ORDER
New Delhi, the 26th June , 1975
S.O. 275 ( E ) . Whereas the Central Government is of opinion that for the purpose of securing the defence of India and civil defence , the public safety and maintenance of public order , it is necessary so to do ;
Now , therefore , in exercise of the powers conferred by sub - rule ( 1 ) of rurule 48 of the Defence of India Rules , 1971 , the Central Government herebyhereby makes the following Order , namely :
( 1) That no news , comments , rumour or other report , relating to- (a) any contravention or alleged or purported contravention of any of the provisions of Part III , rules 31 and 33 of Part IV , rules 37 , 38 , 39, 43, 46, 47, 48 , 50 , 51 and 52 of Part V , Part VIII and Part IX of the said Rules including orders made thereunder , or
(b) any action taken in relation to such contravention , or
(c) any action taken under the provisions of the Maintenance on internal Security Act , 1971 ( 26 of 1971 ) ,
shall be published in any newspaper , periodical or other document unless such news , comments , rumour or other report has been submitted for scrutiny to an authorised officer and the publication thereof i authorised in writing by such officer.

( 2 ) That no such publication shall be made except in accordance with such conditions or restrictions as such officer may impose .
Explanation . In this order , " authorised officer " means the Principal Informa- tion Officer , Director , Public Relations , or Deputy Principal Information Officer in the Press Information Bureau of the Government of India at New Delhi , or a Director of Information or a Director of Public Relations of a State Govern- ment or Union territory Administration or such other officers as may be authorised in this behalf by the State Government or the administrator of a Union territory .
2. This order is hereby addressed to all printers , publishers and editors .

का ० प्रा ० 275 ( प्र) -यतः केन्द्रीय सरकार की राय है कि भारत की रक्षा और नागरिक सुरक्षा, लोक सुरक्षा तथा सार्वजनिक व्यवस्था बनाए रखने क प्रयोजन से ऐसा करना श्रावश्यक है ;
अतः अब भारत रक्षा नियम , 1971 के नियम 48 के उप - नियम ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार इसके द्वारा निम्नलिखित आदेश बनाती है , अर्थात्
( 1 ) कि कोई भी एसा समाचार , टिप्पणी , अफवाह अथवा अन्य रिपोर्ट जो---
(क ) उक्त नियमों के भाग III के , भाग IV के नियम 31 और 33 के , भाग V के नियम 37 , 38 , 39 , 43 , 46 , 47 , 48 , 50 , 51 और 52 के , भाग VIII और भाग IX के उपबन्धों में से किसी के , जिनके अन्तर्गत उनके अधीन बनाए गए आदेश भी हैं , उल्लंघन अथवा अभिकथित अथवा तात्पयित उल्लंघन से सम्बन्धित हो, अथवा
( ख ) ऐसे उल्लंघन के बारे में की गई किसी कार्रवाई से सम्बन्धित हो , अथवा
( ग) आन्तरिक सुरक्षा अनुरक्षण अधिनियम , 1971 ( 1971 का 26 ) के उपबन्धों के अधीन की गई किसी कार्रवाई से सम्बन्धित हो ,
किसी भी समाचार पत्न , नियतकालिक पत्रिका अथवा अन्य दस्तावेज में तब तक प्रकाशित नहीं की जाएगी जब तक ऐसा समाचार , टिप्पणी , अफवाह या अन्य रिपोर्ट प्राधिकृत अधिकारी को संवीक्षा के लिए प्रस्तुत न कर दी गई हो और उसका प्रकाशन ऐसे अधिकारी द्वारा लिखित रूप में प्राधिकृत न कर दिया गया हो ।
( 2) कि कोई भी ऐसा प्रकाशन, उन शर्तों और निर्वन्धनों, जिन्हें ऐसा अधिकारी अधि- रोपित करें, के अनुसार ही प्रकाशित किया जाएगा अन्यथा नहीं ।
स्पष्टीकरणः-इस श्रादेश में " प्राधिकृत अधिकारी" से अभिप्रत है , भारत सरकार के नई दिल्ली स्थित पत्त्र सूचना कार्यालय का प्रधान सूचना अधिकारी , जन संपर्क निदेशक अथवा उप प्रधान सूचना अधिकारी अथवा किसी राज्य सरकार या संघ राज्यक्षेत्र प्रशासन का सूचना THE GAZETTE OF INDIA EXTRAORDINARY

निदेशक अथवा जनसंपर्क निदेशक श्रथवा कोई अन्य ऐसा अधिकारी जिसे राज्य सरकार या संघ राज्य क्षेत्र के प्रशासक द्वारा इस सम्बन्ध में प्राधिकृत किया गया हो ।
