New Delhi , the 19th May 1975
S.O. 221 (E ) . In exercise of the powers conferred by clause ( 3 ) of article 77 of the Constitution , the President hereby makes the following rules further to amend the Gov- ernment of India (Allocation of Business ) Rules , 1961 , namely :---
1. (1 ) These rules may be called the Government of India ( Allocation of Business ) (One hundred and ninth Amendment ) Rules , 1975 .
(2) They shall come into force at once .
2. In the Second Schedule to the Government of India (Allocation of Business ) Rules , 1961,-
(1) under the heading "MINISTRY OF AGRICULTURE AND IRRIGATION (KRISHI AUR SINCHAI MANTRALAYA) " , under sub - heading "E. DEPARTMENT OF IRRIGATION ( SINCHAI VIBHAG ) " ,
(a) entry 6 shall be omitted;
(b) after entry 11 , the following entry shall be added , namely:-
" 12. Water and Power Consultancy Service (WAPCOS) . " ;
(2) under the heading " MINISTRY OF ENERGY ( OORJA MANTRALAYA " , under sub - heading " B. DEPARTMENT OF COAL (KOYALA VIBHAG ) " , after entry 7 , the following entry shall be added , namely:-
"8. Regulation of mines and minerals development of coal and lignite under the Mines and Minerals (Regulation and Development) Act. 1957. and other Union laws including questions concerning various States and inci- dental business in respect of these." ;

(3 ) under the heading "MINISTRY OF EXTERNAL AFFAIRS (VIDESH MAN- TRALAYA ) " , after entry 43 , the following entry shall be added , namely :-- "44. Purchase , inspection and shipment of Stores, from abroad for the Central Government other than those the purchase , inspection and shipment of which are delegated to other authorities by a general or special order .";
(4) under the heading " MINISTRY OF HOME AFFAIRS ( GRIH MANTRA- LAYA)" , for entry 98 , the following entry shall be substituted , namely : - "98. Development of Fire Services ." ;
(5) under the heading " MINISTRY OF STEEL AND MINES ( ISPAT AUR KHAN MANTRALAYA ) " , under sub- heading "B. DEPARTMENT OF MINES ( KHAN VIBHAG) " , for entry 7 , the following entry shall be substituted , namely: -
" 7. Regulation of mines and minerals development, other than coal and lignite , under the Mines and Minerals ( Regulation and Development) Act , 1957 , and other Union laws including questions concerning various States and incidental business in respect of these ." ;
(6) under the heading " MINISTRY OF SUPPLY AND REHABILITATION ( POORTI AUR PUNARVAS MANTRALAYA) " ,-
( i) under the sub-heading " A. DEPARTMENT OF REHABILITATION (PUNARVAS VIBHAG ) " , for entry 24 , the following entry shall be substituted , namely:-
"24. Relief and rehabilitation measures for Indian nationals repatriated from foreign countries . " ;
( ii) under the sub -heading "B. DEPARTMENT OF SUPPLY (POORTI VIBHAG) " , entries 4 (d) and 4(e ) shall be omitted .

नई दिल्ली, 19 मई , 1975
सा० प्रा० 221 ( श्र ) . शक्तियों का प्रयोग करते हुए, करने के लिए निम्नलिखित राष्ट्रपति, संविधान के अनुच्छेद 77 के खण्ड ( 3 ) द्वारा प्रदत्त भारत सरकार ( कार्य आबंटन ) नियम, 1961 में और संशोधन नियम , बनाते हैं
1. ( 1) इन नियमों का नाम भारत सरकार (कार्य श्राचंटन ) ( एक सौ नौवां संशोधन) नियम, 1975 है ।
(2) ये तुरन्त प्रवृत्त होंगे ।
2. भारत सरकार (कार्य आवंटन ) नियम , 1961 की द्वितीय अनुसूची में
"कृषि और सिंचाई मंत्रालय " शीर्षक के अधीन "क सिचाई विभाग उप शीर्षक के अधीन
(क) प्रविष्टि 6 का लोप किया जाएगा ;
(ख ) प्रविष्टि 11 के पश्चात , निम्नलिखित प्रविष्टि जोड़ी जाएगी , श्रर्थात- " 12 जल और विद्युत परामर्श सेवा (जं० वि ० प० स०) " THE GAZETTE OF INDIA EXTRAORDINARY

( 2) " ऊर्जा मंत्रालय " शीर्षक के अधीन ,
"ख कोयला विभाग " उपशीर्षक के अधीन ,
प्रविष्टि 7 के पश्चात , निम्नलिखित प्रविष्टि जोड़ी जाएगी , प्रर्थात :---
" 8. खान और खनिज ( विनियमन और विकास) अधिनियम , 1957 तथा अन्य संत्र विधियों जिन के अन्तर्गत विभिन्न राज्यों से संबद्ध प्रश्न और इनके बारे में अनुषंगी कार्य हैं, के अधीन कोयला और लिग्नाइट के खानों और खनिजों के विकास का विनियमन । "
(3 ) " विदेश मंत्रालय " शीर्षक के अधीन , प्रविष्टि 43 के पश्चात , निम्नलिखित प्रविष्टि जोड़ी जाएगी , अर्थातः--
" 44. जिन स्टोरों का क्रय , नरीक्षण और उन्हें रवाना करने का कार्य किसी साधारण या विशेष आदेश द्वारा अन्य प्राधिकारियों को प्रत्यायोजित किया गया है , उनसे भिन्न स्टोरों का विदेश से केन्द्रीय सरकार के लिए क्रय , निरीक्षण और रवाना करने का कार्य" ,
(4) "गृह मंत्रालय " शीर्षक के अधीन, प्रविष्टि 98 के स्थान पर , निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात-
" 98. अग्निशमन सेवा विकास । "
( 5) " इसात ओर खान मंत्रालय " शीर्षक के अधीन , "खान विभाग " उपशीर्षक के अधीन , प्रविष्टि 7 के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात-
" 7 खान और खनिज ( विनियमन और विकास ) अधिनियम , 1957 तथा अन्य संघ विधियों, जिनके अन्तर्गत विभिन्न राज्यों से सम्बद्ध प्रश्न और इनके बारे में अनुषंगी कार्य हैं , के अधीन कोयला और लिग्नाइट से भिन्न खानों और खानिओं के विकास का धिनियमन । "
( 6) "पूनि और पुनर्वास मंत्रालय " शीर्षक के मीचे, ---
(i) " क पुनर्वास विभाग " उपशीर्षक के अधीन , प्रविष्टि 24 के स्थान पर , निम्नलिखित प्रविष्टि रखी जाएगी, मर्थातः-
" 24. बर्मा , श्रीलंका , मोजाम्बिक और जर से संप्रत्यावर्तित भारतीय राष्ट्रिकों के लिए सहायता और पुनर्वास के उपाय । "
( ii) " ख पूति विभाग " उपशोयंक के अधीन , प्रविष्टि 4 ( घ) और 4( ङ) का लोप किया जाएगा ।
