
