NOTIFICATION
New Delhi , the 26th June 1975
S.O. 279 (E) . In exercise of the powers conferred by clause ( 3 ) of article 77 of the Constitution, the President hereby makes the following rules further to amend the Government of India ( Allocation of Business ) Rules , 1961 , namely:-
1. ( 1 ) These rules may be called the Government of India ( Allocation of Business ) ( One hundred and tenth Amendment ) Rules , 1975 .
(2) They shall come into force at once .
2. In the Government of India (Allocation of Business ) Rules , 1961 , ( herein- after referred to as the said rules ) , in the First Schedule , for entry 9 , the follow- ing entry shall be substituted , namely:-
"9. Ministry of Home Affairs ( Grih Mantralaya ) : [ with a Department of Official Language ( Rajbhasha Vibhag ) ] ." ;
3. In the Second Schedule to the said rules , under the heading " MINISTRY OF HOME AFFAIRS ( GRIH MANTRALAYA ) "-
(a) entries 23 , 23A end 25 shall be omitted;

(b ) after entry 125 , the following heading and entries shall be inserted , namely:-
"DEPARTMENT OF OFFICIAL LANGUAGE ( RAJBHASHA VIBHAG ) 1. Implementation of the provisions of the Constitution relating to Official Language and the provisions of the Official Languages Act, 1963, except to the extent such implementation has been assigned to any other Department .
2. Prior approval of the President for authorising the limited use of a language other than English in the proceedings in the High Court of a State .
3. All matters relating to the progressive use of Hindi for the official purposes of the Union .
4. Coordination of the work relating to Official Language being done by the various Ministries/ Departments in the context of the provisions of the Constitution, the Presidential Order of 27th April , 1960 , the Official Languages Act , 1963 and the Government Resolution on Language dated 18th January , 1968 .
5. Hindi Teaching Scheme for the Central Government Employees .
6. Matters relating to Kendriya Hindi Samiti .
7. Coordination of work relating ork relating to the Hindi Salahakar Samitis set up by the various Ministries/ Departments.
8. Matters relating to the Central Translation Bureau. "

का० प्रो० 279 ( प्र ) प्रदत्त शवित्तयों का प्रयोग कर हुए , संशोधन करने के लिए निम्नलिखित राष्ट्रपति , संविधान के अनुच्छेद 77 के खण्ड ( 3 ) द्वारा भारत सरकार ( कार्य आवंटन ) नियम , 1961 में और नियम बनाते हैं , अर्थात्: -
1. ( 1 ) इन नियमों का नाम भारत सरकार ( कार्य आवंटन ( एक सौ दसवां संशोधन ) निमम , 1975 है ।
( 2 ) ये तुरन्त प्रवृत्त होंगे ।
2. भारत सरकार ( कार्य आबंटन ) नियम, 1961 ( जिन्हें इसमें इसके पश्चात उक्त नियम कहा गया है ) में , प्रथम अनुसूची में, प्रविष्टि 9 के स्थान पर , निम्नलिखित प्रविष्टि रखी जायगी , अर्थात्:-
" 9. गृह मंत्रालय ( राजभाषा विभाग सहित ) " ;
3. उक्त नियमों की द्वितीय अनुसूची में , " गृह मंत्रालय " शीर्षक के नीचे,-
(क ) प्रविष्टि 23 , 23 क और 25 का नोप किया जायगा THE GAZETTE OF INDIA EXTRAORDINARY

(ख ) प्रविष्टि 125 के पश्चात्, निम्नलिखित शीर्षक श्रीर प्रविष्टियां अंतःस्थापित की जाएंगी , श्रर्थात्: --
" राजभाषा विभाग
1. संविधान के राजभाषा से संबंधित जपबंधों तथा राख्भाषा अधिनियम , 1963 के उपबंधों का कार्यान्वयन, वहां तक के सियाय जहां त्म इस प्रकार का कार्यान्वयन किसी अन्य विभाग को सौंप दिया गया है ।
2. राज्य के उच्च न्यायालय की कार्ययाहियों में अंग्रेजी भाषा से भिन्न किसी भाषा का सीमित प्रयोग प्राधिकृत करने के लिए राष्ट्रपति का पूर्व श्रनुमटन 3. संघ के विभिन्न शासकीय प्रयोजनों के लिए हिन्दी के प्रगामी प्रयोग से संबंधित सभी मामले ।
4. संविधान , राष्ट्रपति के 27 अप्रैल , 1960 के आदेश , राजभाषा अधिनियम 1963 और भाषा के बारे में सरकार के 18 जनवरी , 1968 के संकल्प के उपबन्धों के संदर्भ में विभिन्न मंत्रालयों/ विभागों द्वारा लिए जा रहे राज- भाषा से सम्बन्धित कार्य का समन्धय ।
5. केन्द्रीय सरकार के कर्मचारियों के लिए हिन्दी शिक्षण स्कीम ।
6. केन्द्रीय हिन्दी समिति से संबंधित मामले
7. विभिन्न मंत्रालयों/ विभागों द्वारा स्थापित हिन्दी सलाहकार समितियों से संबंधित कार्य का समन्वय ।
8. केन्द्रीय अनुवाद ब्यूरो से संबंधित मामले " ।
